Wright County will be handling Otsego’s absentee voting for the Presidential Primary. The Ballot • Only major political parties will participate; each party has its own ballot with only their candidates listed. • You will be required to request only one party’s ballot when you vote, whether absentee or in-person at your polling place. • Your ballot will only list nominees for President for the party you request. • A record of which party’s ballot you selected will be made available to the major political parties. • Each major party chair will submit a list of candidates for their party, and will decide if there will be a write-in space on their party’s ballot. • The presidential nomination primary results will determine Minnesota’s delegates for each major party. Although each property within the City of Otsego only receives one property tax statement, there are actually three entities that comprise your total property tax bill. The chart below is the distribution of taxes for a median value residential property within the City: Please note that your final property tax statement may differ from the estimate you received last fall, and if your property is located within School District No. 728, the Referendum approved by voters in November 2019 will be the most likely cause. If you would like more tax information for your property, please visit: https://web.co.wright.mn.us/proptax and search for your property. 2021 Market Value Notice Wright County will be mailing notice of the estimated market value and property classification which is used for calculation of property taxes payable in 2021. Minnesota law specifically requires that the value and classification of real estate be established as of January 2nd each year. The Wright County Assessor works throughout the year to estimate the market value of each property. Market values are continuously changing based on economic conditions, property improvements, quality of finishes, etc. The market value estimated by the Assessor should be at, or very close to, the amount the property would sell for if placed on the open market. If you believe the estimated market value and/or classification of your property was determined incorrectly, please follow the instructions on the notice and contact the Wright County Assessor’s Office at 763.682.7367. Please note this is an important first step in the appeals process. City of Otsego 27% Wright County 33% School District 40% 4 2020 Spring Otsego View MAYOR’S NOTE Resident involvement in the City is so very important to building a strong community and effective local government. The City Council would like to remind you of additional ways to stay involved in the community. All Otsego Advisory Commission meetings are held at PRAIRIE CENTER, 8899 NASHUA AVE NE and are open to the public. Planning Commission; advises the City Council in matters relating to land use and development of the City. The Commission participates in the establishment of the City’s Comprehensive Plan, Zoning Ordinance, Subdivision Ordinance and other development related policies and controls. The Commission also reviews residential, commercial and industrial development proposals and makes recommendation to the City Council as to consistency with the goals of the Comprehensive Plan and compliance with Zoning Ordinance and/or Subdivision Ordinance requirements. The Planning Commission meetings are held the first and third Mondays of each month at 7 p.m. Parks and Recreation Commission; Develops and recommends to the City Council a Comprehensive Plan for development of the future parks and trails system. The Commission also provides recommendations and acts in an advisory capacity to the City Council regarding parks, trails, facilities, park maintenance and related Capital Improvement Plan projects and the study of current recreation programs, and desires of citizens for such services. The Parks and Recreation Commission meetings are held the third Tuesday of each month at 7 p.m. Public Safety Commission; develops a citizen complaint procedure on matters regarding police, fire, ambulance and other emergency response services. The Commission promotes public interest in and an understanding of public safety and serves as a forum for the citizens of Otsego to voice their opinions regarding public safety within the community. The Commission advises the City Council on the duties and responsibilities of the Wright County Sheriff and the deputies of the Wright County Sheriff’s Office in providing police service to Otsego. The Public Safety Commission meetings are held the second Tuesday of each month at 6:30 p.m. Otsego Heritage Preservation Commission; One of the purposes of the Commission is to “foster civic pride in the beauty and notable accomplishments of the past.” In addition, duties include preserving Otsego’s heritage, including information about original settlers, historic sites and buildings and disseminating that information to the public. DEPARTMENT HIGHLIGHT Department: Public Works Street The Public Works Department oversees the maintenance of streets, including sweeping, traffic signs, patching, storm sewer maintenance and snow removal; In addition to the Streets Department; the Parks and Recreation Department and the Utility Department assist with snow removal. Crews are responsible for clearing snow and ice from the City’s 134.4 miles of streets and 185 cul de sacs. The City is divided into seven main plow routes that are completed with large dump trucks and there are seven additional routes dedicated to the clearing of cul de sacs, trails and sidewalks. Not Pictured: Brad Sherrill. CITY ATTORNEY The City Council recognized retiring City Attorney Andy MacArthur at their December 9, 2019 City Council meeting. Attorney MacArthur served the Otsego Township and the City of Otsego from 1988 to 2019; over 30 years! The City has contracted with Campbell Knutson for Attorney municipal services. HYDRANT FLUSHING The Utility Operations Department will be flushing fire hydrants throughout the City in April. Flushing the hydrants removes sediment and mineral build up within the City’s water lines to maintain water quality and also tests the system for adequate flows. Note that the cap may be left off of some hydrants after the water is turned off to allow the fixture to drain completely but City staff will return to replace the cap. Detect breast cancer earlier with 3D mammograms 6 2020 Spring Otsego View A LETTER FROM YOUR SHERIFF Sheriff Sean Deringer As you may know, the City of Otsego has contracted with the Wright County Sheriff’s Office to be their local police service provider since the early 1990s. In addition to Otsego, the Sheriff’s Office has contracts with 12 other Wright County cities to serve as their local police service provider. This means the Wright County Sheriff’s Office provides dedicated patrol and public safety services to those communities just like a city police department. Our deputies are in Otsego every day working in partnership with city staff, local businesses, and citizens to investigate crime, resolve issues, and provide public safety resources. The Wright County Sheriff’s Office assigns a consistent team of deputies that patrol within Otsego and may even live in the city just as any police department would have. The Sheriff’s Office assigns a supervisory liaison to the city who serves in the capacity of a typical “Police Chief” by continually collaborating with city staff and overseeing the daily public safety functions. In addition to the uniformed deputies who you regularly see patrolling your neighborhoods we also provide: Detectives who investigate complex or lengthy cases; crime scene investigators who assess crimes scenes and collect evidence; and forensic examiners who analyze technological evidence. Traditionally our patrol deputies have driven the symbolic brown squad cars which have been a staple characteristic of many Sheriff’s Offices in Minnesota. However, to continue building a stronger connection to the community we serve and to aid in the visual representation as your law enforcement provider the Sheriff’s Office will be changing our color scheme to include black and white squad cars. The new graphics will proudly display our challenge coin that contains our guiding principles of Integrity, Professionalism, Fairness, and Caring. Starting in May, you will begin to see the new squad cars patrolling the streets of Otsego along with other cities and townships within Wright County. New trail segments were added on 85th Street, MacIver Avenue, and 70th Street (CSAH 38) in 2019 and a trail is included with the Wright County CSAH 39 project from Parrish Avenue (CSAH 42) to Odean Avenue for construction in 2020. These new trail segments provide improved access to destinations within the City as well as create complete loops. The City Code limits use of trails and sidewalks to pedestrians, bicycles or non-motorized recreational equipment. Golf carts, ATVs, trail bikes, riding lawn mowers, or the like cannot be operated on trails and sidewalks. A single person operating an electric personal assistive mobility device, such as wheelchair or scooter are the only exceptions. Use of prohibited motorized vehicles or equipment on City trails and sidewalks is subject to ticketing by the Wright County Sheriff’s Office. A map of the sidewalks and trails is available on the Parks and Recreation Department page on the City website. HAPPY BIRTHDAY, EARTH DAY! Celebrating 50 Years of Environmental Stewardship “We disregard the needs of our ecosystem at our mortal peril. That was the great lesson of Earth Day. It must never be forgotten.” – Senator Gaylord Nelson On April 22, 1970, millions of Americans flooded streets and swarmed college campuses across the country to protest countless environmental disasters that afflicted the nation and spurred public outrage. Twenty million people from all walks of life came together to form a unified response to a planet in crisis. Earth Day was officially established. A Day of Education and Awareness The brainchild of late Wisconsin Senator Gaylord Nelson, Earth Day galvanized public support for environmental issues which, prior to 1970, were largely ignored by the federal government. There were no formal policies in place to address the growing concern for clean air, water, and soil. Nor were there laws prohibiting industries from dumping toxins or spewing pollution at will. Most of mainstream America remained largely oblivious to concerns for the planet. Even the word “environment” was not prevalent in the American vernacular. Senator Nelson worked tirelessly to bring environmental concerns into the national spotlight. He envisioned a large-scale demonstration to “shake up the political establishment and force this issue onto the national agenda.” Nelson chose April 22 as the official date for Earth Day because it corresponded with spring break for most schools and colleges around the country, making it easier to mobilize students for the cause. Earth Day set the stage for the passage of landmark environmental laws, including the Clean Air, Clean Water, and Endangered Species Acts. In December 1970, President Nixon established the Environmental Protection Agency (EPA) to protect the health of American citizens and safeguard the country’s natural resources. The environment was now a part of the national dialogue and it wasn’t long before other countries followed suit. In 2016, the United Nations chose Earth Day to sign the historic Paris Agreement on climate change. Earth Day 2020 April 22 marks the 50th anniversary of Earth Day. What started as a spontaneous grassroots movement has grown into a global celebration and is now considered the world’s largest civic event. This year, there are estimates of over one billion people participating in rallies, conferences, outdoor activities, and service projects to raise awareness and promote environmental stewardship across the globe. Reduce Your Carbon Footprint In honor of Earth Day, here are some steps you can take to reduce your carbon footprint at home and at work: • Plant a tree. • Join a local park, river, or beach clean-up. • Use eco-friendly, non-toxic cleaning products. • Replace incandescent light bulbs with efficient CFL or LED bulbs. • Carpool, use public transportation, cycle, or use an electric/hybrid vehicle. • Keep your tires properly inflated to get better gas mileage. • Change your car’s air filter regularly. • Teleconference instead of traveling by air. Flying five times a year increases your carbon footprint by 75 percent. • Stop using disposable plastics such as bags, straws, or bottles. Choose reusable products instead. • Recycle newspapers, magazines, junk mail, plastic, cans, and glass. We all have a part to play to keep our planet clean and healthy. I have coached and coordinated T-ball programs for other cities. I am impressed with the Otsego program. It’s a program with parents actively involved and on the field with their child. WHAT INSPIRES YOU TO COACH? I was inspired to coach last summer since it’s a fun way to be involved in my kids’ activities and promote physical activity. Teaching the skills of the game and seeing the kids’ faces as they achieve them was rewarding. WHAT OTSEGO ACTIVITIES HAVE YOU AND YOUR FAMILY PARTICIPATED IN? Our family loves Otsego Parks and Recreation! We have participated in activities at the Prairie Center such as playtime and the multi-sport class. We enjoy visiting the Prairie Park Splash Pad and playground. The Prairie Park Shelter is a great space to host birthday parties and offers a fun Entertainment in the Park program. WHAT MAKES OTSEGO PROGRAMS UNIQUE TO YOU? Otsego Parks and Rec is a unique agency that is growing with the growing community. They offer fun programs for a variety of ages and the customer service is excellent. My family is looking forward to many more great experiences with Otsego P&R! WHAT IS YOUR FAVORITE PART OF OTSEGO PARKS AND RECREATION SYSTEM? My favorite part of the Otsego Parks & Recreation system is the trail system. I see it used daily, all year-round. Parks Staff do a great job at maintaining them and removing snow from them quickly. WHAT PARKS AND REC ACCOMPLISHMENT ARE YOU MOST PROUD OF SINCE YOUR TIME ON THE COMMITTEE? The project I’m most proud of since joining the Parks and Recreation Commission is the dog park. It was a long withstanding dream of the commission before I came along and I’m glad I got to see its fruition and be a part of the planning process. In the winter months, an average day is clearing streets and trails, maintaining and cleaning parks, facilities, equipment, and flooding rinks and in the summer months, inspecting and maintaining city parks and equipment including the splash pad, maintaining and repairing irrigation, tree trimming, roadside mowing and supervising park staff. WHAT IS YOUR FAVORITE PARK AND WHY? My favorite park is Mississippi Cove because of its natural and wooded area. WHAT CONSTITUTES A PERFECT WORK DAY FOR YOU? A perfect day is when everything falls into place and all the park jobs get done at the end of the day. WHAT PART OF YOUR JOB BRINGS YOU THE MOST JOY? The best part of my job is getting compliments from the residents about how nice the parks look. ARE WE LOOKING FOR YOU?? Albert and Justina Melin, who came from Sweden, purchased the land in 1898 from The Netherlands American Land Company for $10 per acre. Elaine’s parents, G. Robert and Greba Jo Melin, became owners in 1958; then Elaine took ownership in 1963. It later received the Century Farm designation as it had been owned (and farmed) by the Melins for 100 years. Elaine was an original member of Otsego Vision, a historical committee that lead to the formation of the Otsego Heritage Preservation Commission in 1994. She researched, authored, or helped author numerous publications about Otsego history, culture, and families. Elaine’s books are still in print and available through the Otsego Heritage Preservation Commission. We remain very grateful to her for all her work documenting and celebrating Otsego history. After Elaine died in 2003, her surviving family sold her property for development to be known as Norin Landing. The farm was subdivided into 18 lots, including the lot on which the original house stands. The subdivision preserves approximately 33 acres of permanent open space, including 20 acres along the Mississippi River shoreline, while clustering the lots into a neighborhood setting. The City acquired 3 acres as part of the subdivision of the property to the west of Kadler Avenue. This park land has been improved to provide community access to the Mississippi River at a location described by the Minnesota Department of Natural Resources as a world-class bass fishing area. Because this is the first time EAB has been identified in Wright County, the MDA is enacting an emergency quarantine to limit the movement of firewood and ash material out of the county. This will reduce the risk of further spreading the tree-killing insect. A total of 17 Minnesota counties are now under a full or partial quarantine to prevent the spread of this highly destructive tree pest. “We are not surprised to find EAB in this area along I-94, since it’s a high traffic area for truckers and travelers alike. We can be certain that emerald ash borer was brought into Wright County by someone moving infested ash,” said Kimberly Thielen Cremers, MDA Pest Mitigation and Regulatory Response Manager. “The only way to protect Minnesota’s ash trees is to stop moving firewood and other ash products around the state.” THERE ARE THREE EASY STEPS MINNESOTANS CAN TAKE TO KEEP EAB FROM SPREADING: 1. Don’t transport firewood. Buy firewood locally from approved vendors, and burn it where you buy it; 2. Be aware of the quarantine restrictions. If you live in a quarantined county, be aware of the restrictions on movement of products such as ash trees, wood chips, and firewood; and, 3. Watch your ash trees for infestation. If you think your ash tree is infested, go to www.mda.state.mn.us/eab and use the “Do I Have Emerald Ash Borer?” guide. Suspect infestations can be reported to MDA’s Arrest the Pest line at 1-888-545-6684 or arrest.the.pest@state.mn.us. Emerald ash borer larvae kill ash trees by tunneling under the bark and feeding on the part of the tree that moves nutrients up and down the trunk. The invasive insect was first discovered in Minnesota in 2009 and is now found in 35 states. Minnesota is highly susceptible to the destruction caused by EAB. The state has approximately one billion ash trees, the most of any state in the nation. Most notably, the road improvements will be taking place on major Wright County highways. The first of two major projects will take place on County Highway 39. Throughout the past year, the City and Wright County have been studying improvements to this corridor including multiple open house meetings. The improvements will bring expansion from two to four lanes; roundabout intersections; pedestrian trails and landscaping improvements. The second project will take place on County Highways 38 and 19 in the southwestern portion of the City. This project is in cooperation with the City, Wright County and the City of Albertville. The improvements will include capacity expansions; roundabout intersections; pedestrian trails and landscaping improvements. These projects are expected to include road closures with respective detours. The projects are expected to begin as soon as weather allows, likely in late spring. The City is working closely with Wright County on finalizing detour maps and construction schedules.
