ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No Yes — To be held April 12, 2021 BACKGROUND/JUSTIFICATION: The streets within Heritage Hills are paved. The existing roadway consists of 3 %' of bituminous surface approximately 34' feet wide with bituminous curb. The pavement is 24 years old and is experiencing extensive block and thermal cracking as well as surface raveling due to its age. The existing street surface in Heritage Hills has a PCI (Pavement Condition Index) Rating of 42, well below the average in the City of Otsego. Typically, pavements with PCI Ratings of 50 or less are in their final stages of useful life and will need to be reconstructed or overlaid in the very near future. City Council authorized the preparation of a Feasibility Study to determine what needs to be completed to remedy the issues, determine a cost estimate, and allocate costs. An Improvement Hearing to present the study to residents will need to be held at a City Council meeting (April 12) to continue forward with the project with the potential for assessments in accordance with MN State Statute 429. A Resolution accepting Feasibility Report and setting a date for a Public Hearing is attached. The total estimated project cost is $681,276 and is proposed to be funded using approximately 5% assessments and 95% City funds. The CIP budget estimate for this project was $715,582. INTRODUCTION The purpose of this Feasibility Report is to present the City of Otsego with a preliminary examination of municipal street improvements for streets within the Heritage Hills subdivision in Otsego, Minnesota. The report has been prepared in compliance with Minnesota State Statutes 429 for projects resulting in special assessments. Heritage Hills was constructed in 1997, The conditions of the streets within Heritage Hills have deteriorated to a point that a full depth reclaim and reconstructing with new concrete curb and gutter is recommended. The existing streets were constructed with a bituminous curb and storm sewer. The Heritage Hill streets have been included on the Street Renewal plan and included in the Capital Improvement Plans (CIP) for several years. Due to this, the City Council authorized a Feasibility Report be completed to determine costs and potential sources of funding. 0 Legend NO RATING 33-40 41-50 51-60 61-70 71 - 80 PCI RATING MAP - 2020 81 -83 84 - 87 -88-91 92-95 �96-100 The original streets in Heritage Hills were constructed with 31/2" of bituminous over 10" of class 5 gravel with bituminous curb and approximately 34' feet wide. Seal coats were applied in 2004 and 2010. The original pavement is 24 years old now. Normally an overlay would be recommended at this time but the streets are experiencing extensive block and thermal cracking as well as some surface raveling and the edges are experiencing alligator cracking indicating there are structural issues. We suspect some of these issues are due to poor drainage of the surface water. The existing flat profile in some areas and the bituminous curb not conveying runoff well appears to have accelerated the deteriorating pavement conditions. Therefore, it is recommended to reconstruct the streets at this time instead of just an overlay. I1. PROPOSED PROJECT The proposed street improvement project consists of improving streets within Heritage Hills, specifically Ochoa Court NE, O'Brian Avenue NE, and Ochoa Avenue NE. Proposed improvement work includes full depth reclaim; evaluating existing center line culverts and storm sewer and replacing as needed; shaping and compaction of the reclaimed material; installing concrete surmountable curb and gutter; placement of 3 1/2 of bituminous in two lifts; and restoring with a topsoil, seeding, and hydro -mulching. The proposed street typical section would be in general conformance with the pre-2003 City Street Standards (standard plate 101). In general, the street will be raised approximately 4 inches. Existing bituminous driveways will be milled approximately 10' back from the edge of the road and matched into the new road elevation. The street profile will be adjusted as necessary so that there is positive drainage from the driveways to the street. Were necessary concrete driveways will be saw cut at a joint and replaced to match the new bituminous elevation. Center line culverts will be inspected and replaced if they are in poor condition or are corrugated metal pipes. There are no ditches or driveway culverts associated with this project. III. INITIATION The feasibility report was initiated by the City Council due to the PCI ratings in accordance with the city's policy regarding streets renewal program. IV. FEASIBILITY From an engineering standpoint, the project is feasible, and the value of existing housing is positively benefited by accessing a bituminous paved street in good condition. It can be accomplished as proposed, and need not be constructed in conjunction with any other project. The City and the persons assessed should review the project for benefit to determine the economic feasibility of the proposed improvements. V. RIGHT-OF-WAY / EASEMENTS The existing streets and proposed street improvements are located within the existing 60 foot wide right-of-way. VI. PERMITS No permits would be required to accomplish the work. VII. COMPLETION This project is proposed to be completed during the 2021 construction season. VIII. The latest assessment policy for street reconstructs such as this project is to assess at 20% of the project cost, but not to exceed $1,000 per lot or benefiting property. 20% of project cost would set the assessment at $3,693 per benefitting property, therefore, assessments were capped at $1,000 per benefitting property. and, WHEREAS, the report provides information regarding whether the proposed improvement is necessary, cost-effective, and feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvement as recommended; and a description of the methodology used to calculate individual assessments for affected parcels. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA: 1. The City Council will consider the improvement of such streets in accordance with the report and the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 with the estimated total cost of the improvement being $681,276. 2. A Public Hearing shall be held on such proposed improvements on the 1nth day of April, 2021 in the City Council chambers (8899 Nashua Avenue NE) at 7:00 p.m. and the City Clerk shall give mailed and published notice of such hearing and improvement as required by law. 1 ADOPTED by the Otsego City Council this 22nd day of March, 2021.
