Call to Order.
Vice Chair Thompson called the meeting to order at 7:16 PM.
Roll call: Vice chair David Thompson; commissioners: Richard Nichols and Brian
Gerten. commissioner Jim Kolles arrived at 7:15. Absent: chair Pam Black;
Commissioners: Aaron Stritesky and Tammie Fallon. city council: CM Vern Heidner,
Staff: Daniel Licht, City Planner; and Sandy Lindenfelser, Special Licensing.
1. consider the following minutes:
1.1 July 15, 2013 Planning commission Meeting
Commissioner Nichols motioned to approve as written. Seconded by
Commissioner Kolles. All in favor, Motion carried.
1.2 November 18 2013 Worksession.
Commissioner Nichols motioned to approve as written. Seconded by
Commissioner Kolles All in favor. Motion carried
2. Public Hearing items:
2.1 Zimmer Farms NW:
A. PreliminaryPlat.
B. PUD -CUP
City Planner Licht presented the Planning Report. Applicant Mike Suel was present and
agreed with the City staff report.
Special Licensing Lindenfelser attested that all the proper noticing, posting and
publishing has been completed.
Vice Chair Thompson opened the Public Hearing at 7:32 PM. There were no comments
from the public.
Vice Chair Thompson asked about the sidewalk location. City Planner Licht assured that
they were within the public right-of-way.
Commissioner Gerten asked about the 60 foot lot width with 7 foot setbacks on each
side and if there is a setback if for a fence. City Planner Licht said that a fence is
allowed to be placed on the property line. Commissioner Gerten asked the applicant
what type of homes will be built. Mr. Suel said that the homes will all be two-story
homes.
Commissioner Nichols asked how many homes will be built nem year. Mr. Suel said
they plan to build 25-30 homes over the nem three years and if all goes well, they may
all be built in 2014. Commissioner Gerten asked if there was a presale requirement to
which City Planner Licht stated that there is not.
Andrew Jacobson 12120 67t" Street NE, Otsego asked if there was a specific
construction hours in the City. City Planner Licht said construction hours are allowed
7:00 AM to 10:00 PM Monday through Saturday and 8:00 AM to 10:00 PM on Sunday.
Vice Chair Thompson closed the Public Hearing at 7:45 PM.
Commissioner Nichols motioned to recommend City council approval of
Zimmer mer Farms NDN Preliminary Plat subject to the io conditions listed in the
Planning Report, ort. Seconded by Commissioner Gerten All in favor. Motion
approved.

CM Heidner updated the commissioners on city council actions.
4 Update on future Planning Commission Aaenda items.
City Planner Licht said the nem meeting will be December 16, 2013.

Commissioner Nichols motioned to adjourn. Seconded by commissioner
