Call to Order.
Mayor Jessica Stockamp called the meeting to order at 5:30 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Jeff Dahl, Brittany Moores, and Tina
Goede. City Staff: City Administrator/Finance Director Adam Flaherty; Parks and Recreation
Director Ross Demant; City Planner Daniel Licht; City Engineer Ron Wagner; and City Clerk
Audra Etzel. Councilmember Tom Darkenwald arrived at 5:55 PM.
This meeting is preceding under MN State Statute 13D.021 allowing members to appear by
telephone or video conference due to the ongoing health pandemic and state of emergency.
Those indicated with a (*) attended via video conference.
1. Review Guiding Principles — Public Works & City Hall Study.
City Administrator/Finance Director Flaherty reviewed the five Guiding Principles from the core
planning group working with Wold. Core planning group is meeting again this week to account
for work stations and needs. On April 12th a summary identifying needs will be available for
City Council review. Plans to include growth for the next 20 years.
2. Fire Services.
City Administrator/Finance Director Flaherty reviewed the fire study. Staff would like direction
on the next steps to proceed with the project.
Three future potential sites have been proposed based on the fire study.
• 75th and Odean property has been purchased, will be the first site
• 85th and Park near Target has been purchased
• CSAH 19 and 80th (general area) — need to purchase land in the area
CM Darkenwald arrived at 5:55 PM.
The City Council discussed their vision for fire services within the City and their preferred
timeline to take the next steps. The City Council concurred that as soon as possible is the
preference. City staff noted this realistically could take a number of years.
There was discussion on next steps. City staff suggested considering an implementation study.
The City Council wants a professional to lead this process as City staff is not qualified to do so.
The City Council asked if grants were available for this type of study. City Administrator/Finance
Director Flaherty to contact the State Fire Marshal's Office to learn about grant availability.
Staff was directed to research and see if there is a person or firm available to provide the
Council with guidance on how to move forward with developing the fire stations.
City Administrator/Finance Director Flaherty will reach out to the State Fire Marshall's office for
guidance to move forward.

CM Darkenwald motioned to adjourn at 6:46 PM, seconded by CM Goede.
Roll Call: In favor; Goede, Stockamp, Darkenwald, Moores and Dahl. Against: none.
Motion carried 5-0.
