1. Create phased solutions that anticipate the needs for the next
twenty years, but are adaptable and allow flexibility in future
programming. Solutions should also embody the overall vision for the
City Campus.
2. Provide safe and effective spaces that protect both city staff and
property but still creates an open and engaging climate to serve
the public.
3. Organize departments and workspaces in a logical manner to
encourage flexibility, efficiency, and collaboration.
4. Integrate technology and sustainability practices that enhance
workflows and building functionality.
5. Develop solutions that foster Otsego’s identity and promote
professionalism and continual development.
Guiding Principles

•Plan for a combined total of 22 FTEs.
•Service areas lack public waiting space, security, and sufficient counter
space.
•Working environment in Building Safety could be improved with better
space delineation.
•Critical to maintain a large multi-purpose space with smaller conference
rooms for meetings, plan reviews, and drop-in workstations.
•Upper level is not utilized to its maximum potential – department
adjacencies and technology limitations.
•Ideal to have council chambers or a dedicated council space.
•Need to identify potential spaces for contracted and/or future in-house
departments (Planning, Engineering, Building Safety, Assessor, IT).
•Storage areas could be more efficiently utilized and should include
elections equipment needs.

•Plan for 18 FTEs with the addition of seasonal staff.
•Office functions are heavily dependent on the City Hall presence in the
building.
•Staff support spaces (locker rooms, break room) need to be upsized to
accommodate future growth. No designated staff/crew room currently.
•Parts and tool storage are at capacity.
•Maintenance bays require modifications to accommodate future equipment
(future Fire developments) – larger bay for fire vehicles, scissor lift, crane
extension, etc.
•Wash bay is inefficient with current holding tanks. Future space should also
consider brine blending machinery and tanks.
•Vehicle and equipment storage are at capacity.
•Campus security should be addressed: cameras, secure gates, loops.
•Misc. building/site improvements: water supply, fuel island, parking.

•Plan for 13 FTEs with about double the amount of seasonal staff.
•Important to maintain parks & recreation offices in same location.
•A multi-purpose crew room will be needed to accommodate future
department growth and seasonal employees (break, workstations, etc.)
•A gymnasium-like space and classroom space would improve programming
opportunities for recreation. It is key to maintain flexibility in these spaces.
•Storage in multiple locations. Potential need to consolidate to one site.
•Current equipment and workshop space is inadequate. Prefer to have
designated zones for equipment storage (including accessible shelving) and
a workshop space (including woodworking).
•Prairie Center currently serves as a multi-use rentable space. Need to
consider future programming with potential community center
developments.
•Security upgrades include consolidation of monitoring system and
installation of card readers throughout.

Install secure fencing and gates at southern portion of site to
protect city-owned assets.
Remove and replace rusting hollow metal door frames in
precast.
Tuckpoint mortar joints and install control joints throughout
glazed block to repair areas of cracking.
Replace roof system in the next 10 years and install new
flashing around existing skylights in vehicle storage.
Repair and patch areas of exposed rebar in vehicle storage
garage. Provide salt-inhibiting sealer at concrete slab in vehicle
storage and maintenance bays.
Repolish and seal concrete slab in locker rooms.
Replace existing vinyl base and carpet in main level office area.

Minor casework adjustments in break room and upper level
work area sinks to comply with accessibility requirements.
Rework wash bay drainage system to improve efficiency, i.e.
install water recycling system or upsize holding tanks.
Install dedicated split system for the data room rated to
accommodate cooler temperatures.
Install BAS to improve temperature control and monitoring
capabilities.
Mechanical equipment nearing end of life (ASHRAE), including
RTUs and make up air units.
Expansion capabilities of existing system will be evaluated based
on proposed future work.

Install replacement lighting relay control panel as existing
equipment is nearing the end of its useful life.
Upgrade exterior lighting to LED fixtures.
Existing fire alarm system has been discontinued. Replacement
to a new model is recommended.
Building power capacity is able to accommodate future
expansion. Expansion capabilities will continue to be evaluated
based on proposed future work.

Modify roof drainage to avoid slip hazards in winter conditions.
Minor repairs to lintel and exterior hollow metal door due to
rusting.
Replacement of windows, skylights, and doors.
Provide an accessible ramp to access the council dais.
Modify kitchen to meet accessibility requirements – lower the
service counter, replace casework to comply with turning
radiuses, ADA appliances, etc.
Install and wire heat tape to roof drains to mitigate freezing.
Potential need to install fire protection system based on future
work.

Electrical equipment is nearing the end of its recommended life
and replacement is recommended – disconnect switch,
panelboards, ATS, generator.
Upgrade exterior lighting to LED fixtures.
Existing fire alarm system has been discontinued. Replacement
to a new model is recommended.
Consolidation of security systems to one overall system.
