BACKGROUND/JUSTIFICATION:
Parks & Recreation Operations Coordinator
The City's Personnel Policy (Section 24) outlines procedures for reviewing position scoring within the
Systematic Analysis and Factor Evaluation (SAFE) System. This review was initiated by the employee and
was reviewed by the supervisor and City Administrator/Finance Director. A position analysis questionnaire
and the revised job description were provided to BakerTilly for scoring within the SAFE System.
BakerTilly has completed their review and recommends a position score of 200.5 points. For comparison
the current position score is 195 points. The change in points results in the position moving from Grade 6
to Grade 7 within the City's Pay Plan.
City staff is recommending this change be made effective as of February 10, 2021, which is the date of
review from BakerTilly which will result in a retroactive wage payment. The employee will be placed at the
step within Pay Grade 7 closest to their current wage, not at their current step within Pay Grade 6.
Utility Operator — Class B
The City's Utility Department operations continue to increase in complexity and scope as the City continues
to grow. In order to ensure operations, meet regulatory requirements, it is imperative that the City have
Utility Operators with appropriate licensure. The City currently has two employees that meet experience
requirements to sit for the State certification test for the Class B Wastewater License through MPCA.
In accordance with the City's job evaluation system (SAFE), the Utility Operator— Class B position has been
reviewed and scored by BakerTilly. The scoring recommendation was for 245 points, which falls within Pay
Grade 8. For comparison, the Class C and Class D licensures fall within Pay Grades 7 and 6, respectively.
Process
In accordance with the City's Personnel Policy (Section 2-1.3-G); if a position's point value changes because
of a review, a revised position description must be approved by the City Council reflecting the new pay
grade in order for it to become effective.

Position: Parks and Recreation Operations Coordinator

DESCRIPTION OF WORK
General Statement of Duties: Perform skilled equipment operation and parks maintenance
work; provide operational support in the areas of programming, special events, and park
administration.
Immediate Supervisor: Parks and Recreation Director
Supervises: None
Provides Work Direction to: Seasonal Staff
MAJOR JOB FUNCTIONS
1. Park Maintenance:
a. Maintain playground facilities and equipment, including inspection,
maintenance, and repairs
b. Install, maintain, and repair irrigation systems
c. Establish new turf areas by applying seed and/or laying sod
d. Install trees, shrubs, and mulch
e Identify noxious weeds apply fertilizer and weed control to parks. trails,
and other public areas
f Identify potentially hazardous situations in City owned public areas
g Trim and chip limb trees and other debris
h Maintain accurate records of maintenance and repairs

2. Equipment Operation and Maintenance:
a. Operate heavy and light equipment to perform a variety of park
maintenance related duties
b. Perform preventative maintenance and light repair of park equipment
3. Operational Support
a. Participate in the development and implementation of recreation programs
that emphasize safety, fun, and skills of the program or sport
b. Contribute ideas and suggestions for programs
c. Assist with marketing via social media as directed by the Parks and
Recreation Director
d. Coordinate training for seasonal park staff
e. Assist the Director of Parks and Recreation with contract administration, and
grant writing
f. Participate in community engagement, and community educational programs
4. Other Duties and Responsibilities
a. Remove snow from city streets, municipal parking lots and trails
b. Perform miscellaneous maintenance, construction, and repair work on City
buildings and properties
c. Provides strong communication, teamwork and works closely with other
departments for the betterment of the City

General Statement of Duties: Under direction of the Utility Manager and/or Foreperson is
responsible for operating and maintaining wastewater and water facilities, collection and
distribution systems. Weekend rotation and on call rotation are required.

MAJOR JOB FUNCTIONS
1. Water System:
a. Monitor, operate and maintain water treatment facilities
b. Monitor, operate and maintain water distribution equipment and
components
c. Follow federal, state and Local requirements, licenses, guidelines, and

d. Conduct water quality sampling and testing to meet drinking water
standards
e. Documents, completes and communicates regulatory reports
2. Wastewater System:
a. Monitor, operate and maintain wastewater treatment facilities
b. Monitor, operate and maintain wastewater collection system equipment and
components
c. Follow federal, state and local requirements, licenses, guidelines and policies
d. Conducts process testing to ensure efficient function of process
e. Documents, completes and communicates regulatory reports

• Knowledge of biosolids application requirements and methods
• Knowledge of and experience in City operations, ordinances, and practices related to
water and wastewater applications
• Experience in use of heavy equipment such as lift truck, jet -vac, and generators
• Knowledge of SCADA, Microsoft Office (Excel, Word, and PowerPoint) and standard
computer systems and programs used in operation of water and wastewater
facilities
• Experience and applied knowledge in laboratory tests, testing methods and
techniques, testing requirements, and interpretation of test results
• Experience analyzing problems, identifying solutions, and implementing solution
successfully
• Ability to communicate clearly, professionally, effectively, and precisely both
verbally and in writing

PREFERRED QUALIFICATIONS
1. Associates degree in water and environmental technologies or a Bachelor's degree
in biology, chemistry, or environmental services
2. Class B Wastewater License.
5. Class C Water License.
3. Type IV Biosolids License
4. Experience working for a growing city
