City staff have compiled the engineering estimates for the 2021 trail construction (70th Street: CSAH 19 to Is a social community with diverse housing, service options, and employment opportunities. No No BACKGROUND/JUSTI FICATION: City staff have compiled the engineering estimates for the 2021 trail construction (70th Street: CSAH 19 to Kalland Avenue), reconstruction (Page Avenue from 85th Street to 78th Street) and overlay (Odean Avenue from 85th Street to south of 75th Street) projects. The Page Avenue trail which was constructed in 2003 and has trail rating of 63 out of 100. It is being recommended to be reconstructed due to issues that appear to be contributed to the subgrade of the trail. The Odean Avenue trail was constructed in 2010 and has the second lowest rating of 70. Staff is recommending that an overlay be put down due to the current condition of the trail being conducive to an overlay. This overlay has the potential to extend the life of the trail for another 10+ years. For reference, an overlay was completed in 2011 on a portion of the Otsego Prairie Park trail. Currently, that trail has an overall rating of 90. The overlayed portion of the OPP trail was constructed in 1992. The 70th Street trail will be a newly constructed segment of trail from CSAH 19 to Kalland Avenue. There are currently no pedestrian trails along 70th Street west of CSAH 19. With this additional trail segment, residents from the Kittredge neighborhoods will have access to the rest of the trail system in Otsego, including providing additional access to Kittredge Park.
