02-11-13 EDAEDA MEETING FEBUARY 11, 2013 *7 :00 PM Call to Order: President Stockamp called the EDA meeting to order at 8:13 PM. Roll Call President Jessica Stockamp; Commissioners: Vern Heidner, Doug Schroeder Tom Darkenwald and Jason Warehime. Staff: Lori Johnson, City Administrator; Daniel Licht, City Planner; Andy MacArthur, City Attorney and Tami Loff, City Clerk. 1. Consider approval of the following minutes 1.1 January 14, 2013 EDA minutes Commissioner Darkenwald motioned to approve as written. Seconded by Commissioner Schroeder. All in favor. Motion carried. 2. Review Family Speech and Therapy assistance request City Administrator Johnson reviewed the request. City Administrator Johnson said the EDA Finance Committee reviewed the request and recommends to the EDA $25,000 tax abatement and $25,000 economic development loan. Commissioner Darkenwald said he is comfortable with the improvement that would be made and it would be paid back in a short time. Commissioner Warehime said it is his understanding that tax abatement is to get a business that might not other than the assistance into your city. He feels this is being done out of order what is to say a current business would not ask for the same thing. City Administrator Johnson said you are correct because of the circumstances this is done out of order. Commissioner Heidner said this seems more complicated than it should be; why not just give the tax abatement not the loan. City Administrator Johnson said it is a cash flow issue; the applicant needs now to finish the remaining exterior and parking lot. If not approved the applicant may not be able to make those improvements. Commissioner Heidner said the EDA has not adopted the Business Subsidy Policy or Tax Abatement Policy. City Administrator Johnson said she will bring it back for approval. CM Heidner asked for the information ahead of time for review. Commissioner Warehime asked what if we don't give the full amount. City Administrator Johnson said the EDA can recommend a loan only. CM Warehime said that way we are sticking to our policies but still being supportive. Commissioner Heidner said he would like the same forms and information that was presented to the EDA Finance Committee. President Stockamp agreed; she said she feels uncomfortable going ahead with enough information. Commissioner Schroeder agreed. The EDA requested to have a recommendation to call a Public Hearing to consider tax abatement for Family Speech and Therapy on the February 25, 2013 City Council agenda. Commissioner Schroeder motioned to call an EDA Workshop on March 18, 2013 at 7:30 PM at City Hall. Seconded by Commissioner Warehime. All in favor. Motion carried. EDA recommended the Finance Committee review the request again. 5. Adjourn Commissioner Warehime motioned to adjourn. Seconded by Commissioner Darkenwald. All in favor. Motion carried.
