Otsego Creek - The only issue discussed for Otsego Creek was
the report of a foul odor where the Creek outlet crossed 701h
Street. City Engineer Nafstad reported he had investigated
at Otsego's request and confirmed that there was a very bad
odor. The consensus of both City Engineers was that the lake
had gone septic and was turning over. City Engineer Wagner
said he would contact the DNR and seek their opinion on the
issue. Administrator Robertson said he would contact the
resident who called him when they had more information.
I-94/CSAH 19 Road Improvements - Administrator Kruse updated
everyone on Albertville's plans. They are considering
combining the I-94 frontage road construction and the CSAH 19
improvements into one bid. They are finalizing plans and are
condemning the final piece of land needed for the
improvements. They should have the final CSAH 19 plans and
cost estimates finished within a month. They anticipate they
will need about 7,000 square feet of right-of-way in Otsego
for CSAH 19. They had intended to bid in the spring but will
probably bid later.
In terms of funding they have received pledges of $5.44
million from the State. They are planning to assess
approximately $3,500,000-$4,000,000. They are approximately
$6,500,000 short in funds, $4,000,000 on I-94 and $2,500,000
on CSAH 19. They are looking for financial assistance from
Otsego.
After discussion Councilmember Heidner wondered if it was too
late to go back to the original plan of moving two ramps from
the I-94/CSAH 37 intersection to the I-94/CSAH 19
intersection. He said that now that 70th Street was paved his
concerns about changes to the I-94/CSAH 37 intersection had
been minimized. City Administrator Kruse said that it was
too late for changes and that this was the plan that the
state had approved. He also noted that the Federal Highway
department liked the plan because it would remove two ramps
from the freeway, while the original plan just moved them.
Everyone agreed to meet again at a workshop on Thursday,
March 25 at 7:00 p.m. to discuss the issue further. Staff
agreed to review the plans on March 11 at 10:00 a.m.
With no further business the meeting adjourned at 8:16 p.m.
