09-11-13 PR ITEM 3_1 OTSEGO PARKS AND RECREATION OTSEGO PRAIRIE CENTER September 11 2013 7:00 PM Call to Order. Chair Torresani called the meeting to order at 7:00 PM. Roll Call: Chair Peter Torresani; Commissioners: Charles VonBerg, Angie Dehn, Doug Cassady, Mike Brumm, Susan Krekelberg and Brian Fahey. City Council: Mayor Jessica Stockamp and CM Doug Schroeder. Staff: Ross Demant, Parks and Recreation Manager, Pat Launderville, Parks and Recreation Lead and Sandy Lindenfelser, Special Licensing. 1. Open Forum. No Items 2. Consider agenda approval. Commissioner Krekelberg motioned to approve as written. Seconded by Commissioner VonBerg. All in favor. Motion carried. 3. Consider the following minutes. 3.1 August 14, 2013 Regular Meeting Minutes. Commissioner Cassady motioned to approve as written. Seconded by Commissioner Dehn. All in favor. Motion carried. 4. Unfinished Business. 4.1 School Knoll Playground. Parks and Recreation Manager Demant presented. Parks and Recreation Manager Demant said that the play structure does not need to be decided on tonight, the Commission just needs to recommend an amount to include in the 2014 CIP. This would give us more time to decide on a style, a color and see what the difference between $15,000 and $20,000 would get us. Chair Torresani said when budgeting, we don't want to go over cost. Mayor Stockamp said the numbers do need to be accurate for the budget. Pat Launderville, Parks and Recreation Lead said the existing play structure located at School Knoll is cracked and splintered, noting that they are phasing out on the wood structures and going with plastic and metal because of longevity and less maintenance. Commissioner Fahey asked what would happen about the splintering and cracking until it is replaced. Mayor Stockamp said the City Council is not going to want to keep spending money to fix this; noting it's the only wood structure we have and replacing it has been pushed back before. Parks and Recreation Manager Demant said we could have a couple manufacturers come in and look at the site to see what would be more beneficial and what would be the best fit. Chair Torresani said we don't want to buy less than we have now. Parks and Recreation Manager Demant said that $20,000 would get us a decent structure and we could choose from many different designs and manufacturers. The goal is to continue to keep the parks at the same standards as when they were first built but funds need to be set aside to do this, noting a more comprehensive plan and direction is needed to replace the current quality structure that is there. Commissioner Brumm recommends that City Council increase the amount for the replacement of the School Knoll playground structure from $15,000 to $20,000 as part of the 2014 Capital Improvement Plan. Seconded by Commissioner Fahey. All in favor. Motion carried. 4.2. Dog Park Potential Locations. Parks and Recreation Manager Demant presented. Commissioner Cassady said he heard that there is an Eagle Scout looking for a project and wondered if this is something they could do. Chair Torresani asked if the Eagle Scout would be doing any of the work. Councilmember Schroeder said that they are only supposed to supervise and that there are steps to take before something like this is approved by the Scout Council. Parks and Recreation Manager Demant said that the cost for installation for a 100' x 100' fenced in area would be approximately $4,000 and that this is something that could be looked at for the 2015 budget. 5. New Business: No Items 6. Parks and Recreation Manager Update. Parks and Recreation Manager Demant gave an update. Otsego Prairie Festival will be happening this weekend in Prairie Park with approximately 90 venders. Currently there has been over $14,000 raised through sponsorships, including $4,050 in financial contributions and just over $10,000 in in -kind services. Special Olympics volunteering saves approximately $2,000 and Speed Pro donated $1,000 for signs. Pumpkin Patch is scheduled for October 12, 2013 from 11:OOam to 1:OOpm. Parks and Recreation Manager Demant contacted Bob from Bob and Judy's about the purchase of the pumpkins and his staff has contacted USA Inflatables for the jumpie order. Chair Torresani was concerned about the different booths that are allowed at this event stating it is getting to be like a festival. Mayor Stockamp noted that this is a way for word to get out for youth sports in our city. Prairie Center construction has begun. Things seem to be moving along quite quickly and colors for inside have been gone over. Rental fees are being looked at as well. 7. City Council Reports. CM Schroeder gave an update. 8. Adjourn.
