Item 2.1 05-03-21 PC MinutesItem 2.1 OTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER May 3, 2021 7:00 PM Call to Order. Chair Offerman called the meeting to order at 7:00 PM. Roll Call: Chair Alan Offerman; Commissioners: Charles Foster, David Thompson, Vern Heidner, Richard Nichols* and Pam Black*; Absent: Jim Kolles, Aaron Stritesky; Present: City Council: CM Tom Darkenwald*. City Staff: City Planner Daniel Licht and Deputy Clerk Bethany Benting. (*present via teleconference) 1. Announcements: City Planner Licht stated that some Commissioners are participating via teleconference in accordance with Minnesota Statute 13D.015. 2. Consider the following minutes: 2.1 Planning Commission April 19, 2021. Commissioner Thompson motioned to approve the minutes as amended. Seconded by Commissioner Foster. Roll Call: Those for; Offerman, Heidner, Thompson, Black, Foster, Nichols. Those opposed; None. Motion carried. 6-0 3. Public Hearing Items: 3.1 Parrish Meadows- Tamarack: A. Zoning Map amendment rezoning to A-1, Agriculture Rural Service District, R-6, Residential Medium Density District, and R-6, Residential Medium Density District. B. Preliminary plat/PUD-CUP of 93 townhouse dwellings, 2 single family lots and 2 commercial lots. C. Vacation of existing right-of-way and/or drainage and utility easements. City Planner Licht presented the Planning Report. Applicant, Dale Willenbring owner of Tamarack Land – Parrish Meadows, LLC, was present and agreed to the staff report. Chair Offerman opened the Public Hearing at 7:14 PM. No Public comments were made. Minutes of the Otsego Planning Commission May 3, 2021 Page 2 Chair Offerman closed the Public Hearing at 7:16 PM. CM Darkenwald wanted clarification if on page 2 under zoning should read B-3 District. City Planner Licht said yes B-3 District is correct Commissioner Heidner asked about the storm pond drains having an outflow to a system that goes down to the Mississippi river. The developers’ engineer, Marty Campion of Campion Engineering commented the ponds outlet to the east into Lefebvre Creek to the south. Commissioner Foster commented about the garage size and potential buyers noting that there are three bedrooms and three bathrooms in the units, but the garage size seems small. Paul Tabone, Lennar Corporation, explained they build for a range of household sizes and the options for homeowners. Mr. Willenbring added it seems that people are liking the office space and extra bathroom for resale value. Commissioner Thompson noted he can support the rezoning, but not the design of the townhouses because of the garage space as well as the two lots that do not meet the minimum area and width requirements for the single-family homes. City Planner Licht explained why City staff supports the two single family lots being the same approximate area and width versus one being larger than the other. Commissioner Heidner noted on the garage area is it really an issue for the individual buyer and noted at least with a 30-foot setback for the driveway, a vehicle can be parked there too. Commissioner Thompson motion to recommend approval of a Zoning Map amendment rezoning the residential portion of the subject site to R-6 District, the commercial lots to B-3 District, and remaining farmstead parcel A-1 District based on a finding that the request is consistent with the criteria outlined in Section 11-3-2.F of the Zoning Ordinance. Seconded by Commissioner Heidner. Roll Call: Those for; Offerman, Heidner, Thompson, Black, Foster, Nichols. Those opposed; None. Motion carried. 6-0 Commissioner Heidner motion to recommend City Council approval of the Parrish Meadows PUD-CUP /preliminary plat for Tamarack Land - Parrish Meadows, LLC subject to the following conditions as stated in the report. Seconded by Commissioner Nichols. Roll Call: Those for; Offerman, Heidner, Black, Foster, Nichols. Those opposed; Thompson. CM Darkenwald updated the Planning Commission on recent City Council actions. 4.2 Updates on future Planning Commission items. City Planner Licht updated the commissioners on possible future agenda items. 5. Adjourn. Commissioner Thompson motioned to adjourn. Seconded by Commissioner Foster. Roll Call: Those for; Offerman, Heidner, Thompson, Black, Foster, Nichols. Those opposed; None.
