03-22-10 CCITEM 3-1 OTSEGO CITY COUNCIL MEETING OTSEGO CITY HALL MARCH 22, 2010 7:00 PM 1. Mayor Jessica Stockamp will call the meeting to order. Mayor Stockamp called the meeting to order at 7 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner and Tom Darkenwald. CM Dan Scharber absent. Staff: Mike Robertson, City Administrator; Tami Loff, City Clerk; Gary Groen, Finance Director; Daniel Licht, City Planner; Ron Wagner, City Engineer and Andy MacArthur, City Attorney. Pledge of Allegiance: Mayor Stockamp led in the pledge of Allegiance. 2. Consider agenda approval. Mayor Stockamp requested to add item 11.1 City Council vacation calendar. CM Heidner motioned to approve as amended. Seconded by CM Darkenwald. All in favor. Motion carried. 3. Consider the following minutes. 3.1. March 8, 2010 City Council Meeting. CM Darkenwald motioned to approve as written. Seconded by CM Heidner. All in favor. Motion carried. 3.2. February 25, 2010 Council Workshop. CM Heidner motioned to approve as written. Seconded by Mayor Stockamp. All in favor. Motion carried. CM Heidner requested to amend the agenda to add item 11.2. Meeting with Albertville. 4. Open Forum: (5 minute limit) Ben Cyr, 16285 53rd St, is asking the City Council to remove his property from the no discharge map. He owns 11 acres on the south side of County Road 36. City Council directed Staff to review and bring back to the Council. Heather Eidem, New River Medical Center, updated the City Council on upcoming events and that the 2009 annual report was just mailed out. CM Darkenwald asked about the upgraded EMS Dispatch center, how that benefits Otsego. Ms. Eidem said it is more like a GPS system for them to arrive to destination faster. CM Heidner asked where the ambulance covers in Otsego. Ms. Eidem said she will follow up with that. Blair & Megan Huggins, 7963 Lander Ave, their daughter was diagnosed with Leber's Congenital Amaurosis (LCA) which is a rare blinding disease. Katie Shultis, 12452 43rd St. Michael, they would like to hold a 5K Walk/Run beginning and ending in Otsego Prairie Park in association with Foundation for Retinal Research. This would be held on August 21st, 2010 from 7 am to 2 pm. They are estimating 200-300 people the first year. Mayor Stockamp said to set up staff meeting on a Thursday to review. CM Heidner said staff should mark the date reserved for the Prairie Park Pavilion in Prairie Park and Ms. Huggins will get an application in as soon as possible. City Council Meeting March 22, 2010. Page 2. Ben Ames, Otsego Rod and Custom, asking the City Council for a financial donation to their club to promote the show at the Otsego Festival. Last year the Otsego Festival Committee donated to them $400 and they are not able to this year because of finances. Mr. Ames said they had 130 cars last year, their goal is to double that amount. Mayor Stockamp will be abstaining. CM Heidner directed the meeting. CM Darkenwald asked if the council can vote on this with only two members. City Attorney said yes there is a quorum. CM Heidner said in the past years the money to the car club went through the Otsego Festival Committee, he wondered if the city needs to adjust the amount. CM Heidner suggests looking into how this is done for the future. CM Darkenwald motioned to donate $400 to Otsego Rod and Custom. Seconded by CM Heidner. Motion carried 2-0. Mayor Stockamp abstained. 5. Consent Agenda. (Non -controversial items). 5.1. Approve Claims List. 5.2. Approve Superior Lawn Contract 5.3. Received February 11, 2010 Otsego Historic Preservation Commission Minutes 5.4. Received February 10, 2010 Parks & Rec Commission Minutes CM Heidner motioned to approve. Seconded by CM Darkenwald. All in favor. Motion carried. 6. Unfinished Business. None. 7. Public Works. 7.1. SCADA Proposal and People Service Amendment Kurt Neidermeier, PeopleService, reviewed proposal which includes SCADA monitoring to liftstations 4, 6 and 7. This was brought to the Public Works Subcommittee and they recommended approval. CM Heidner said this will work in conjunction with the extra hours using the jetvac. CM Darkenwald asked does the cost justify the service. CM Heidner said the payback will be about seven years. CM Darkenwald asked what fund this will come out of. Finance Director Groen said Sewer Operating Fund. CM Heidner motioned to approve the agreement with AE2S not to exceed $57,289. Seconded by Mayor Stockamp. All in favor. Motion carried. CM Heidner motioned to approve the amendment with PeopleService increasing the monthly payment to $44,820. Seconded by CM Darkenwald. All in favor. Motion carried. 8. Daniel Licht, City Planner. 8.1. Approve Quotes for Frankfort Park play equipment City Planner Licht presented the planners report. Mayor Stockamp asked under the pre-k structure is there a climbing element. City Planner Licht said yes. CM Darkenwald asked on the life span. City Planner Licht said 20 years. Mayor Stockamp motioned to approve play equipment for Frankfort Park not to exceed $78,868.98. Seconded by CM Heidner. All in favor. Motion carried. City Council Meeting March 22, 2010. Page 3. Mayor Stockamp asked staff to send out the report to the Parks and Rec Commission so they can see the equipment approved. 9. Ron Wagner City Engineer. 9.1. Discussion of North Otsego Creek. City Engineer Wagner presented pictures of Otsego Creek. The creek needs to be cleaned out. Public Works cleaned from the river to section 30 wetland four years ago. Public Works Supervisor Brad Belair said he would talk to the property owners. City Engineer Wagner said a survey would cost around $12,000-15,000, they will check the grade and the cross sections. Mayor Stockamp asked last time it was done. City Engineer Wagner said at least 12 years ago. CM Darkenwald approved a survey at a cost of $12,000-$151000. Seconded by CM Darkenwald. All in favor. Motion carried. City Engineer Wagner said Riverpointe has $11,608 in escrow. Lennar is requesting that it be released. City Engineer Wagner recommended approval as all work is finished. CM Heidner motioned to release escrow. Seconded by Mayor Stockamp. All in favor. Motion carried. The City Council set a workshop on Street Assessment Policy on April 19"', at 5:30 PM. City Administrator Robertson will notify CM Scharber. Mayor Stockamp said that County Road 36 is closed again as of Friday. When is the county planning on working on this? City Engineer Wagner said the water will have to go down and dry out first. The water level before it was raised was at the two year flood stage and now it is at the ten year. 10. Andrew MacArthur City Attorney. City Attorney MacArthur said Apello closed today on the Orthopedic Clinic site and should get closing statement tomorrow. 11. Council Items. 11.1. City Council vacation calendar. Mayor Stockamp handed out a calendar for the City Council to fill in their vacation days to make sure there is a quorum for every meeting. 11.2. Meeting with Albertville. City Administrator Robertson said they have not heard anything yet. CM Heidner motioned not to meet with Albertville until they give info to staff. Seconded by CM Darkenwald. All in favor. Motion carried. 12. Mike Robertson City Administrator. 12.1. Review of Job Descriptions. CM Heidner was concerned with different language under supervision as for as admin oversight, general, admin supervision, what is the difference. City Administrator Robertson said will find out. CM Darkenwald said he would like to wait until CM Scharber is back to review. CM Heidner motioned to table until CM Scharber is present. Seconded by CM Darkenwald. All in favor. Motion carried. City Council Meeting March 22, 2010. Page 4. 13. Gary Groen, Finance Director. 13.1. Budget Transfers. Finance Director Groen reviewed year end 2009 transfers. CM Darkenwald motioned to approve. Seconded by Mayor Stockamp. All in favor. Motion carried. 14. Tam! Loff, City Clerk. City Clerk Loff said the State legislature changed the election Primary date to August 10"' and that she will keep the City Council posted on other changes to the election laws once they are finalized. 15. Adjourn by 10 PM. City Administrator Robertson said that Chris Wilson from the Heritage Preservation Commission asked for City Council to consider the applications from two people interested in being on the HPC. City Council directed Staff to look at the status of the current commission members for the upcoming workshop to a special meeting. Mayor Stockamp said resident Doug Schroeder, union representative, has offered to donate labor for Frankfort Park. They will set and pour concrete. Mayor Stockamp said that the Parks and Rec Commission approved. Mr. Schroeder provided list of other communities where they have done work. CM Darkenwald asked if there should be a contract. City Attorney MacArthur said he will have to talk with Mr. Schroeder and make up a waiver form. Mayor Stockamp motioned to approve subject to waiver being signed. Seconded by CM Heidner.
