RECOMMENDATION:
The Public Works Subcommitteerecommends completing emissions upgrade for the West WWTF
Generator to remaining on the interruptible and on-site generator program through Wright Hennepin
Electric 1,II,IHE) at the Nov19th meeting. Staff has reviewed proposals for equipment installation and
testing with recommendation Bergari Solutions complete the project.

The West WTI+ has participated in the interruptible and on-site generator program through Wright
Hennepin Electric (WHE) since 2006. The program provides cost savings for energy use throughout the
year in exchange for gnerator operations during peals S HE energy demads. To remain on the
program, generators operated beyond "emergency Ise" and installed prior to 2006 need to comply ply rit
new EPA emission standards, requiring the installation of equipment to reduce Carbon Monoxide
emissions and monitoring equipment. Additionally, compliance reporting is conducted at a minimum of
annually and equipment retesting three to fire years dependent on the hours of non -emergency use.
Savings associated with remaining on the program historically have exceeded $30,000 per year due to
the following rate structure:

Dear Kurt,
Our proposal CPI 2013-02 details the parts and services that would be provided to install and test
the l ICEMES SAP emissions system for your Caterpillar generator set. The general scope of work is
to upfit the existing engine generator with a diesel oxidation catalyst and sllen cer, and the
interconnecting exhaust piping to suit,
Installation consists of removing the existing exhaust system and and replacing that with a new
exhaust s rstem, which includes the catalyst for the emissions reduction. In addition, a monitoring
panel is supplied and installed to measure the inlet exhaust temperature to the catalyst and the
differential pressure across the catalyst. This monitoring is to inform the operator that the
parameters for proper catalyst operation are within the appropriate limits. As an optional feature,
ergri Solutions will provide an alarm flashing light for the operator to visually see if either of these
two monitored parameters have occurred outside of the preset limits. An u charge of $170 would be
the additional price for this option.)
Within approximately two weeks of the completed installation, Bergari will have a third party testing
firm perform the necessary tests for commissioning the system. A final report will be provided after
the testing has been successfully performed. if there are problems encountered with the engine
generator (whether mechanical, electrical or otherwise) and the testing cannot be completed, another
test would be scheduled at a later date once the problems have been resolved: at additional charge.
Our standard terms and conditions are Net 30 day payment in full, Bergarl Solutions, LLC is not
responsible for any incidental and consequential damages; It is the full responsibility of the buyer tht
the emissions system b properly maintained and operated.
The work schedule would be established when a PO is issued for the components and service work.
Typical installation time is 3 to 4 days, weather depending.
The warranter for the silencer and housing is 2 gears from date of installation to be free of defects In
materials and workmanship. The catalyst element is warranted by Aristo, and is detailed as follows:
