Call to Order.
Mayor Stockamp called the meeting to order at 7:03 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Jeff Dahl, Tina Goede, and Brittany Moores. City
Staff: City Administrator/Finance Director Adam Flaherty; Parks and Recreation Director Ross Demant;
City Attorney Dave Kendall (*); City Planner Daniel Licht; Assistant City Engineer Brent Larson; and City
Clerk Audra Etzel. Absent Councilmember Tom Darkenwald.
This meeting is preceding under MN State Statute 13D.021 allowing members to appear by telephone or
video conference due to the ongoing health pandemic and state of emergency. Those indicated with a
(*) attended via video conference.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum.
Mayor Stockamp opened the Open Forum at 7:04 PM.
Special Presentation — Bank of Elk River:
Parks and Recreation Director Ross Demant said the City has been working with the Bank of Elk River
since 2012. They have donated over $40,000 which has been used to build up the Park & Recreation
Program. Today, the Bank of Elk River is presented a donation of $6,000 to the City of Otsego. This
donation will be used towards the 2021 Prairie Festival. The City presented a plaque to the Bank of Elk
River from the City and the Bank of Elk River presented to the City a check for $6,000.
The Bank of Elk River staff thanked the City Council for the opportunity to participate with the City. One
of the core values of the bank is involvement in the community, this is one way they like to show it. It
has been a great honor to work with the Park and Recreation team, it's such a joy to be part of the
growing City. It is fun to be part of the community!
Council thanked the Bank of Elk River for the donation.
Mayor Stockamp closed the Open Forum at 7:10 PM
2. Consider Agenda Approval.
CM Moores motioned to approve the agenda as written, seconded by CM Goede. Roll Call:
Voted in favor; Goede, Stockamp, Moores and Dahl. Voted against; none. Motion carried 4-0.

CM Moores motioned to approve the consent agenda as written, seconded by CM Goede.
Roll Call: Voted in favor; Goede, Stockamp, Moores and Dahl. Voted against; none. Motion
carried 4-0.
4. Planning:
4.1 Parrish Meadows:
A. Presentation by City Planner Licht.
B Consider Ordinance 2021-11 Amending the Zoning Map.
C Consider Approval of Preliminary Plan and PUD -CUP.
City Planner Licht presented the staff report.
Dale Willenbring of 1536 Beachcomber Blvd, Waconia and Tamarack Land Development. Mr. Willenbring
said this is Tamarack's third development in Otsego. The Lefebvre's family has owned this property
since 1884. Mr. Willenbring has enjoyed working with the City of Otsego and is available for questions.
Mayor Stockamp asked if there were any plans for the two commercial lots. Mr. Willenbring said one of
the commercial lots is under a purchase agreement.
Mayor Stockamp asked about the plans for the south end of Parkview Avenue. Planner Licht said they
are preliminary platting that section, it does dead-end without extension through to 85th Street. There
are not any units accessing off of that section, so the City could close it at this point. The City could look
at the need for a temporary cul-de-sac and turn around at that location with the final plat. This is what
they are preliminary platting, they are responsible to extend the street and utilities to the plat line. How
this will be determined is a final plat issue that will look at both planning and engineering as part of the
construction plans.
CM Dahl asked about the garage sizes. Planner Licht noted the garages are functional for medium sized
vehicles. It would require some strategic parking for larger vehicles.
CM Dahl motioned to adopt Ordinance 2021-11 amending the Zoning Map and approve
preliminary plat and PUD -CUP for Parrish Meadows subject to the conditions stated on the
findings of fact and decision as presented, seconded by CM Goede. Roll Call: Voted in favor;
Goede, Stockamp, Moores, and Dahl. Motion carried 4-0.

5. Engineering:
5.1 Heritage Hills:
A. Presentation by City Engineer Wagner.
B Consider Resolution 2021-40 Approving Plans and Specifications and Ordering
Bids.
Assistant City Engineer Larson presented the staff report.
Mayor Stockamp appreciated the Engineers taking time to meet with the residents at the open house,
noting there was a lot of positive feedback.
CM Moores motioned to approve Resolution 2021-40 approving plans and specifications and
ordering advertisement for bids for the 2021 Street Renewal Project — Heritage Hills,
Project No. 21-04, seconded by CM Dahl. Voice Roll Call: Voted in favor; Goede, Stockamp,
Moores, and Dahl. Motion carried 4-0.
6. City Council Reports and Updates.
Mayor Stockamp brought in a sample of the public safety appreciation signs that the Otsego Lions are
selling. Also noted they are pouring the bridge decking at Guardian Angels this week.
7. Staff Reports and Updates.
City Administrator/Finance Director Flaherty said that today the Treasury released guidance on how the
cities can use the American Rescue Plan Act funds. The Local Board of Appeal and Equalization will
reconvene on Wednesday, May 12th at 5:30 PM. Wold and the Core Planning Group are touring other
cities on Tuesday and Thursday this week. Sabrina Hille the new HR/Assistant Administrator starts on
Monday.
Planner Licht — There is a planning commission meeting next Monday.
Assistant Engineer Larson said the water tower foundation will be poured tomorrow, and soon; we will
start to see walls going up.
Wright County Sergeant Jason Oltmanns said he has been encouraging their staff on patrol to increase
visibility in the parks, so don't be alarmed. There have been some issues with park activities so they are
making a presence.
