05-10-21 Special City Council MinutesSPECIAL OTSEGO CITY COUNCIL MEETING MONDAY, MAY 10, 2021 5:30 PM OTSEGO PRAIRIE CENTER Call to Order. Mayor Jessica Stockamp called the meeting to order at 5:33 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Jeff Dahl, Brittany Moores, and Tina Goede. City Staff: City Administrator/Finance Director Adam Flaherty, Parks and Recreation Director Ross Demant, City Planner Daniel Licht; and City Clerk Audra Etzel. Absent Councilmember Tom Darkenwald. This meeting is preceding under MN State Statute 13D.021 allowing members to appear by telephone or video conference due to the ongoing health pandemic and state of emergency. Those indicated with a (*) attended via video conference. 1. Fire Services. Jerry Streich, CEO from Capstone Public Sector Solutions and Retired Fire Chief/Emergency Manager. Has 32 years of experience as a Fire Fighter and now assists municipal clients with public safety consulting. Mr. Streich presented a PowerPoint to the City Council that included an agenda of: - Laws and Requirements - A Look into the Minnesota Fire Service - Overview of the Otsego Public Safety Model - Costs of Current Model - Next Steps Mayor Stockamp stated she and CM Darkenwald were here when the 2018 fire study was completed. Residents are asking when the building will be built. Stockamp noted that the City is looking for guidance and leadership on where to go next with fire services planning. CM Dahl asked about the relationship between law enforcement and fire departments. Mr. Streich said he has never had an issue with law enforcement. CM Moores would like to add questions to the community survey regarding recruitment to see if residents would be interested in helping with or joining a future fire department. CM Goede agreed and that marketing will be a critical piece of the recruitment. CM Moores asked what would be the next steps? Mr. Streich said he will follow up with City Administrator/Finance Director Flaherty and will begin developing an outline for consulting services as well as community survey questions. CM Moores asked about grants or funding opportunities. Mr. Streich said there are requirements to apply for funding; establishing a FDI number would allow the City to apply for funds. Against: none. Motion carried 4-0. Mayor Stockamp motioned to reopen this special meeting at 7:48 PM, seconded by CM Goede. Roll Call: In favor; Goede, Stockamp, Moores and Dahl. Against: none. Motion carried 4-0. 2. Community Survey. City Administrator/Finance Director Flaherty reviewed the process for the upcoming community survey: - City and BakerTilly develop the questionnaire (will require review of multiple drafts). - A number of sample surveys will be conducted. - Surveys will be conducted by the call center (approximately a week). - Survey data compiled by BakerTilly for staff and Council review (multiple weeks). Flaherty led the City Council in a brainstorming exercise to identify topics for inclusion within the community survey. City staff will work with BakerTilly on the first draft of the survey questionnaire and will bring back to a future meeting for Council review. 3. Adjourn.
