B CK ROUNDIJ TIFICATIoN: The City Council discussed at their meeting on 25 November 2013 possible changes to the bylaws for various advisory commissions regarding membership eligibility. The bylaws for each of the City's advisory commission established in Section 3 of the City Code currently require that members be resident property owners. Eligibilityfor all advisory commissions is determined by the City Council and appointments made based on criteria and process at their discretion. The consensus of the City Council at the 25 November 2 13 meeting was that the Heritage Preservation Commission should allow for one person that is a non-resident, non- property owner to serve based on that person having a demonstrated interest and expertise In historic preservation. There was not a consensus to change the bylaws for the Parks and Recreation Commission aithough the idea of aIlowing an official with one of the athletic associations that the City effectively partners with to provide for recreational programming to be appointed. Anofficial under this policy could be a member of the board of the association or a person appointed by that association as a liaison to the City and accepted by the City Council. in The police Commission was discussed as part of the broader topic of advisory commission eligibility. It is noted that the current bylaws limit membership on the Police Commission to resident or business property owners and would exclude residents within rental housing. There may be value in having the perspective of a resident in rental housing to be a member of the Police Commission based on the City's existing housing stockr potential future development of multiple family uses. The Planning Commission bylaws are limited to resident property owners based on eligibilityto male zoning applications being limited to property owners by Minnesota Statutes. No change to the Planning Commission bylaws is proposed. A draft ordinance amending the byiaws of the Parks and Recreation Commission, Police Commission and HPC based on the considerations outlined above has been prepared by City staff for further discussion by the City Council.
