SPECIAL CITY COUNCIL MEETING
OTSEGO PRAIRIE CENTER
January 13, 2014

Call to order.
Mayor Jessica Stockamp called the meeting to order at 8:49 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Tom
Darkenwald. Absent: Councilmember Doug Schroeder.
Staff: Lori Johnson, City Administrator; Dan Jordet, Administrative Services Director and Tami
Loff, City Clerk.

At the December 9, 2013 meeting the City Council directed City staff to come back with options
to balance the general fund budget based on the reduced levy approved by the Council;
Administrative Services Director Jordet and City Administrator Johnson reviewed the two
recommended options; first option (blue) is to balance the General Fund revenues to General
Fund expenditures with no surplus the second option (green) is to reduce expenditures and
includes a surplus.
CM Heidner motioned to approve the surplus Resolution. Seconded by Mayor Stockamp. CM
Warehime and CM Darkenwald opposed. Motion failed 2-2.
There was discussion on both options. CM Warehime and CM Darkenwald stating they are in
favor of the balanced option. Mayor Stockampand CM Heidner are in favor of the surplus
p
option. with CM Schroeder absent the City Council agreed to allow Administrative Services
Director Jordet to complete the required 2014 State budget reporting form with information
from the surplus option scenario in order to meet the reporting deadline of January 31. The
question of which budget scenario to adopt will be brought a back to the City Council in
February.

CM Darkenwald motioned to adjourn. Seconded by CM Heidner, All In favor. Motion
carried. Adjourned at 10:22 PM.
