1. Mayor Jessica Stockamp will call the meeting to order.
Mayor Stockamp called the meeting to order at 7 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Tom Darkenwald and Dan
Scharber.
Staff: Mike Robertson, City Administrator; Tami Loff, City Clerk; Gary Groen, Finance Director;
Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy MacArthur, City Attorney.
Pledge of Allegiance: Mayor Stockamp led in the pledge of Allegiance.
2. Consider agenda approval.
CM Darkenwald requested to move item 5.3. to 11.4. Mayor Stockamp requested to add item
9.3. Update on County Road 36.
CM Heidner motioned to approve as amended. Seconded by CM Darkenwaid. All in
favor. Motion carried.
3. Consider the following minutes.
3.1. March 22, 2010 City Council Meeting.
CM Heidner motioned to approve as written. Seconded by CM Darkenwald. Motion
carried 3-0. CM Scharber abstained.
4. Open Forum: (5 minute limit)
4.1. Special Presentation: Otsego Easter Egg Hunt Volunteers.
Mayor Stockamp and the Council presented Certificates of Appreciation to the Boy Scouts and
Women of Today for their assistance at the Parks & Rec Commission Easter Egg Hunt.
5. Consent Aaenda. (Non -controversial items).
5.1. Approve Claims List.
5.2. Approve Pay Request in the amount of $11,736.23 to SRF for Otsego Parks.
5.3. 2010 Elk River Fire Contract. -REMOVED
5.4. Change of employment status for PW employee.
CM Darkenwaid motioned to approve as amended. Seconded by CM Darkenwaid. All
in favor. Motion carried.

8. Daniel Licht, City Planner.
8.1. No Discharge Map Amendment.
City Planner Licht presented the Planner's report. Property owner Ben Cyr is asking for
consideration of a change to the firearms No Discharge Map to exclude his property along 53'd
Street. In the past the City Council has required that the requestor of an amendment pay for
the publication costs. Staff has worked on minimizing the cost.
CM Scharber motioned to approve Resolution 2010-08 amending the No Discharge
Zone map and ordering publication of the revised map subject to the three
City Council Meeting April 12, 2010. Page 2.
conditions listed in the Planner's report dated April 8, 2010. Seconded by CM
Heidner. All in favor. Motion carried.
8.2. Frankfort Park Shelter Quote.
City Planner Licht presented. Mayor Stockamp said Union representative Doug Schroeder
is planning on doing the concrete footings; is that included in this offer. City Planner Licht said it
is included in quote but that can be taken off.
CM Heidner motioned to approve quote in the amount of $22,849. Seconded by CM
Scharber. All in favor. Motion carried.
8.3. Weekend construction hours.
City Planner Licht reviewed. The City has received complaints from residents regarding home
building construction hours on Sundays. Mayor Stockamp said she has received four complaints.
Mayor Stockamp noted that residents are having a hard time finding the construction hours
listed on our website and they should be more visible. The current time is from 7am-10pm,
residents would like to see a 9 am start time.
Mayor Stockamp motioned to direct staff to change construction hours to 9am-10pm on
Sundays. Motion failed with no second.
CM Scharber motioned to direct staff to change construction hours to Sam-10pm on
Sundays. Seconded by CM Darkenwald. All in favor. Motion carried.
9. Ron Wagner City Engineer.
9.1. Set annual Public Hearing for NPDES permit.
City Engineer Wagner said we need have the public hearing before June 30 and there needs to
be a 30 day notice. The City Council set May 24t' at 6:30 PM.
9.2. Approve Striping Quote for 96t'/Ohland.
City Engineer Wagner presented the quotes. He recommended the low bidder. Mayor Stockamp
asked if the stripping on Cty Rd 37 can that be included in that project. City Engineer Wagner
said yes and they are looking at May 14"' to be completed. CM Darkenwald asked what fund
this will come out of. Finance Director Groen said the pavement and trail management fund.
Mayor Stockamp motioned to approve bid from Highway Technologies in the
amount of $2,230.26 to include crosswalk work. Seconded by CM Heidner. All in
favor. Motion carried.
9.3. Update on Cty Rd 36.
City Engineer Wagner said the road restrictions are not off yet so the County has not been able
to start their repairs. He will let City Administrator Robertson know when that information
comes in.
Safe Route to School -Bike Path.
City Engineer Wagner said the project has been approved and the County needs to select an
engineer.
Mayor Stockamp said on Cty Rd 42 under Highway 101 going towards the elementary school
there is no "right lane ending" sign. City Engineer Wagner said he will contact the county.
10. Andrew MacArthur City Attorney.
Hospital District hearing scheduled for May 22"d.
11. Council Items.
11.1. Review of Otsego Festival contribution
Finance Director Groen said that a list and receipts are needed to document the contribution.

Rose Cassady, Otsego Festival Chair, said she would like to give invoices at the end of the
Festival after they have paid. City Attorney MacArthur said the concern is when we get audited
and he said we can have Rose sign an affidavit that the funds are used for the Festival.
Council contingency is the fund it will come from. City Council agrees it should be a separate
line item in future budgets.
CM Darkenwald motioned to table discussion of the amount to contribute.
Seconded by CM Heidner. All in favor. Motion carried.
11.2. Set meeting with City of Albertville
City Council agreed to April 29"' at 8 PM at Otsego City Hall. City Administrator Robertson to
notify the City Council if confirmed.
11.3. Proposed New River Hospital Health Fair.
City Administrator Robertson said that the New River Hospital would like to hold a Health Fair at
City Hall on a Saturday in May. Mayor Stockamp said she would be available to open up City
Hall. She will call them to set up.
11.4. 2010 Elk River Fire Contract.
CM Darkenwald asked what the contract was last year. Gary said the net amount is the
$99,980. For 2010 the amount for the fire district was $143,323 and we have a credit of
$43,343 making the total $99,980. CM Darkenwald would like more information on the past
history of expenditures and usage.
CM Heidner motioned to approve. Seconded by CM Scharber. All in favor. Motion
carried.
12. Mike Robertson City Administrator.
12.1. Review of Job Descriptions.
City Administrator Robertson reviewed a memo from Sherri Le regarding supervisory terms. CM
Heidner said that the job descriptions are very detailed and would like to see the job description
before they were changed. City Administrator Robertson said he will get them.
CM Heidner motioned to accept. Seconded by CM Darkenwald. All in favor. Motion
carried.

IS Adjourn by 10 PM.
City Engineer Wagner presented a map of City Hall campus. At the Thursday workshop he was
asked to prepare a possible lot adjustment. City Council agreed to pursue this. The City would
pay recording costs.
CM Scharber motioned to adjourn. Seconded by CM Darkenwald. All in favor. Motion
carried. Adjourned at 8:07 PM.
