SPECIAL CITY COUNCIL MEETING
MONDAY, APRIL 19, 2010
5:30 PM, OTSEGO CITY HALL
1. Mayor Stockamp will call the workshop to order.
Mayor Stockamp called the meeting to order at 5:30 PM.
Roll call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner and Dan
Scharber. Absent: CM Tom Darkenwald.
Staff: Gary Groen, Finance Director; Tami Loff, City Clerk; Daniel Licht, City
Planner and Ron Wagner, City Engineer.
2. Review of Street Reconstruction Policv.
City Engineer Wagner reviewed the proposed policy. The City Council agreed it
should be funded by general property taxes instead of an area assessment.
Finance Director Groen will set up a new Street Reconstruction Fund. The City
Council directed staff to review the assessment ordinance regarding
arterial/collector streets and commercial/industrial street funding.
3. Review of 2009 financials.
Finance Director Groen reviewed. Finance Director Groen said there will be no
money coming from the state this year and he is concerned with unpaid
commercial taxes. He said this will have to be looked at further when we get into
the budget. There should really be a 5 year plan. The City Council discussed the
Fire District funds and agreed they should be grouped together by West and East
districts. Mayor Stockamp requested to add to the April 26t' City Council agenda,
set preliminary budget workshop. City Council also agreed to include transferring
from General Fund to new Arterial/Collector Street recon fund to reduce fund
balance to 46-47% of budget.
4. Council Chamber remodeling project.
City Clerk Loff reviewed quote for wallpapering the hallway at City Hall and carpet
for the new conference room.
Mayor Stockamp motioned to approve. Seconded by CM Heidner. All in
favor. Motion carried.
5. Pride in our Parks.
City Planner Licht reviewed applications received from Coles School of Martial Arts
for Waterfront Park and from Otsego Girl Scout Troop 13514 for Prairie Park flag
pole and a request from Otsego resident Steve Reimer to reserve the tennis courts
at an Otsego park for tennis lessons to private clients. Schedule needs to be
coordinated with Community Ed and Mr. Reimer needs to complete the reservation
form with fee waived.
City Clerk Loff will provide Public Works a Community Ed schedule for facility
maintenance and preparation.
CM Scharber motioned to approve all. Seconded by CM Heidner. All in
favor. Motion carried.
6. Begin property acquisition.
The Parks and Rec Commission approved to recommend the City Council to
pursue acquisition of the property offered by Mr. Begin to be used for soccer
fields. City Engineer Wagner presented a concept plan with the layout of soccer
fields along the property. City Council agreed to revise the concept plan to provide
only full size fields. Staff to draft letter to Mr. Begin with offer including price per
acre and City to pay all recording costs.
7. Performance Review Forms.
Wait for City Administrator Mike Robertson.

Finance Director Groen reviewed curb stop issues. The City Council agreed to send
letters to the 10 needed to be fixed for sure and then take a look at the rest.
9. Adjourn.
CM Scharber motioned to adjourn. Seconded by CM Heidner. All in favor.
Motion carried. Adjourned at 7:35 PM.
