1. Mayor Jessica Stockamp will call the meeting to order.
Mayor Stockamp called the meeting to order at 7PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Tom Darkenwald and Dan
Scharber.
Staff: Mike Robertson, City Administrator; Gary Groen, Finance Director, Daniel Licht, City
Planner, Ron Wagner, City Engineer, Andy MacArthur, City Attorney and Sandy Lindenfelser,
Special Licensing.
Pledge of Allegiance: Mayor Stockamp led in the pledge of Allegiance.
2. Consider agenda approval.
Mayor Stockamp requested to add Item 11.2 Set a Preliminary workshop for 2011 budget.
CM Heidner motioned to approve as amended. Seconded by CM Scharber. All in
favor. Motion carried.
3. Consider the following minutes.
3.1. April 8, 2010 Special City Council Meeting.
CM Heidner motioned to approve as written. Seconded by CM Scharber. All in favor.
Motion carried.
3.2. April 12, 2010 City Council Meeting.
City Engineer Ron Wagner noted in Item 9.2 the amount should read $2,230.26
CM Scharber motioned to approve as amended. Seconded by CM Heidner. All in
favor. Motion carried.
4. Open Forum: (5 minute limit)
4.1. Special Presentation: Otsego Police Commission McGruff coloring contest
winners.
Police Commission Chair Jane Theisen presented the coloring contest winners with their prizes.
Mayor Stockamp thanked the Police Commission for conducting the contest and also thanked all
the businesses who donated prizes for the participants.
Heather Eidem of New River Medical center gave an overview of the events they will be having
and invited everyone to attend. The first event will be a Classroom Clinic Wednesday May 5"'
on men's health issues, second will be a Bike Rodeo held on Saturday, June 19t' from 9am to
noon, both at the hospital. CM Heidner questioned whether they ever hold these events
somewhere other than at the hospital. Ms. Eidem noted they would be open to other locations
and will meet with the Police Commission to discuss future events.
Jim Agusto of the New River hospital board gave an update on hospital board issues. Mr.
Agusto noted that all hospitals will be required to have electronic medical records and they are
in the process of installing these. There has been a pause on discussing possible different legal
structures. CM Heidner questioned the pause on the legal structures whether they will make
any decisions by this fall. Mr Agusto stated it would most likely be after elections since there is
about six months or more of education and looking at what's best for the future. CM
Darkenwald asked if there was any other ideas or options out there. Mr. Augusto explained
that right now they are in the education process looking at the different directions stating there
are so many different options out there.
Mayor Stockamp asked how they will get the education out to the residents. Mr. Augusto
explained they will use their website and the local newspapers.
5. Consent Agenda. (Non -controversial items).
5.1. Approve Claims List.
5.2. Received March 9, 2010 Police Commission Minutes.
5.3. Received March 10, 2010 Parks & Rec Commission Minutes.
5.4. Received March 11, 2010 Heritage Preservation Commission Minutes.
5.5. City Code; Construction Hours.
5.6. Approve Pay Request in the amount of $5,219.83 to SRF for Otsego Parks.
5.7. Resolution 2010-09 to establish a Collector Street Reconstruction Fund.
CM Darkenwald noted on 5.7. the second whereas should be with instead of will.
CM Darkenwald motioned to approve as amended. Seconded by CM Scharber. All in
favor. Motion carried.

CM Darkenwald requested to add 9.1. Drainage issues in SunRay Farms
8. Daniel Licht, City Planner.
8.1. Dangerous and Potentially Dangerous Dogs.
City Planner Licht presented.
CM Heidner requested the wording under Ordinance 2010-04, 5-1-3: DC. to be rephrased to
read "'to be current vaccinations." CM Heidner also noted that cities are dropping the dog
license requirement but asking that residents maintain the appropriate vaccinations. After
discussion, the City Council agreed to stop issuing dog licenses in the City of Otsego.
CM Heidner motioned to approve Ordinance 2010-4 and a summary of Ordinance
2010-04 authorizing opting of the regulation of dangerous dogs to be in the
jurisdiction of Wright County. Seconded by Mayor Stockamp. All in favor. Motion
carried.
8.2. Parks & Rec Commission project recommendations.
City Planner Licht presented . CM Darkenwald requested Darkenwald Landing Park be
separated from the other recommendations. CM Heidner asked whether the small sprinkler
water park was still on the list of projects. City Planner Licht noted that the Park and Rec
Commission did not want to move forward with it at this time but it will remain on their list of
potential projects. CM Heidner said when that project moves forward that the Park and Rec
Commission should contact the people who are doing the volunteer concrete work for Frankfort
Park.
CM Darkenwald motioned to move forward with the specific projects in the priority
recommended by Parks and Rec Commission excluding Darkendwald Landing Park
Seconded by CM Scharber. All in favor. Motion carried.
CM Scharber motioned to move forward with the approval of the Darkenwald
Landing parcel. Seconded by CM Heidner. All in favor. Motion carried. CM
Darkenwald abstained.
9. Ron Wagner, City Engineer.
9.1 Sunray Farms Drainage Issues
CM Darkenwald questioned the drainage issue in Sunray Farms Addition. City Engineer Ron
Wagner explained that this is a drainage and utility easement that was supposed to drain two
lots across a third lot into the storm pond. The property down stream changed their grade last
fall causing drainage to pond on the two lots. A letter was sent requiring them to change the
grade to the correct elevations explaining that this was done prior to grading certifications
needed before a certificate of occupancy was issued. City Engineer Wagner did receive a call
from the contractor noting the lot has been repaired. CM Darkenwald thanked City Engineer
Wagner for getting the lights fixed on County Road 37 and 101. Mayor Stockamp asked if there
were any updates on County Road 36. City Engineer Wagner said the County is setting up a
meeting with the contractor and they would keep him updated as to when that meeting would
take place.
10. Andrew MacArthur, City Attorney.
City Attorney Andrew MacArthur gave an update on the court trial on the Knisley assessment
appeal noting that City Engineer Wagner did a good job testifying.. A motion was made to
dismiss the case that the judge took under advisement prior to the court trial but since they
were there they did go thru the trial. City Attorney would like to thank City Staff for all their
help noting that this helps make things a lot easier. CM Heidner asked when they would hear
the results. City Attorney MacArthur explained the judge has 90 days. A reminder that the oral
argument at the Court of Appeals on the hospital district case is scheduled for May 27"'.
11. Council Items.
11.1. Scharber & Sons invoice.
CM Darkenwald motioned to approve. Seconded by CM Heidner. All in favor.
Motion carried. CM Scharber abstained.
11.2 Set a Budget Meeting,
Finance Director stated that the audit will be completed by the end next week and any final
adjustments to those numbers will be known in the next two weeks, so a meeting may be
scheduled any time after that. A budget meeting was set for Monday June 7"' at 5:30pm. CM
Darkenwald requested that City Clerk Tami Loff get him a calendar of upcoming meetings,
special meetings and workshops.

13. Gary Groen, Finance Director.
Finance Director Gary Groen noted the 2006, 2007 & 2008 audit and financial statements will
be put on the website soon along with the management reports provided by the auditors.
City Staff has been given an information survey to see if there is any interest in taking any
education classes. Staff has tried to take classes before thru the County only to have the
classes cancelled due to the low number of participants. Another source has been found and
we plan to move forward with them.

CM Darkenwald requested Doug Schroeder attend the June 7th, 5:30PM City Council Budget
Meeting.
