I hope this summer Otsego View edition finds all of you well! As the warm weather continues to increase and things begin to return to normal, we hope to see you out enjoying our community as much as possible. Some exciting things that we have to share are that the Splash Pad at Otsego Prairie Park received some upgrades this past fall and we hope you can spend a day at our lovely park checking it out. The Splash Pad opens when we know we have no chance of it freezing here in Minnesota. So a rule of thumb is to plan on it being open Memorial Day through Labor Day. As I posted in earlier editions, an RC track and pickleball courts have been added to Prairie Park. We anticipate the park to be buzzing with lots of patrons. We hope you take the time to check it out. In 2021, the Otsego Farmers Market will be returning in a new location hosted in the parking lot at the Otsego Coborn’s, which we hope provides a great spot for both residents and visitors to our community to find easily. The Otsego Farmers Market continues to grow each year with both the number of vendors and the variety of farm-to-table natural options offered. We are also anticipating having a few food trucks at the Otsego Farmers Market. Please try to check this out on Tuesdays 3-6:30 p.m. starting June 15th through September 28th. Another fun-filled event to add to your calendar is the return of the Otsego Prairie Festival & Car Show on Saturday, September 18th. The Otsego Prairie Festival & Car Show is an all-day community event with activities, games, vendors, food, music, and entertainment, ending with fireworks at dusk. It has always been a great time to showcase the organizations and businesses within Otsego. Updates will be posted as the event gets closer at www.OtsegoFestival.com and like the event on Facebook. If you are interested in participating in this as an exhibitor or vendor, please use the website. The City received grant funds through the Federal CARES Act that could be used to offset unexpected costs incurred as a result of the COVID-19 pandemic. The funds have been used for PPE, safety items for residents and staff, and other costs due to the pandemic. The City Council directed a portion of these funds to be used to upgrade technology to now allow for virtual meetings to continue operations as safely as possible. This upgrade now allows our residents access and the ability to view our Planning Commission and City Council meetings over the internet in real time. The information to join the meetings is provided at the top of the Planning Commission and City Council agendas, which is available on the City website the Friday before the scheduled meeting. The video of the City Council meetings will be recorded and the most recent meeting is available on the City website for viewing afterwards. Residents are always welcome to attend any public meeting in person if they feel comfortable doing so. City Council meetings are the 2nd and 4th Monday of each month at 7 p.m. The Planning Commission meets on the 1st and 3rd Monday of each month at 7 p.m., but be sure to confirm a meeting will be held as they may be cancelled due to lack of agenda items. It’s a subtle reminder what number to call in an emergency. Law enforcement officials always preach the use of 911 when there is an emergency, but sometimes the process of calling can be intimidating or even confusing. Last year our communications center received over 2,000 calls via 911 in the City of Otsego. Our city is unique in that our geographic location can make it confusing for those first critical moments. Our dispatchers will always ask your location first, before any other information is solicited. As many of you notice on your mail or your drivers license, Otsego doesn’t have a zip code. This can be the first level of confusion as telling our dispatchers you live in any one of the surrounding zip codes can lead to a delay. For those of you who live in Martin Farms, you’ll notice your neighbors to the east have zip codes belonging to Elk River, while you may have an Albertville zip code. Understanding how 911 works, especially with cell phones, is where this comes into play. When you call 911, the cell phone is going to start using the strongest cell phone towers available to try and find your GPS location and provide you the best connection. What that may mean is you may connect to a tower that isn’t even in our county. Our dispatchers take 911 calls transferred in from Anoka, Sherburne, and Hennepin Counties all the time. Confirming with the dispatcher you are in Otsego and not any other city can be one of the most critical pieces of information you provide. After you provide your location, be prepared to answer a few questions. One of the most common things I hear with first time 911 callers is how many questions they are asked. Be patient, those inquiries are important as it pertains to how law enforcement, the fire department, and ambulance service respond. While you are answering those questions, another dispatcher is already sending those resources to your location. If you can’t call, you can text. While our communications center is set to take 911 via text, it’s advised you only use text if you are not able to call. This may be because of a medical incident, its unsafe to talk, or a myriad of other reasons. If all you can provide safely is the address, know we will still respond. If you perceive an incident to be an emergency and you’re not sure what to do, again we always preach to call 911. Fall Enrollment now open. Email laura@christchurchotsego.org for more information. Website: gopherstateonecall.org Phone: 651.454.0002 or 800.252.1166 BURNING PERMIT The City together with the Minnesota Department of Natural Resources regulates open burning within the City in accordance with Title 5, Chapter 4 of the City Code. A burning permit is required for all open burns larger than a three foot by three foot area. A burning permit may be obtained at City Hall or from the DNR website at webapps8.dnr.state.mn.us/burning_permits. Once a burning permit has been issued, it is the permit holder’s responsibility to confirm that no burning ban is in effect prior to starting an open burn or recreational fire and the permit holder must be constantly in attendance of the fire. No fire may be allowed to smolder with no person in attendance and the open burn or recreational fire must be completely extinguished before the permit holder leaves the site. Let our friendly team help make your family meals memorable today! 7www.ci.otsego.mn.us OTSEGO HERITAGE PRESERVATION COMMISSION “The mission of the Otsego Heritage Preservation Commission is to discover, preserve, interpret, and communicate Otsego history and culture to educate and enhance our sense of connection and appreciation for each other, our present environment and our legacy.” Our collection includes hundreds of photographs, audio recordings, self-published family histories, and books. We have some artifacts from the McDonald house deconstruction including a hand-hewn beam and assorted small objects found in the excavation. Much of this collection was established by the original OHPC members like Elaine Norin, Joy Swenson, Norm Schwanbeck, Arlene Holen, and Freida Lobeck, to name a few. We are currently digitizing the collection. OHPC-published history books are scanned and are available on the Otsego city website. Most of the photos are scanned but are not organized. The audio tapes from interviews done years ago are also digitized now; we hope to be able to offer their availability to the interested public sometime in the future. We have several photos that are not identified or labelled. We will likely reach out to the public for help labelling those photos, maybe at the Otsego Prairie Festival or through the Otsego View. COVID interrupted our plans for interviewing more community elders in Otsego. We hope to start again once it is safe to meet. History is also happening now, so we are interested in new families, new businesses, and new organizations that are part of Otsego. It is important to record and recognize this. We are always looking for photographs, family histories, and family stories so if you would like to share with us, please contact us through the city. We are not collecting artifacts or physical items. If you have any of those and would like to donate them, we suggest contacting the Wright County Historical Society. Our meetings are the second Tuesday of every month at 7 p.m. Like most, we are currently meeting via ZOOM. That information is posted on the city website, so anyone is welcome to join us. I enjoy spending time with family and friends, camping, and doing crafts.  Jim Gornick This will be my eleventh summer as a seasonal employee for Otsego Parks & Recreation Department. During the fall through the spring, I am employed by the Elk River School District where I work in the Zimmerman schools. Most enjoyably, I look forward to coming back every summer to work with great people and getting the opportunity to spend my days outside serving the community in which I live. When away from work, I enjoy coaching high school sports, being in the outdoors, and spending time with my family and friends. Brad Sherrill I have been with the City of Otsego about twelve years now. I have worked in both parks and streets and enjoy the work diversity and being outdoors. I have lived in Big Lake for the last 25 years with my wife and two sons. In my free time, I love to fish and spend time up north at our lake lot on Big Sand Lake. Here are some City Code regulations to follow to help keep Otsego an attractive and inviting place to live: • Lawns and boulevard areas must be mowed regularly so that grass is no longer than eight (8) inches, except as allowed by the City Code. • Noxious weeds must be controlled (mowed, spot sprayed) or eradicated before the plants go to seed; refer to the State Department of Agriculture website for more information: mda.state.mn.us/plants-insects/minnesota-noxious- weed-list • Planting within the boulevard or public right-of-way (generally 16 feet behind the curb or street) is limited to deciduous trees with minimum clearance requirements for vehicles and pedestrians. Note that the City is not responsible for any damage to plants or trees within the boulevard or public right-of-way. • Waste and recycling containers must either be stored within the garage or shall be set back a minimum of five feet (5’) from all property lines. • All fences require an administrative permit. • All vehicles must be parked on driveways or other allowable surface as allowed by the City Code and shall be licensed and operable. • Two recreational vehicles are permitted per residential property provided they are licensed/operable and parked in the front yard on a hard surface. Certain recreational vehicles and equipment may be stored on the grass in the side or rear yard. For more information regarding specific property maintenance requirements, please contact City Hall or visit the City’s website. ATTENTION PUBLIC WATER SYSTEM CUSTOMERS Irrigation restrictions will be in effect May 1 - September 30. Addresses ending with an odd number may water on odd numbered days and even numbered addresses may water on even numbered days between 5 p.m. and 11 a.m. Restrictions include no watering between 11 a.m. and 5 p.m. Violations of the watering restrictions may result in a $50 code enforcement fine assessed on the customer’s utility bill. A 30-day exception is available for newly establishing lawns and landscaping. Please visit the city website, www.ci.otsego.mn.us, for additional details. Your cooperation is appreciated; water conservation will keep water rates low and help to ensure an adequate water supply is available. Last year the highest day production was 5.2 million gallons (one single day) compared to the average January day of 0.5 million gallons. ANNUAL 2020 DRINKING WATER REPORT The City of Otsego is issuing the results of monitoring done on its drinking water for the period from January 1 to December 31, 2020. The purpose of this report is to advance consumers’ understanding of drinking water and heighten awareness of the need to protect precious water resources – as well as to answer the age-old question: is there really “something in the water”? The Otsego photo contest is a great way to showcase the beauty and talent right here in our City! Everyone is encouraged to participate; residents, businesses, and students. This year we will have TWO categories: 1. Places (community events/activities, landmarks, streetscapes, buildings) 2. Nature (flowers, critters, weather, parks, sky, etc.) All photographs must be a .jpg (they can be color or black and white) and follow these naming criteria: Photo Caption, First Initial, Last Name of photographer, and .jpg. Example: SunsetJDoe.jpg Contest Guidelines: • All photos must be taken in Otsego. • Submit up to a total of 12 of your own photographs. • Participants will be required to sign a waiver. • Contest runs until September 13, 2021. • Vote until October 13, 2021. There will be one winner in each category and the contest winners will be invited to a future City Council meeting to receive their recognition and prize. In addition, the winning entries will be published in the Otsego View newsletter and on the City Facebook page. All photos submitted may be used on our website, newsletter, and brochures. Froberg 11www.ci.otsego.mn.us LOOKING FOR A PLACE TO GET RID OF YOUR YARD WASTE? City of Otsego residents are able to get rid of their yard waste at the joint City of Otsego/Albertville compost site. The site accepts: grass clippings, leaves, compostable materials and brush. Please refrain from leaving plastic bags full of materials. The site is located off of Maciver Avenue and 65th Street on the west side of the street. If you have any questions about what is accepted, please call city hall at 763-235-3174. PRAIRIE PARK VETERAN’S MEMORIAL Over the past several years, the City has been working with different Eagle Scout candidates to assist with creating a Veteran’s Memorial in the City. Currently, this memorial contains the American, POW, and Service flags, memorial pavers, and a monument that all have been constructed to honor our veterans. The project provides added water capacity for the growing City’s demand and ensuring the City has plenty of water for fire protection needs now and into the future. Construction will begin April of this year with anticipated completion spring of 2023. Project location is near the intersection of 70th Street and McAllister Avenue. Unique to the tower is the 1.5-million-gallon size and the design being a composite tower; meaning the base pillar is concrete and upper bowl portion is steel. Composite water towers require less surface area to be repainted in the future which lowers the overall maintenance costs significantly The tower is part of Otsego’s Strategic vision of proactively expanding infrastructure to responsibly provide core services and a key component of the Water Master Plan (February 2020) supporting long term goals and implementation to meet growth expectations.
