BOARD OF REVIEW MEETING MINUTES
April 29, 2010
Roll Call: Otsego City Council: Mayor Jessica
Stockamp, Councilmembers Dan Scharber, Tom
Darkenwald and Vern Heidner.
City Staff: City Administrator Michael Robertson
and Finance Director Gary Groen.
County Assessor Staff: Keith Triplett, Randy
DesMarais, Tony Rasmussen and Conrad Anderson.
1 Mayor Jessica Stockamp will call the meeting to
order.
Mayor Stockamp called the meeting to order at 6:30
p.m.
2. Review of Property Assessment Challenges
Assistant County Assessor Keith Triplett reviewed
some basic information. This meeting is to review
the property valuation. The valuation was set based
on sales between October, 2008 and September, 2009.
In Otsego, property values went down an average
16/1%.
No one was present so Keith Triplett reviewed the
letters he had received.
There were letters received from Rock Solid Realty
regarding thirteen properties. The letter indicated
that they could not attend the meeting tonight and
asked that their requests be forwarded to the County
for review. The property ID numbers were;
118-250-001010, 118-251-001010, 118-264-000020, 118-
264-000030, 118-264-000040, 118-264-001010, 118-264-
002010, 118-217-000110, 118-059-000020, 118-257-
000020, 118-257-001010, 118-257-001020, 118-257-
000010.
Councilmember Heidner, seconded by Councilmember
Darkenwald, moved to forward these thirteen parcels
to the County. Motion carried 4-0.
There was a request to reinstate Agricultural
classification on two properties, PID #Is 118-800-
132202 and 118-800-132300 owned by Stuart Turnquist.
Keith Triplett recommended approval of the request.
Councilmember Heidner, seconded by Councilmember
Scharber, moved to approve the recommendation.
Motion carried 4-0.
There was a request to reduce the valuation on 8188
Odean Avenue NE, PID #118-500-214302. Keith
Triplett reviewed the property and recommended that
the valuation be reduced from $392,800 to $376,100.
Councilmember Scharber moved, seconded by
Councilmember Heidner, to approve the
recommendation. Motion carried 4-0.
There was a request to reduce the valuation on 8100
Odean Avenue NE, PID #118-500-214303. Keith
Triplett reviewed the property and recommended that
the valuation be reduced from $446,400 to $374,600
and that the classification be changed from
Agricultural to Residential.
Councilmember Scharber moved, seconded by
Councilmember Darkenwald, to approve the
recommendation. Motion carried 4-0.
There was a request to reduce the valuation on 7976
Odean Avenue NE, PID #118-500-281202. Keith
Triplett reviewed the property and recommended that
the valuation be reduced from $204,700 to $113,600.
City Administrator Robertson was directed to look
into the problems on the property.
Councilmember Scharber moved, seconded by
Councilmember Darkenwald, to set the land value at
$148,600. Motion carried 4-0.
There was a request to change the classification
from Industrial to Agricultural on some vacant lots
in an industrial park. Councilmember Scharber
removed himself from the discussion. The PID #Is
were 118-238-001010, 118-238-002030, 118-238-002040,
118-238-001020 and 118-238-001030. Keith Triplett
recommended approval of the request because the
landowner was growing crops on the land.
Councilmember Darkenwald moved, seconded by
Councilmember Heidner, to approve the
recommendation. Motion carried 3-0, Councilmember
Scharber abstained.
With no other requests before them, Councilmember
Heidner, seconded by Councilmember Scharber, moved
to close the Board of Review at 7:37 p.m. Motion
Carried 4-0.
