05-24-10 PHITEM 3_2 PUBLIC HEARING STORM WATER POLLUTION PREVENTION PROGRAM MONDAY, MAY 24, 2010 OTSEGO CITY HALL 6:30 PM 1. Mayor Stockamp will call the meeting to order. Mayor Jessica Stockamp opened the Public Hearing at 6:30 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Dan Scharber and Tom Darkenwald. Staff: Mike Robertson, City Administrator; Tami Loff, City Clerk; Gary Groen, Finance Director; Daniel Licht, City Planner; Ron Wagner, City Engineer; Shane Nelson, Assistant Engineer and Andy MacArthur, City Attorney. 2. Open the public hearing. Assistant City Engineer Shane Nelson reviewed the Storm Water Pollution Prevention Plan (SWPPP). The goal is to reduce pollutants and improve water quality by educating the public on storm water runoff. Engineer Nelson said the current state permit expires June 1, 2011. A new application will be due in 2011. With that they will need to inventory all wetlands, ditches, bodies of water, etc. A field survey will be needed of storm water ponds and they may find some ponds need maintenance and the cost will be the cities. They also are required to do an assessment of discharge of the restricted waters which will be due by June 30, 2011. Engineer Nelson said we may want to evaluate regional ponding vs. small development ponds for future developments. Regional ponding could provide cost savings in the future when costs of maintenance are considered. Mayor Stockamp said that homeowners need to be educated on what they can and cannot do on small stormwater ponds. City Engineer Wagner said yes they spend a lot of time policing them. CM Heidner said that the problem is that these are in people's back yards when it should be a separate parcel. City Planner Licht said that has been changed for future subdivisions. City Engineer Wagner said with the regional pond they would need to take a look and plan and there is a cost to set up the program with regional ponds. City Engineer Wagner said have to do soil tests for each and everyone, if you do regional it is not as many tests. CM Darkenwald said with the area by Target in Great River Centre, the southeast portion, did that include other ponds in that area? City Engineer Wagner said the pond was set up for the whole development. CM Darkenwald asked City Attorney MacArthur are there any problems with regional ponds? City Attorney MacArthur said have set the costs in storm sewer districts. If you established a stormwater district you can levy a charge to the benefitted properties. Public Hearing May 24, 2010. Page 2. CM Heidner said with regional ponds there would be more pipes so there is a lot to consider. I Questions and/or comments. No comments from the public. 4. Close the public hearing. Mayor Stockamp closed the Public Hearing at 6:49 PM. 5. Adjourn. CM Scharber motioned to adjourn. Seconded by CM Darkenwald. All in favor. Motion carried. Adjourned at 6:50 PM.
