POLICE COMMISSION
HELD AT OTSEGO CITY HALL
TUESDAY, MAY 13, 2003
Members present: Sandra Michaelson, Tom Carter, Alvin McClure, Tom Koerwitz,
Rudy Thibodeau, Jane Bartheld and Kathie Davis.
Council Struthers and Sheriff Miller.
1. Call Meeting to Order
Council Struthers Called meeting to order at 7:00 p.m.
2. Consider 5/13/03 A eg nda
Commissioner Davis moved to approve agenda. Commissioner Carter seconded the
motion. Motion carried 7-0.
3. Commission Terms and Services
Commissioners Carter and Michaelson one year. Commissioners Koerwitz and
Bartheld two years. Commissioners McClure, Davis and Thibodeau for three years.
4 Elect Chair, Vice Chair, and Secretary
A. Chair
Kathie Davis nominated Sandra Michaelson. Tom Koerwitz nominated
Rudy Thibodeau. Michaelson received 4 votes and Thibodeau received 3 votes.
B. Vice Chair
Tom Koerwitz nominated Rudy Thibodeau. Commissioner Thibodeau
received 7 votes.
C. Secretary
Kathie Davis nominated Jane Bartheld. Commissioner Bartheld received 7 votes.
5. Establish Time and Day of Meetings
Chairwoman Michaelson set the 2nd Tuesday at 7 p.m. for police commission
with the full ascent of the commission.
6. Open Forum
Chair Michaelson recognized Michael Yogham (15703 93`d Circle NE). Mr. Yogham
asked for the speed wagon to be placed back on Parrish, with placement on the south
end of Parrish. Concern was for drivers anticipating the green light on 39 and
traveling at high rates of speed. He also asked for more signage on Parrish and police
enforcement of speed laws. Neighborhood watch was also addressed.
7. Suggestions on Projects
Commissioner Carter asked for a drop box for citizen complaints.
There was general discussion on coverage of the city of Otsego by the Star News.
Commissioner Thibodeau stated he had spoken to the editor of the paper and that
Otsego would receive more coverage.
Commissioner McClure spoke about communicating with the citizens.
Chair Michaelson's Star News article about Police Commission with Police report.
Otsego residents would know more about things happening in their neighborhoods.
Commissioner Thibodeau asked for procedures for handling complaints.
Dog Problem: Commissioner Carter wanted to know about the process for
Dangerous Dogs. Councilman Struthers stated that as of now they were not being
processed as the county has proposed.
Speed Wagon: Commissioner Thibodeau asked for the Police Commission to have
significant input on the placement of the speed wagon. Councilman Struthers stated
that should be no problem.
Drug Task Force: Commission agreed to host a public meeting with
representatives of the Sheriff s Department. Sheriff Miller responded to a question
from Commissioner Thibodeau about terrorist levels.
Festival: Commission will have a booth at the city festival.
8. Adjournment
There being no further business a motion was made and seconded to adjourn. Motion
passed unanimously.
