Meeting Minutes
April 12, 2005
• Meeting called to order at 7:25 p.m.
• Present at meeting: Commission members Tom Carter, Jane Theisen, Edgar
Pearsall, Phil Larsen, City Council Member Vern Heidner, Wright County
Sheriff's Deputy Beauchane.
• Agenda approved unanimously.
• Open Forum — the topic of motor scooters was discussed. The City of Otsego
prohibits motorized scooters on city streets and paved municipal or county paths.
These vehicles are propelled by motors and are statutory motor vehicles. Because
they are not equipped with necessary equipment such as brakes, lights, and
mirrors, they cannot be licensed, and are therefore illegal to operate on city
streets. They can be operated on private property.
• Old Business — J. Theisen reported four residents had expressed an interest in
having their residence considered as a McGruff House. Three had completed the
application and signed releases for mandatory background checks. The Star News
and the applicants themselves will be invited to the May Police Commission
meeting.
Restaurant tents, fliers warning patrons about the dangers of methamphetamine
use and production in our city and urging cooperation with law enforcement, were
tabled for the may meeting.

• New Business — Deputy Beauchane stated there is a communications "dead spot"
where deputies have problems maintaining computer contact with Sheriff s Office
dispatchers. The in -squad computers are used by deputies to send inquiries on
persons, addresses, and vehicles, as well as receive information relating to calls
for service from the public. The "dead spot" is in the area of 85th and O'Dean and
is one of a few in Wright County. Council Member Heidner will look into the
situation for the next meeting.
