Review informational handouts: Park &Rec minutes, 2011 Otsego View Schedule, Shawn's Bike Rodeo handout. MINUTES from: February 9, 2011 -Approved OPEN FORUM: Resident stated that there had been 3 incidents in her neighborhood 78t"and Page area, 2 attempted break in's, 1 actual break in. Police were notified and are working on these incidents. Pete informed us that they are working on these break in's along with the Monticello and Elk River police departments as these communities have had some break in's also. Also resident stated a number of snowmobilers driving on their property, snowmobile club had been notified. OLD BUISNESS: Dates of Park and Rec Events The Entertainment in the Park for the evenings will be: July 20, July 27, August 3, August 10 and August 17. The morning ones are: June 14, June 21, June 28, July 12, July 19. NEW BUSINESS: We have been asked to have McGruff attend the Otsego Carnival on April 29t". Amee Brumm will get approval needed by the District Office. Discussed Bike Rodeo Heather Eidem from New River Medical Center attended to discuss how New River puts on their Bike Rode's. They contact local business for donations for the purchase of helmets. They staff their bike rodeos with volunteers and the Big Lake Police department who sets up the course. They also have a car seat inspection. She discussed the cost of a bike rodeo. After reviewing all the information that Heather provided and considering the cost of helmets we have decided that we would continue this discussion at our next meeting. The objective goal associated with this is to make bike riders aware of the rules for safely riding a bike. Participates in the Rodeo will be exposed to rules of the road, safety tips and be given a chance to go through some practical demonstrates of these tips on a bike course. Bike helmets are mandatory and will be checked for proper fit and wear. A bike mechanic will inspect every bike for proper fit for the child and make minor adjustments to assure that the bike is safe to ride. The target group of children this program will look for is within the &12 years of age. Outline; • The first component of an effective Bike Rodeo will consist of an obstacle course that illustrates bike safety and reinforces safe bike rules of the roadway. This will be a course that has a mock intersection for youth to practice coming to complete stops and looking both ways before entering roadways. In addition they will have several other obstacles to aHow for proper bike signaling, brake use and basic maneuvers. During this time a representative will be present to inform the children and their parents about bike safety and rules of the roadways. • The second component will involve having a bicycle technician on site to perform a quick inspection of the children's bicycles, making necessary equipment suggestions at that time. This can be done by either a bicycle technician from a represented law enforcement agency or a bicycle store that wished to contribute to the event. • The third element will involve the issuing of safety equipment such as helmets or safety information to be collected prior to the event. Logistics: fn operating a Bike Rodeo we will need some of the following logistics covered: ® A bicycle technician to examine the bikes on scene. ® Space to set up the obstacle/ skill course (cones and markers can be obtained from the Public works department). m Representatives from local law enforcement. This can be from Wright County Sherriff's Office or volunteer Reserve Units from local agencies that participate in similar programs. ® Safety equipment associated with bicycle use (helmets, pads or safety information relating towards bike laws /safety). • Optional OPUE child safety seat restraint checks performed by public safety representative. We had discussed the option of having someone check child seats since we might get a family response and it could be yet another service provided at that time. © Advertising before the event. In addition we will need literature and banners on sight relating to the event. Refreshments would also be necessary in the form of food and drink. In addition portable rest room facilities might be a consideration. o A certificate of completion for each of the participants. r Saf(Cg blojflfte Rodeoo The Anywhere USA Police department will be holding their annual Bike Safety Rodeo on The purpose of the Rodeo is to make bike riders aware of the rules for safely riding a bike. Participants in the Rodeo will be exposed to rules of the road, safety tips and be given a chance to go through some practical demonstrations of these tips on a bike course. Bike helmets are mandatory and will be checked for proper fit and wear. A bike mechanic will inspect every bike for proper fit for the child and make minor adjustments to assure that the bike is safe to ride. Registration to course completion will take approximately 30 to 45 minutes. A certificate of completion signed by the Chief of the Anywhere USA Police Department will be given to each child participating in the event. This event is open to the public and all kids are welcome. Registration will occur on site at the school's main entrance. All participates will be required to wear a helmet and have a bike that they normally ride. The Rodeo will be rain or shine so dress appropriately for the weather.
