Call to Order.
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call:
Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Tina Goede, Jeff Dahl and Brittany Moores.
City Staff: Human Resources/Assistant City Administrator Sabrina Hille; Streets Department Manager
Kevin Lamson; Attorney Dave Kendall; City Engineer Ron Wagner; City Planner Daniel Licht; City

Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Mayor Stockamp opened the Open Forum at 7:01 PM. No one from the public spoke.
Heidi Gilmon, 6939 Packard Avenue NE is here with her husband Robert Gillman to voice their concerns
with the vehicles racing at high speeds on Packard Avenue NE. They have noticed an increase in vehicle
activity with drivers using as a drive through. Since this is a one -mile stretch, drivers like to race. People
are out walking along Packard Avenue which has a small hill and no shoulder; these conditions add to
the safety concerns. They have called Wright County Sheriff's Office to report the speeding, but the
drivers are gone by the time a Sheriff arrives. She is looking to see if the City can lower the speed or
come up with another solution.
Engineer Wagner said speed limits used to be regulated by MN State Statue at 55 MPH, now a city can
do an engineering study to determine the best speed for a road. Staff has looked at the numbers for
Packard Avenue NE and at peak numbers and at peak volume about 100 cars per hour travel this route
and the speed averaged around 52 MPH. This data was from a 2014/2015/2016 study. The study
should be updated with new data. Staff would need to work with the Wright County Sheriff's office to
see what speed limit they would be comfortable enforcing.
Scott Reimer, 6841 Packard Avenue NE lives about 1,000 feet from CSAH 38 on Packard. Mr. Reimer
stated drivers want to accelerate and see how fast they can drive their car. The road is also being used
as a bypass. Mr. Reimer counted 3-4 cars per minute last Friday night. The drag racing has increased
this past year and the driver was gone by the time the law enforcement arrived. When he moved here
in 1996, he wanted a peaceful road and the speed limit was 30 MPH. Mr. Reimer wants a safe and
peaceful road to live on; the lifestyle has changed. He would like the City Council to look past the
numbers, dollar signs and tax values and give them their road back.
Judy Baker, 6647 Packard Avenue NE is here with her husband Rance Baker. They have lived here for
31 years. She agrees with the other discussion and added that there is an increased number of trucks
travelling on their road at a fast speed; causing wear and tear; the road will not last. Mrs. Baker added
motorcycles are racing and doing tricks on the road.
Sergeant Oltmans noted this stretch of road is exactly a one -mile streets from CSAH 38 to 60th Street.
One of the issues their department is facing with Packard Avenue NE, is car enthusiast are using this to
test their cars. Plenty of times they have heard the engines, but the drivers are gone by the time they
arrive. This road also provides a cut -across from Elk River to Albertville and back. Sergeant Oltmans

has always noticed people out walking on Packard Avenue NE. Sergeant Oltmans will meet with the
residents present and have a conversation and see if they can come up with a solution.
Mayor Stockamp closed the Open Forum at 7:22 PM.
2. Consider Agenda Approval.
CM Moores motioned to approve the agenda as written, seconded by CM Goede. Roll Call:
Voted in favor; Darkenwald, Goede, Stockamp, Moores, and Dahl. Voted against; none.
Motion carried 5-0.
3. Consent Agenda.
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.

3.3 Approve a Special Event Permit for Rockwoods Grill and Bar, LLC.
3.4 Approve an Extension to Record the Final Plat & Development Contract — Prairie View Estates.
3.5 Adopt Resolution #2021-54 Approving the Revised Water Tower Access Policy.
3.6 Approve Pay Application #15 for the East WWTF Biosolids Project.
3.7 Approve Pay Estimate #4 for the Water Tower #4 Project.
CM Moores motioned to approve the consent agenda as written, seconded by CM Dahl. Roll
Call: Voted in favor; Stockamp, Darkenwald, Goede, Moores, and Dahl. Voted against; none.
Motion carried 5-0.
4. Planning:
4.1 Northwater:
A. Presentation by City Planner Licht.
B. Consider Ordinance 2021-14 Amending the Zoning May.
C. Consider Approval of Preliminary Plat and PUD -CUP.
D. Consider Resolution 2021-55 Vacating Existing Drainage and Utility
Easements.
City Planner Licht presented the staff report.
Dan Willenbring, 400 Tanglewood Lane, Marina on St. Croix, MN a partner with Tamarack Land
Development. They are excited to build their fourth neighborhood in Otsego these past couple years.
Deb Ridgeway from DR Horton, who will be doing the building, was available on-line if there are any
questions. Mr. Willenbring looks forward to getting City Council's approval tonight and starting
construction.
CM Goede has a question regarding the exits, will they still be off of Maciver and 70th and Marlow and
72nd? Mr. Willenbring said yes, those will be the entrances and exits.
CM Darkenwald had a question for the City Planner regarding the quantity of homes. The original
development had 927 home and the with completion, there are about 600 homes. Planner Licht stated
there will be less than 600 homes.
Mr. Willenbring agrees with the conditions of approval proposed by staff and the Planning Commission.
Mayor Stockamp did receive some calls from the area. There were 185 homes proposed and the final
number was down to 97 homes.

CM Darkenwald motioned to adopt Ordinance 2021-14 amending the Zoning Map, approve a
preliminary plat and PUD -CUP for Northwater subject to the conditions stated on the
findings of fact and decision as presented, and adopt Resolution 2021-55 vacating existing
drainage and utility easements, seconded by CM Goede. Roll Call: Voted in favor; Stockamp,
Darkenwald, Goede, Moores, and Dahl. Voted against; none. Motion carried 5-0.
S. City Council Reports and Updates.
CM Darkenwald had a question regarding the speed on O'Dean, his GPS states the speed is 55 MPH, but
the road is posted 45 MPH. Engineer Wagner stated the City does not send updates to the GPS
companies. CM Goede stated it take time to update within their systems. Human Resources/Assistant
City Administrator Sabrina Hille noted you can submit an error to the companies. City Council asked
staff to look into sending known errors.
5.1 Commission Liaison Updates:
A. Heritage Preservation Commission - Liaison CM Moores had no updates
B. Parks and Recreation Commission - Liaison Mayor Stockamp said there was no meeting
due to lack of items.
C. Planning Commission - Liaison CM Darkenwald said the Commission reviewed Northwater
and City Council approved tonight, also Bancor had a future land use proposal that was denied 6-0.
D. Public Safety Commission - Liaison CM Goede said there was no meeting in July. Next
meeting will be August 10th at 6:30 PM.
6. Staff Reports and Updates.
Engineer Wagner said CSAH 39 should be open this week. Heritage Hill should be starting the first week
of August along with the trails project. Water Tower #4 is getting close to being done with the concrete
pedestal portion, then they will start on the metal tank work which happens on the ground and they
hoist into place around the first week of October.
Trails project order - grading of 70th street trail first, line up the pavement for all three trails and the final
piece is the concrete. The concrete will be white to make a difference in color from the red ADA domes,
concrete will need to cure before opening. Engineer Wagner said the trails should will be open by Labor
Day. Mayor Stockamp noted this could be a concern if not opened by the time school starts.
Planner Licht said the comprehensive plan amendment was considered by the Planning Commission, the
developer from Bancor had a conflict with the meeting tonight and will be presented at the August 91h
meeting. Bancor also requested a meeting with staff to discuss their application. Mayor Stockamp asked
what would happen if they proposed a change? Planner Licht stated the proposed changes would need
to go back to the Planning Commission. CM Darkenwald asked if there is a change and the changed
application is denied, how long before they can resubmit? Planner Licht said same request would need
to wait 6 to 12 months before reconsideration.
CM Moores asked if Heritage Hill residents would be receiving notice? Engineer Wagner said two letters
have been sent to the residents and staff has posted on the website. Engineer Wagner added, about six
residents have requested to have their driveways completed at the same time at the project.
Sergeant Oltmans visited with the residents that live on Packard Avenue NE regarding the issues
discussed at open forum. The residents are very supportive of the law enforcement and have offered
their driveways as a place for the Wright County Sheriff's to watch for speeders. The residents agreed
that a speed limit change is not going to stop the speeders.

Wright County Sheriff's Office staff have been busy responding to calls. Their department is working
with Hennepin County on felony level crimes and analytics.
CM Dahl asked if a temporary speed bump could be installed on Packard Avenue NE. Mayor Stockamp
stated they cause issues and City staff would not support.
