Roll Call: Otsego City Council: Mayor Jessica Stockamp,
Councilmembers Tom Darkenwald and Vern Heidner.
Absent: Councilmember Dan Scharber.
Otsego Staff: City Administrator Michael Robertson, Finance
Director Gary Groen, City Clerk Tami Loff and City Attorney
Andy MacArthur.
Review of Council Appointment Process: City Attorney
MacArthur reviewed the process for filling former
Councilmember Thorstad's seat. Council was in consensus that
they would seek applications for the Council seat. The
applications would be due on November 23, 2009 and they would
interview applicants on December 7, 2009 with the appointed
person to start their position on January 11, 2010. Staff
was directed to prepare a draft of the process for approval
at the next Council meeting.
Other Business: City Attorney MacArthur reviewed the next
step in the appeal process for the Hospital District
decision.
City Administrator Robertson was directed to contact the City
of Albertville regarding an Otsego Creek Authority meeting.
Finance Director Groen reviewed printing costs for the Otsego
Newsletter.
Administrator Robertson reviewed costs for the installation
of City identification signs on State highway 10. Council
consensus was to put this on the claims list.
With no further business the meeting was adjourned at 6:56

Otsego Staff: City Administrator Michael Robertson and

Newsletter Interviews: The City Council interviewed five
applicants to be the editor of the Otsego Newsletter.
Brink PR - Pat Brink, 16126 71St Lane, Otsego. Mr. Brink was
Communications Manager of the City of Eden Prairie for three
years. He also worked for the City of Plymouth, Southwest
Transit and has been a television reporter. In addition to
graphics and writing he also does photography and has
experience in crisis communications. He has run his own
business since 2007. He suggested several story ideas and
recommended that the newsletter go to color presentation and
more photographs as a way to increase attention and
readership.
Desktop Impressions - Kristin Pechman, 7189 Gray Heron Drive,
Lino Lakes. She was the newsletter editor and webmaster of
the City of Little Canada until starting her own business in
2008. She specializes in local government, having many
municipal clients. She has also done web page design and
consulting and would be happy to assist the City in that
area. Her price is based on the City writing all articles,
she would just do the graphics and lay out. If the City
wanted her to do some writing each issue her price would
increase.
Jacquie Rognli, 8928 Ohland Avenue, Otsego. Jacquie has
edited the newsletter since it started in 1990. She also
does the newsletter for her lake association. Though she
would work with color if requested she thinks that black and
white newsletters emphasize content more.
Kasper Grafix - Lynne Kasper, 15549 95th Street, Otsego. She
has done graphic design since 1996. She works at the Star
News but does other work on the side. She does the Three
Rivers Soccer Association (TRSA) newsletter and has done work
for the Otsego Festival. She would be available after 4:00
p.m. to work with staff or attend any meetings.
Kim Welter Graphic Design - Kim Welter, 15396 81st Court,
Otsego. She has been a graphic designer since 1997. She has
run her own business for 6 years. Her clients have included
Land O Lakes, Wells Fargo, Ecolab, Target and Cargill. She
does photography as well. She had several suggestions for
improving the newsletter including using color and enhanced
graphics. She also had some suggestions for the City web
site.
Mayor Stockamp thanked all presenters for their interest.
Other Business: None.
