of 90th Street.

BACKGROUND/JUSTIFICATION:
Quantrelle Avenue south of 90th Street provides access to two commercial office buildings, the Highway
101 Market, and Mississippi Riverwood RV campground that terminates in a cul-de-sac. City staff has
received complaints about parking of RVs, boat trailers, and semi-tractor trailers along the street that is
impeding turning movements in the cul-de-sac. The parking along the street and within the cul-de-sac
specifically has potential to interfere with emergency vehicle access to the area.
To prevent congestion in the public street and protect public safety, the City Code establishes that the City
Council may designate parking zones upon City streets. City staff recommends that Quantrelle Avenue
south of 90th Street be designated as a no parking zone. Enforcement of the parking zone would be the
responsibility of the Wright County Sheriff’s Office as part of their contracted services.

RESOLUTION NO: 2021-65
ESTABLISHING NO PARKING ZONE ON
QUANTRELLE AVENUE SOUTH OF 90TH STREET
WHEREAS, Quantrelle Avenue is a street extending south of 90th Street terminating in a cul-de-sac; and,
WHEREAS, the 2012 Comprehensive Plan designates Quantrelle Avenue as a local commercial street
providing access to abutting properties; and,
WHEREAS, on-street parking of vehicles on these streets may cause congestion and reduce access by
emergency vehicles, which is a risk to public health safety and welfare; and,
WHEREAS, Section 7-2-2.A.1 of the City Code authorizes the City Council to designate parking zones by
resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. That both sides of Quantrelle Avenue south of 90th Street including the cul-de-sac terminus shall
be designated a no parking zone and will be posted with appropriate signage.
