09-26-96 OHPC MINCITY OF OTSEGO - HERITAGE PRESERVATION COMMISSION Meeting - Thursday, September 26,, 1996 Otsego City Hall The meeting was called to order at 7:05 by chr. Joy Swenson. Members present: Janet Bridgland, Arlene Holen, Frieda Lobeck, Joan Nichols, Elaine Norin, Norman Schwanbeck, Joy Swenson and CM Suzanne Ackerman. Norm moved to approve the minutes of the August 22, 1996 meeting; seconded by Frieda; motion carried. Copies of informal minutes of the special meeting on September 18 to finalize plans for Heritage Day were distributed. The scheduled speaker, Mike Koop, was not present. Jeff Bartheld from the Parks and Rec Commission reported that the City Council had approved moving the old town hall to the SE corner of the new City Hall pro- perty. They propose to use it for educational and community meetings and as a shelter building. The OHPC had approved their moving and use of the building at the March 28, 1996 meeting. It was pointed out that there are a number of laws regarding use of such buildings by the public, such as handicap access, rest rooms, etc. These should be investigated. Jeff also requested that the OHPC join with Parks & Rec in the next Appreciation Day in July. No agreement was reached. Joy reported she received a call from Bob Kermis asking the commission to evaluate the old home at 9060 NE 95th Street for historical significance as the present owners, Scott and Gary Moehlmann, are planning to demolish it. There wasn't time to have a commission meeting so the chair visited the home and examined it care- fully. She also contacted Alva Hamlet who showed her the abstract of the property. The house was built by DAna Hamlet in 1885, but the changes to the structure have been major and extensive. As a result, little of the original structure remains unchanged and it is felt that no historic value will be lost by the destruction of the building. Joy will take pictures of the unusual cellar area before the house is destroyed. Arlene moved that the OHPC recommend to the Otsego Council that the request to remove the house at 9060 NE 95th Street (PID # 118 - 029 - 001010) be approved since the extensive modifications to the structure have de- stroyed any historical value. Seconded by Joan. Motion carried. Norm reported that plans for Heritage Day were completed. Janet agreed to act as MC, Joy will be official hostess, welcoming people and directing them to the sign in table, food service, exhibits, etc. Elaine and FRieda will handle the sign in. table and make the name tags for guests. Joan will sell the books. Norm repor- ted that Lutheran Brotherhood had granted us $500.00 toward production of the book. The check will be issued in December. It was agreed that free books should be given to Minnesota, Wright County and Sherburne County Historical Societies, Monticello, Elk River and Buffalo Libraries, and the City of Otsego office. The total cost of the 100 books was $1,354.68 ($13.55 each). Norm moved that we sell them for $15.00 each. This would cover the 7 "free" books. Arlene seconded: motion carried. Joan agreed to keep records of sales and turn proceeds over to the City. Elaine reviewed the proposed printed program for Heritage Day. Minor revisions were made. She will have City staff type and print it and will also prepare and type two "handouts" - one about the cemetery project and one with excerpts from "Woman In The Wilderness". Joy stated that the videos taken last year are lost but that she took still pictures which will be displayed. The meeting adjourned at 9:05. Elaine Norin, Secretary
