REQUEST FOR PROPOSALS
CITY OF OTSEGO HISTORIC CONTEXT STUDY
The City of Otsego, a Certified Local Government, through its Heritage Preservation
Commission, is seeking proposals from qualified consultants to develop a historic context
study. The study will include five to ten historic contexts and will be used as a basis for
preservation planning.
Fifty percent of the project cost will be funded by a grant of $5,000 from the National
Park Service, Department of the Interior, through the Minnesota Historical Society under
the provisions of the National Historic Preservation Act. The balance will be financed by
matching funds and in-kind services totaling $5319 from the City of Otsego.
BACKGROUND
Otsego is located on the south side of the Mississippi River east of Monticello and south
and west of Elk River. Principally an agricultural community, Otsego was first settled in
the early 1850s. It officially became a city in 1990. The Otsego Historic Preservation
Commission (OHPC) was formed in 1994 and obtained Certified Local Government status
for the city in June 1996.
In 1976 the Minnesota Department of Natural Resources carried out an archaeological
survey of the Mississippi River corridor, including the area bordering what was then
Otsego Township. The State Historic Preservation Office conducted a reconnaissance -
level survey of archaeological resources in 1978, which identified five historic sites within
the Otsego Township boundaries.
The OHPC has conducted an informal, preliminary survey of historic sites within the city,
identifying some 70 properties of potential interest. In October 1996, Otsego's boundaries
were expanded to include Frankfort Township, an area of early settlement on the Crow
River across from Dayton. Because of Otsego's location on the Mississippi River and the
recent annexation of Frankfort Township, it is likely that additional archaeological sites
could be identified within the city limits.
Otsego's relatively close proximity to the Twin Cities metropolitan area means that the
city will be subject to increasing development pressures, as witnessed by the rapid
expansion of the Twin Cities - St. Cloud corridor. Preparation of a historic context study
will assist the community in making informed decisions regarding development proposals
that could potentially impact sensitive archaeological and historic sites.
PROJECT SCOPE
This project will produce a historic context study that develops five to ten historic
contexts. These contexts will be described in a written report that will include the
following:
1. Identification and evaluation of five to ten historic contexts that represent the city's
physical growth and development for the period between 1850 and 1970.
2. A preliminary listing of specific buildings and sites known as property types that
represent each historic context.
3. A usable document that can effectively assist the Planning and Zoning Commission and
other public officials in considering cultural resources during comprehensive planning
efforts.
The final report should conform to the standards and guidelines specified in the most
current edition of Minnesota's SHPO's "Guidelines for Architectural/History Projects."
One unbound hard copy and one computer disk copy of the report will be required.
The Chairperson of the OHPC will coordinate the project. Members of the OHPC will
assist the consultant in conducting research as appropriate.
PROJECT SCHEDULE
1. The City expects to enter into a contract in late October 1997.
2. The OHPC will set up a meeting between Commission members, Minnesota Historical
Society staff, and the consultant wthin thirty days of consultant selection to review the
scope of the project.
3. The consultant will submit a brief Monthly Progress Report by the first of each month
beginning in December for the duration of the project.
4. The consultant will submit a preliminary list of historic contexts to the OHPC by
February 1, 1998.
5. The consultant will submit a draft of the context report to the OHPC by April 1, 1998.
6. The final context report must be completed and submitted to the OI -IPC by June 1,
1998.
THE PROPOSAL
Only persons or firms that meet the Secretary of the Interior's Standards for Archaeology
and Historic Preservation and project personnel that meet the Secretary of the Interior's
Professional Qualifications Standards (as printed in the Federal Register of September 29,
1983) can be contracted for this work.
Full and equal consideration will be given to any person, regardless of race, creed or color,
who is a citizen of the United States or a resident alien, and is qualified and available to
perform the work to which this proposal relates.
Complete proposals must be received at City hall by 4:30 p.m. Friday October 10, 1997.
The proposal should:
1. Provide proposer(s)'s resume, including work experience, education, and publications.
This should specifically indicate that the proposer(s) meet the Secretary of the Interior's
Professional Qualifications Standards for Archaeology and Historic Preservation.
2. Affirm the proposer's ability to meet the schedule.
3. Provide a short list of relevant contract work completed by the proposer under the
Secretary of Interior's Planning Standards, or describe the proposer's knowledge of the
Secretary of Interior's Planning Standards.
4. Provide references with telephone numbers. These should include City -HPC staff and
officials involved in the CLG contract work.
5. Provide an example of work pertinent to the proposal. Materials will be returned.
6. Describe the approach, methods, and resources to be used to research historic contexts.
7. If persons other than the principal proposer will do some or all of the work, please note
those persons, their qualifications, and the work they will do on this project.
8. Quote the rate structure and total cost to be billed to the City for the completion of the
described scope of work and final products. (See attached project budget.)
The City of Otsego will consider all proposals received and make the contract award on
the basis of the applicant(s)' experience and qualifications, the proposed method and
products, and the total cost to be charged to the City. Interviews may be required if the
HPC determines that they would be helpful in making a decision. The City reserves the
right to reject any or all proposals and to waive minor irregularities which do not reflect
the proposer's ability to complete the work as required.
SUBMISSION OF PROPOSALS
Three (3) copies of the proposal must be received no later than 4:30 p.m. October 10,

Reimbursement Schedule: The CITY will be reimbursed, in total amount not to exceed $5,000, for the
actual amounts expended under the federal (HPF) portion of the budget. The CITY must submit a Request
for Reimbursement Form along with appropriate fiscal documentation, Final Products, and Project
Director's Report to the SOCIETY'S Grants Office no later than July 15, 1998. All project work must be
completed no later than June 30, 1998.
