02-16-21 Parks & Rec Minutes ITEM 3.1 OTSEGO PARKS AND RECREATION City Hall February 16, 2021 7:00 PM Call to Order. Chair Angie Dehn called the meeting to order at 7:00 PM. Roll Call: Chair Angie Dehn; Commissioners: Kitty Baltos, Doug Cassady, Angela Hilde(*), Liz Benoit(*) Matt Killam(*) Jim Breitbach(*) and Corey Tanner(*) City Council: Mayor Jessica Stockamp and Council member Brittany Moores Staff: Ross Demant, Parks and Recreation Director, Nick Jacobs, Parks and Recreation Operation Coordinator and Connie Schwecke Recreation Coordinator. This meeting is proceeding under MN State Statute 13D.021 allowing members to appear by telephone or video conference due to the ongoing health pandemic and state of emergency. For the record, the chair, other commissioners and staff were present in- person. Those indicated with a (*) attended via video conference. 1. Open Forum. 2. Consider Agenda Approval. Commissioner Baltos motioned to approve the amended agenda adding ITEM 5.4 School District Maintenance Agreement. Seconded by Chair Dehn. All in favor. Motion carried. 3. Consider Meeting Minutes. 3.1 December 15, 2020 Regular Meeting Minutes. Chair Dehn motioned to recommend to the City Council to approve all meeting minutes as written. Seconded by Commissioner Baltos. All in favor. Motion carried. 4. Unfinished Business. 5. New Business. 5.1 Camp Toyoyo. Parks and Recreation Coordinator Schwecke introduced Mr. Kokiro and Mr. Ongeri who organize an annual multicultural soccer tournament event, Camp Toyoyo. They stated, since 2009, their mission is to bring families and communities together and the proceeds from the tournament fund scholarships for students who show financial need. Mr. Kokiro and Mr. Ongeri stated they are both Otsego residents and wanted to bring this event to the City. After discussion, staff stated they would continue to update the commission on the planning of this event. 5.2 Ballfield and River Access Improvements. ITEM 3.1 Parks and Recreation Director Demant presented report. Demant reviewed and discussed these projects as being identified as a priority in the Parks and Recreation System Master Plan. Demant indicated the council, commissioners, staff and community would have input in the initial planning stages. After discussion, the commissioners agreed to move forward with this recommendation. Commissioner Baltos motioned to recommend to the City Council to approve the proposal from HKGI for park planning service for $27,150. Seconded by Chair Dehn. All in favor. Motion carried 5.3 Eagle Scout Application. Parks and Recreation Operation Coordinator Jacobs introduced and discussed an updated Eagle Scout application form. Commissioner Baltos suggested adding, on the form, wording regarding a waiver of liability. Parks and Recreation Director Demant agreed and stated the city attorney would review this form. After discussion, the commissioners agreed to move forward with this updated Eagle Scout Application form. 5.4 School District Maintenance Agreement. Parks and Recreation Director Demant presented report. Demant discussed the maintenance ballfield agreement with the School District and the City. Commissioner Cassidy questioned who would schedule the fields. Demant said the school district would schedule their fields but the city would continue to schedule all city fields. After discussion, the commissioners agreed to move forward in pursuing an agreement. Commissioner Cassady motioned to recommend to the City Council to pursue an agreement with the School District for the City to provide ball maintenance at the School District playfields located in the City of Otsego. Seconded by Chair Dehn. All in favor. Motion carried 6. Parks and Recreation Update. Parks and Recreation Director Demant presented update. Demant stated that this was Doug Cassady last night as a commissioner and thanked him for his many years of service, highlighting the time when Doug was the bunny for the Egg Hunt. Parks and Recreation Coordinator Schwecke discussed the new spring and summer programming as well as the Egg Hunt Event schedule for March 27. 7. City Council Reports. Mayor Jessica Stockamp presented City Council Report. 8. Adjourn. Commissioner Baltos motioned to adjourn. Seconded by Commissioner Cassady in favor. Motion carried. Adjourned at 8:34P.M.
