OTSEGO PRAIRIE FESTIVAL Otsego became a City in 1990 and community leaders soon identified the need for an annual festival to unite residents. The first Otsego Festival in its current form was held in 2002 and was initially organized by a volunteer committee, headed by resident Rose Cassady, who wanted to establish an annual event in Otsego whereby neighbors and businesses could come together each September as an annual tradition. Supported by the City of Otsego, the volunteer committee was very successful at attracting a wide variety of exhibitors, vendors and activities to Prairie Park with annual attendance of more than 5,000 people typical each year. This year the City of Otsego will be holding the 20th Prairie Festival. The City of Otsego took the lead planning in 2013, and that is when the name changed to what we know as the Otsego Prairie Festival. Starting at 10 a.m. on September 18, 2021 at Prairie Park, the Otsego Prairie Festival will feature familiar events and activities that so many have enjoyed in previous years. We are welcoming displays by food vendors, community groups, religious organizations, instructional classes, health and wellness providers, personal services, etc. this year’s event. This year there will also be many exciting new attractions not the least of which is live music from 5 p.m. to 8 p.m. to be followed by FIREWORKS ! GREAT RIVER ROAD Otsego is located along Minnesota’s Great River Road, a network of roadways offering river experiences in a parkway setting. It spans 565 miles and goes through 43 communities in Minnesota. The entire span of the Great River Road is 3,000 miles beginning at the Canada border and ending at the Gulf of Mexico. MRT – MISSISSIPPI RIVER TRAILS Minnesota’s segment of the Mississippi River Trail bikeway follows the river roughly 600 miles from its source at Itasca State Park to the Iowa border. Located largely on road shoulders, the route also includes segments of scenic state, regional and local trails. I would like to be the first to officially invite you to the upcoming Otsego Prairie Festival on September 18th between 10 a.m. and 10:30 p.m. I anticipate this year will be even bigger and better as we are all getting back to normal and getting out after this past year. Whether this is your 20th year of attending or your first time ever, I will share some of the highlights of the festival in hopes you can come and check it out! Again this year there will be FREE inflatables and laser tag which are being offered thanks to a generous sponsorship from the Bank of Elk River. The committee organizing the event has also told me that it is a priority to having more food trucks so plan to support those that are part of the fun event. We will also have the usual crowd favorites at the Prairie Festival that include a classic car show, petting zoo, touch-a-truck, local businesses and exhibits, and live entertainment throughout the day under the tent and pavilion. The Otsego Lions are increasing their partnership in the Prairie Festival and providing a pancake breakfast, bingo, bean bag tournament, and all-day beer garden. Hydrant flushing is necessary to test the hydrants and to also remove sediment buildup. In accordance with Minnesota Statutes, the financial statements within the Report must be audited on an annual basis, which was completed by BerganKDV. On June 14, BerganKDV presented their opinion on the financial statements to the City Council, with the City receiving an Unmodified Opinion, also known as a clean opinion, and is the best opinion that can be given. Summary information regarding the City’s financials are provided below. Certificate of Achievement The Government Finance Officers Association of the United States and Canada (GFOA) awarded a Certificate of Achievement for Excellence in Financial Reporting to the City of Otsego for its 2019 Comprehensive Annual Financial Report. The City first applied for this award in 2012, and has received the award every year since. In order to be awarded a Certificate of Achievement, the City must publish an easily readable and efficiently organized comprehensive annual financial report. The report must satisfy both accounting principles generally accepted in the United States and applicable federal, state and local legal requirements. A Certificate of Achievement is valid for a period of one year. It is expected that the 2020 report conforms to the Certificate of Achievement program requirements. It has been submitted to the GFOA to determine the City’s eligibility for another Certificate. Governmental Funds The City’s governmental funds account for all operations, capital projects and debt payments, with the exception of the public utilities of water, sanitary sewer, and storm water. Those funds are excluded as they are operated like businesses and are intended to be self-sufficient. Utility Operations The City of Otsego operates public Water, Sanitary Sewer and Storm Water Utility Systems, with nearly 4,400 customers. The Utility operations are not included with Governmental Fund operations and are not funded through the property tax levy. Rather, the Utility operations are fully self-funded through user charges to the customers on the public systems. General Fund The General fund is the City’s primary fund and accounts for all of the day-to-day operations of the City. Debt The City of Otsego has five outstanding debt issues, which have been used to finance projects ranging from public streets, city buildings, and utility system infrastructure. Always feel free to contact the City Finance Director, Adam Flaherty at 763-441-4414 with any questions. 4 2021 Fall Otsego View BRIDGING GENERATIONS TO COME: CARRICK’S LANDING BRIDGE For the Otsego and Guardian Angels residents, commuting to the Mississippi River has just been made a lot easier thanks to the newly built Carrick’s Landing Bridge. Although this bridge was built back in January, it has recently opened following a celebration and ribbon cutting. This bridge now allows the residents of Guardian Angels Riverview Landing and pedestrians visiting the park land easier access to the river. Establishing the Blueprints Prior to the bridge, the walk to the Mississippi River was much longer as you had to go around the nearby retention pond. The 1-mile-long walk made it difficult for many residents to easily enjoy the boat and fishing traffic the Mississippi offers. “The concept of Carrick’s Landing Bridge was born once we saw the need to cut the walk to the river in half. We were able to get together with the City of Otsego and discuss using our funds towards the bridge being built.” Said Dan Dixon, CEO of Guardian Angels Senior Services. Guardian Angels Riverview Landing is one of the newest locations, opening in 2018. This senior living center was built on former farmland next to the Crow river, a tributary of the Mississippi, after it was sold for commercial development. Once CEO Dan Dixon saw the land for sale, he knew he wanted to expand Guardian Angels and offer a beautiful home to many right next to the riverbed. The new 32,000-ton bridge gives the community access to the outdoor activities they love most. This bridge has become a way for the community of Otsego to connect in ways we didn’t know were possible. “When this bridge was built, we knew it was going to be special. Whether you’re walking to Target, headed down the street to the park, or simply setting the garbage can out on the curb you’ve become part of the roadway system. 2019 and then 2020 were the worst years for pedestrian-related traffic deaths in over 30 years. How to avoid these accidents is something that everyone in Otsego should be considering. I think it goes without saying, but if you’re a driver, you have to pay attention, and especially pay attention to that speedometer. I think we all could do some thinking and self-reflection about what distractions we have going on in our car and how that affects our ability to react to our surroundings on the road. As a pedestrian, there’s something called the NHTSA (National Highway Traffic Safety Administration) walkability checklist. There you will find all sorts of things you may not have considered about walking around our community as it pertains to how safe you are and what items our trail system could improve on. Maybe something as simple as an overgrown tree could be affecting sight lines, or street lights could be out, or habitual issues with rude drivers. These are all items that can be reported to the city or the Sheriff’s Office. Many of the issues on that checklist are reportable via the City of Otsego phone app. With another school being built and kids going back to in- person schooling, there’s likely something small we can all do to improve our pedestrian safety. Have the conversations with your kids that not all drivers out there are paying attention, and to be predictable by using cross walks and being visible. Speaking of predictability, can we talk about roundabouts? Love them or hate them, roundabouts are here to stay. Again, a common theme for successful navigation of these intersections is to slow down. Slowing down prior to the roundabout can help you get a feel for the flow of traffic and the ability to merge and blend in safely. We do get questions about the new roundabouts and one of the most common is whether or not it’s required to use a turn signal when you exit. Minnesota statute has a specific line in the turn signal statute that essentially says when you are exiting a roundabout, you are exempt from being required to use your blinker. One of the other questions we get is about large trucks and their use of multiple lanes and part of the inside of the curb. All we can suggest is that commercial vehicle drivers have a hard enough job the way it is and to give them as much room as you can when you see them heading through a roundabout. The use of roundabouts has been studied and MNDOT shows that they decrease fatal crashes at those intersections by 86%. We think it will take some getting used to but roundabouts may soon show their worth in our safety numbers. Have questions or concerns about pedestrian safety or roundabouts in Otsego? I have lived in Otsego for the past 11 years. In my free time, I like to spend time with my family (Mom, Dad, Sister, Nephew Levi, and Niece Milly) either on a lake in a boat, three-wheeling in a field or playing sports! The part of my job that brings me the most joy is working outside all day, and working with a really good group of people. I applied for the City of Otsego since I was looking for a career change after working with Elk River in a seasonal position. Next year check out City of Otsego Parks and Recreation page to get your party registered! 9www.ci.otsego.mn.us CITY OF OTSEGO CLEAN-UP DAY The City of Otsego held its first annual Clean-up Day on Saturday, May 22nd from 8 a.m. to noon at the City Hall/Public Works Facility. While the weather was hot, we had a great turnout with approximately 147 vehicles with many of those making multiple trips to discard their unwanted items. Items Collected: • 153 appliances/electronics • 252 bulbs • 129 tires • 4.07 tons of scrap steel • 35 vehicles with mix junk/household garbage • 63 mattresses/box springs/couches • 75 gallons of used antifreeze • 240 gallons of used motor oil Staff would once again like to take the opportunity to thank those residents who participated in this event and made this event so successful. MAILBOX INFORMATION Each fall, residents should remember to review mailbox standards to evaluate the construction and sturdiness of your mailbox prior to the snowplow season. Mailboxes can be vulnerable to damage from snow removal operations. When you review your mailbox, make sure it is installed so that the bottom edge is 45” to 48” above street level; with the post 20” back from the curb or front of the box. That amount of clearance is needed to keep the plow’s wing from hitting the box. These are standards that are set by the United States Postal Service. If there are any plastic newspaper tubes attached to the mailbox, they should be above 45” height requirement as well. Check to make sure the construction is stable enough to withstand the force of the wet snow and ice coming off of the wing of the snowplow. The City does not assume liability for mailboxes damaged during normal plowing operations unless it is determined the plow made direct contact with a mailbox meeting the installation requirements. Decorative and plastic mailboxes are not within the requirements and will not be replaced if damaged. Always check with your local Postmaster for approval on custom-made boxes. If you do not have a raised curb, also ask your local Postmaster for guidance on placement of mailbox from the side of the street. As a reminder, Otsego properties are served by five post offices, each with a separate zip code. The City has worked with each of the Postmasters to allow residents to use “Otsego” as their address to strengthen community identity and recognition. In 1925, President Calvin Coolidge proclaimed Fire Prevention Week a national observance. This year the topic is “Learn the Sounds of Fire Safety.” This encourages individuals to know what to expect if a smoke or carbon monoxide alarm goes off, and to ensure your alarm has working batteries. FPW encourages a plan to be put in place for if a sound is heard. If you know someone who is hearing impaired, there are options to ensure they are alerted, check out nfpa.org for information on different types of alert systems. • Smoke alarms should be tested every year and batteries replaced • Smoke alarms and carbon monoxide detectors should be changed out every 10 years • Fire Prevention Week is annually during the week of October 9th; for 2021, FPW is October 3rd through 9th! MEET THE PEOPLE OF OTSEGO MEET THE PEOPLE OF OTSEGO: HAILEY LOFF, RECREATION LEAD STAFF HOW MANY YEARS HAVE YOU WORKED FOR THE CITY OF OTSEGO? I have worked for the City of Otsego for a total of seven years. WHAT IS AN AVERAGE DAY IN YOUR JOB? I work for Otsego Parks and Recreation full time in the summer. A big part of why I love my job is that I get the chance to do so many different things. My mornings are typically spent outside with the kids for sports camps including soccer, multisport, ninja, and t-ball. I also get to help out with our Entertainment in The Park on Tuesday mornings. The rest of my day consists of working on the behind-the-scenes stuff like lesson planning for camps, Soccer League, T-Ball league, Farmers Market, and coming up with new fun ideas for future years. Not only do I get the opportunity to work with children, but I also get to spend some time with some of our seniors in Otsego and help call for our free bingo we provide for seniors. WHAT IS YOUR FAVORITE PARK AND WHY? My favorite park is Prairie Park. Prairie Park has so many different activities for everyone of all ages to partake in and a nice walking trail. It is always very full of people smiling, having a good time, and being active. WHAT PART OF YOUR JOB BRINGS YOU THE MOST JOY? My favorite part of my job is being able to work with kids at such a young age. It brings me a lot of joy to put a smile on a child’s face and seeing them laughing and having a good time. I love watching as they learn new skills and interact with the coaches and other teammates. It’s the kids that make it really enjoyable for me to come to work every day. Lastly, I enjoy being a leader and doing what I can to be a good role model to the other recreation staff. WHAT ARE YOUR HOBBIES? When I am not working, I try to be outside as much as possible. I absolutely love being out on the water whenever I get the chance to and in whatever way I can. Some other hobbies I enjoy include crafting, biking, running, and reading. Avoid letting your dog do his business within 200 feet of a water body. And of course, never throw dog waste into a storm drain!
