03-25-99 OHPC MINCity of Otsego - He Preservation Commission Thursday, March 25, 1999 Chair Ron Black called the meeting to order at 7:00 PM. Joanie Nichols, Frieda Lobeck, Elaine Norin, and Joy Swenson were present. Norm Schwanbeck, Arlene Holen (excused) and Alternate Janet Bridgland were absent. Council member Suzanne Ackerman attended. FRIEDA MOVED TO APPROVE THE MINUTES OF THE MARCH 25,1999 MEETING. SECONDED BY JOY. MOTION CARRIED. Joy will call Charlie Nelson at the Minnesota Historical Society about the Peavey/McDonald house and the old town hall site. Softronics sent a written quote for the cost ($2,630.55) for a scanner. . RON MOVED THE OHPC ACCEPT THE QUOTE OF SOFTRONICS AND ASK MIKE ROBERTSON TO MAKE THE PURCHASE. SECONDED BY JOY. MOTION CARRIED. The commission discussed Robert Vogel's recommendation to go through the process of designating a heritage preservation district and suggested the part of the original townsite that includes the Peavey/McDonald house, the school building and former city hall, and the old town hall as a heritage preservation site. Ron will ask Mike Robertson to contact Northwest Area Consultants (NAC) about the process. Joy will call Robert Vogel for an estimate to consult for the process of designating a heritage preservation site. Ron asked the commission members to review the eight criteria in the city ordinance for designating heritage preservation sites and to jot down our notes. The OHPC would need to document our reason for proposing a site for heritage preservation. Joy submitted tapes of interviews with Dorothy Baker, Guy Baker, Paul LaPlant, Florence Davis Peavey, Jerry Perrault, Alice Larson, Mae Gehren Beck and Norman Schwanbeck. The tapes were put in the heritage room. The OHPC received an invitation from Redeemer Missionary Baptist Church in Minneapolis to hear speaker Roger Kennedy on April 12, 1999 to celebrate the campaign to restore, renovate and preserve the church.
