06-28-01 OHPC MINCity of Otsego - Heritage Preservation Commission Thursday, June 28, 2001 Chair Joy Swenson called the meeting to order at 7:15 PM. Joanie Nichols, Elaine Norin, Arlene Holen, Frieda Lobeck, and Norm Schwanbeck were present. Sharon Carter was absent. Council member Jerry Struthers arrived at 7:20 PM. City planner Dan Licht was present. ELAINE MOVED TO APPROVE THE MINUTES OF THE MAY 24, 2001 MEETING. SECONDED BY FRIEDA. MOTION CARRIED. Frieda reported there had been no book sales as of June 25, 2001 since the last book report. A written report was not submitted. Sales on June 28, 2001 in the amount of $39.00 will be reflected in the written book report for July. Joy talked with Charlie Nelson from Minnesota Historical Society about the old town hall. He is not familiar with this building. He will get back to Joy when he has a chance to get to look at it. NORM MOVED THAT WITHIN 90 DAYS WE RECEIVE CREDIBLE INFORMATION FROM MHS (CHARLIE NELSON) FOR THE OHPC TO BE ABLE TO MAKE A DECISION ABOUT WHAT THEY WANT TO DO WITH THE OLD TOWN HALL BUILDING. SECONDED BY ELAINE. MOTION CARRIED WITH A SPLIT VOTE. ELAINE, NORM, FRIEDA AND ARLENE VOTED IN FAVOR OF THE MOTION. JOANIE AND JOY VOTED AGAINST THE MOTION. FRIEDA MOVED FOR ELAINE TO WRITE A LETTER (FOR JOYTO SIGN) TO MHS TO THE ATTENTION OF CHARLIE NELSON CONFIRMING JOY'S CONVERSATION WITH HIM, NORM SECONDED. MOTION CARRIED WITH A SPLIT VOTE. NORM, FRIEDA AND ARLENE VOTED IN FAVOR OF THE MOTION. JOANIE AND JOY VOTED AGAINST THE MOTION. ELAINE ABSTAINED FROM VOTING ON THIS MOTION. FRIEDA MOVED WE WITHDRAW (RESCIND) THE PREVIOUS ACTION. SECONDED BY ELAINE. MOTION CARRIED UNAMAMOUSLY. ARLENE MOVED TO HAVE JOY SEND CHARLIE NELSON AT MHS A LETTER CONFIRNG THEIR CONVERSATION AND SEND HIM INSTRUCTIONS AND TO COPY THE COMMISSION. ELAINE SECONDED. MOTION CARRIED UNAMAOULSY. Joy placed a call to Mike Robertson to see if it is possible for the OHPC to tour the McDonald house. She is.waiting for him to return the call. Joy talked to City Hall about Heritage Day. September 23 is available. Joy will talk to Jacqie Rognli to see if she can help with the presentation or program. ELAINE MOVED THAT WE DEVELOP A PROGRAM ABOUT THE HISTORIC SIGNIFICANCE OF EXISTING BARNS IS OTSEGO, TO BE PRESENTED IN VISUAL FORM SUCH AS A SLIDE SHOW. SECONDED BY NORM. MOTION CARRIED UNANAMOUSLY. City planner Dan Licht talked about the progress and requirements for designating an historic preservation district. More information is needed from us for a district to be designated. He asked if we wanted to start with the McDonald house or the cemetery and suggested the cemetery would be a good site to start with. NORM MOVED THE OHPC PURSUE THE CEMETARY AS THE INITIAL SITE TO BE DESIGNATED AS AN HISTORIC SITE. SECONDED BY ARLENE. MOTION CARRIED UNANAMOUSLY. Elaine will put information together regarding the cemetery and put it in Dan's mailbox at city hall. Frieda moved to adjourn, Norm seconded. The meeting adjourned at 8:50 PM.
