11-21-02 OHPC MINCity of Otsego - Heritage Preservation Commission Thursday, November 21, 2002 Chair Elaine Norin called the meeting to order at 6:30 P.M., Sharon Carter, Arlene Holen, Frieda Lobeck and Joy Swenson were present. Council member Jerry Struthers was present. FRIEDA MOVED TO APPROVE THE MINUTES OF THE OCTOBER 24, 2002 MEETING AS PRINTED. SECONDED BY ARLENE. MOTION CARRIED. Frieda submitted an updated written book report. A copy is attached. Three guests were in attendance: Jeanine Christensen, Chris Wilson, and Joel Coles. Information was provided regarding the applicant questionnaire for the Otsego Heritage Preservation Commission. The commission terms for Frieda, Arlene, and Sharon end December 31, 2002. Pictures of the Old Town Hall, taken in October, were passed around. Joy suggested including both old and new pictures of the hall in an album. Sharon suggested framing an enlargement of a new picture and an old picture. A decision was not made. Items removed from the Old Town Hall prior to it's razing included a door & window, a decoration from the roof, and some siding (4X4). These items will be stored at Elaine Norin's home until it is determined what how they will be used. Membership applications and dues have been submitted for: • The Minnesota Historical Society • Wright County Historical Society Elaine has interpreted two of the audiotapes. They are very difficult to interpret and not much information is audible. As part of piecing together Otsego's history, Jerry suggested interviewing Alvin Beaudry and Norm Frieski. Elaine questioned the budget. It proposed budget is $4891.00 for 2003. In 2002, $3891.00 was requested with $1636.19 being used. Jerry indicated budget requests should be submitted in August for the following years budget. Elaine sent a check to the author of "Daisy's Don't Tell" for the number of books received by the OHPC. Sharon suggested the Elk River Box Factory should be the next site (after the cemetery) OHPC should consider as a possible historical site. Since this is the oldest business in Otsego, we should interview the owners Sally and Gene. Sharon will contact Sally/Gene to set up a possible interview and tour of the factory. All members of the commission, the guests, and Jerry would like to be included in the tour. Sharon distributed notes regarding Terry's Cemetery Restoration & Repair. The company is based in Iowa, but workers travel to many locations across the country to restore old cemeteries. If 100 or more monuments need repair the cost is $40.00 per monument. If there are fewer than 100, the cost goes up, possibly to $150 per monument. Joel Coles has stone sculptor experience. There may be some monuments he could repair. Joel agreed take a look at the cemetery to determine how many monuments need repair and the extent of repair needed. Joy provided details for several Christmas historic presentations, including a tour of a historic house in Rockford. y' FRIEDA MOVED TO ADJOURN, ARLENE SECONDED. THE MEETING ADJOURNED AT 8:05. City parks play a big role in establishing a sense of community and City identity and their names can contribute to this. Park names can be used to identify physical features (School Knoll Park and Prairie Park), historic places (Lilly Pond Park), or significant persons. A map of existing and future park locations is attached for reference. Most of the new subdivisions within the City are named absent any local consideration or relevance (Crimson Ponds, Pheasant Ridge, Meadowlands). Alternatively, subdivision names over use significant features such as "Mississippi", "Prairie", etc. Using the landowner's identity in the subdivision name works to a limited extent except when you have many people with the same last name. The list of names for parks and subdivisions can include anything from significant physical features, historic places, or important persons particular to that area of the City or the City in general. There is no timeline for preparation of the name lists except that City Staff is already meeting with developers for the City's west sewer district and expect that subdivisions will start occurring as early as next spring.
