09-25-03 OHPC MIN11 City of Otsego - Heritage Preservation Commission 11 Thursday, September 25, 2003 Chair Ron Black called the meeting to order at 7:10 P.M. Joy Swenson, Sharon Carter, Joel Coles, Chris Wilson and Jeannine Christensen were present. Jean Schneider was absent. Council member Jerry Struthers was present. SHARON MOVED TO APPROVE THE MINUTES OF THE AUGUST 28, 2003 AS PRINTED. SECONDED BY CHRIS. MOTION CARRIED. Book Sales: Jeannine will update the book sales report next month. Heritage Day books sales was $331.90. We currently have 19 copies of the book "Daisy's Don't Tell". MOTION MADE BY RON TO SEND A CHECK FOR $9.00 PER BOOK TO THE AUTHOR. MOTION SECONDED BY JEANNINE. We have 20 copies of the "Anna" book. Our cost to the publisher is $11.25 per book, but we will sell for $15.00. MOTION MADE BY SHARON TO SELL THE BOOKS AT $15.00. MOTION SECONDED BY CHRIS. Old Business: A copy of the proposed 2004 Budget was distributed. At next month's meeting, the members of the Heritage Commission should be prepared to discuss the budget numbers and what dollar amounts they think should be allocated to each item. Ron suggested having office staff attend meetings and be responsible for taking minutes. The commission discussed the importance of an inventory all materials in the possession of the Heritage Commission. This would include photos, maps, papers, and books. An inventory of these materials should be completed and logged onto our computer. MOTION MADE BY RON TO RETAIN SERVICES OF A PROFESSIONAL TO CREATE A DATABASE ON THE HERITAGE COMMISSION COMPUTER. MOTION SECONDED BY JEANNINE. Heritage Festival: The 2003 festival was discussed. Based on comments of attendees and number of people in attendance, it was determined the 2003 Heritage Festival was a success. Instead of sending a full-page invitation to previous year's attendees, the commission will consider sending post cards in 2004. Five tables for viewing pictures and visiting and one table for children's activities are sufficient. Sharon will send a thank you to the Wright County Historical Society and Chris Wilson's friend who displayed the craft of spinning. New Business: Ron reviewed Otsego City Ordinance No. 94-9, Section 20-75 with commission members. NOTE: CORRECTION TO THE MAY 2003 MINUTES. MOTION MADE BY SHARON TO MAKE THE MCDONALD/PEAVEY HOUSE, OLD SCHOOL AND SURROUNDING PROPERTY A HISTORIC PRESERVATION DISTRICT. MOTION WAS SECONDED BY RON. The first step will be to ask the City Council for a study of the area. Prior to next months meeting, members should read the 5-20-99 memo from Dan Light regarding the Designation of Historic Sites process. Dan Light will attend the October 25 commission meeting. Several boxes from Elaine Morin are now in the Heritage area of City Hall. The boxes contain information from prior commission meetings and research materials used for the books that she wrote. Since we do not have a proper place to store files and books, we will leave the information in the boxes for now. Other Business: Ron will determine how much money is left in the Heritage Commission's 2003 budget. A new scanner and printer were added to the commission's computer. Ron will find out if the new equipment was paid for by the city or from the commission's budget money. Joel questioned if an Indian Mound near Dayton should be designated a historic site. Because of the lack of documented facts, it was determined it would be difficult to have the site designated. Jerry explained a fence currently surrounds the site. Sharon attended the 2003 annual Statewide Historic Preservation Conference, held in New Ulm. She will bring handouts to the October meeting.
