10-30-91 Planning Commission MINCITY OF OTSEGO PLANNING COMMISSION MEETING OF 10/30/91 AT 8PM - PAGE 1 - MINUTES Larry Fournier called the meeting to order in Chairman Ing Roskaft's absence. Fournier noted there was a change in the minutes on Page #3 which was brought to Beatty'a attention by Ing Roskaft. The Planning Comission had revised page #3. Lewis motioned to approve the minutes with the correction of the third paragraph from the bottom of the page. Wallace seconded the motion. Motion carried unanimously. Planning Commission Members present: Mark Wallace Jim Kolles Larry Fournier Kathy Lewis Staff present: Dave Licht Elaine Beatty Council Member present: Norman F Freske At this point in the meeting, Fournier turned the floor to David Licht who started explaining the Districts. Licht stated on Pg #101 that whenever property comes into the City it would go under the lowest property classification. (Ag Land) . PAGE #103 - Sec. 51: A-1 - Ag Rural Sery Dist. Each Dist is set up W/permitted uses. Licht went over permitted uses and how they work. PAGE #104 - Essential Services: Mobile Homes for farm use is in this section Assessory uses: Went over Cond. Uses Pg #105 - Criteria to make the decision is provided Sec 4 -- Referred to Cond Use Permit that is established Licht went over Cond Uses. Pg 106: Lot area, density and setback requirements: Licht went over regulations, setbacks are set up like Co had. Pg 108 - A-2 Ag uses. Lang Range Urban Sery Area Same type of uses a Ag --1 with higher density for residential. Cond Uses are the same with major exception of Commercial Feed Lots. If there is one there now it is grandfathered in. Pg 113 - R-1 Sec 53: Residential Long Range Service District (River Frontage). Licht went over standards. Anything there now can continue, but no new farm land is permitted. No interium use (No mobile homes) . Pg 114 Cond Uses: A - Public Parks -- change to permitted uses. Sec 54: Pg 117 - R--2: Residential Immediate Service Pg 118 - A. Parks --- Change to Permitted Uses Pg 121 - A. Public Parks - Change to Permitted Uses R4, R5, etc. won't be used until some kind of Public Sewer is installed. Cond Uses: Pg 124 -- #2 Lot sizes down to 9,000 sq ft allowed CITY OF OTSEGO PLANNING COMMISSION MEETING OF 10/30/91 AT 8PM -PAGE 2 - MINUTES (From PC -91991 file) R4,5,6 and 7 will be used only when we have public sewer. Pg 140: Sec 60: Licht went over standards for mobile home lots. Pg 149 - RB will only be utalized when we have sewer and water in Otsego. Pg 156 - Bl Neighborhood business district. Would be used for convenience store, etc. Pg 158 B2: Hwy Commercial District The intersection of new #37 and 101 and 42 and 101, Licht said they have intended this District for the above areas anywhere in the City with gasoline would have to be in B2 Zoning District. Sec 65: BW Dist Bus/Warehousing District Industrial setting - Menards, Etc. possible -- Body Shop between 39 and 42 Industrial Transition District. Sec 66 -BC - Business Campus: High end/High Class Industrial Zone. Will have tough landscaping regulations, etc. Licht asked "Do you want to allow Residential uses with Industrial Uses?" You could, by Cond Use Permit. Allow people to have such a use. Fournier asked if we should look at each case induvidually. Give thought to this because we will ocme back to this said Licht. Larry Fournier stated if we allow it, there should be a designated area. Licht recommended not to allow it. At 9:30PM Wallace motioned to adjourn the meeting. Lewis seconded the motion.
