11-19-91 PR MINCity of Otsego PARKS AND RECREATION COMMISSION MINUTES OF 11-19-91 Carl Swenson called the meeting to order at 8:00 p.m. Members present: Andy Beecher Tom Constant Jacquie Rognli Richard Savitski Darlene Solberg Carl Swenson (Chairman) Mark Wallace Floyd Roden City Council Members Present: Ron Black Norman F. Freske (Mayor) Larry Fournier Doug Lindenfelser The first item on the agenda was the consideration of � ( the minutes for the � meeting of 10-8-91 Motion by Tom . Constant to approve the minutes of 10-8-91. Seconded by Jacquie Rognli. All voted in favor. Floyd Roden stated that the City Council would like to see a Park and Recreation Comprehensive Plan completed by April. A brief discussion was held on the material from Hassan Township. Carl Swenson suggested that due to the vast amount of information that they contain, it might be better to look at the material at a later date. All the material was returned to Carl Swenson. Carl Swenson welcomed Randy Cantrell, the program leader from Project Future and Dennis Moeller from the Wrigth County Extension Office. Randy Cantrell began with review of the report by SCORP (State Comprehensive Outdoor Recreation Plan) that was obtained by Jacquie Rognli. This report was an activity profile of in-state outdoor recreation time of Minnesotans by age and gender. Randy Cantrell distributed of the 1990 census information for Otsego. Mr. Cantrell compared our population ratios to that of the SCORP report to give everyone an idea of what our recreation activity preferences may be for Otsego. An example of this was the large number of youth in Otsego may point to a need for bike trails. ( � A suggestion was made by Mr. Cantrell to invite a � ~~~ speaker from the University,of Minnesota's Department of Tourism Center and from the Department of Parks and Recreation Planning for our next meeting. A discussion was held on the preparation for out- Comprehensive urComprehensive Plan up through April. It was the general agreement Wat the survey data would be the first step with February as the target month to start working on the Comprehensive Plan. Carl Swenson introduced forestry consultant Joan Spence. Joan Spence gave a presentation on what services she could offer as a volunteer forestry consultant for the city of Otsego. A report was distributed with the programs that could be used by Otsego. A brief discussion on the proposal from Hakanson Anderson Associates as park consultants. A motion by Jacquie Rognli to have letter written to Hakanson Anderson Associates to thank them for their proposal and that we would put in on file at this time. Seconded by Mark Wallace. All voted in favor. Carl Swenson stated that he would submit the letter to Hakanson Anderson Associates. Tom Constant presented the proposed snowmobile trail thru Otsego. Mr. Constant distributed a map indicating the trail and explained the process of making a trail. A discussion followed on the advantages of the trail for our city. Jacquie Rognli discussed some information she had received from the city of Ramsey on their park land acquisition. There was also some information on maps of bike trails from the Minnesota Department of Tourism that we may want to look into. Floyd Roden presented a map of the proposed Antelope Park development. A discussion was held to determine what access we should choose to have as a walking path to enter the park. There was concern on the height of the hills that the walking path would go through. Also a concern on parking near the foot path was discussed. Mark Wallace motioned that the trail that boarders the north east corner of the development based on the fact that the trail will open on to 96th Street which is a proposed MSA road and that it boarders an existing development. Second by Andy Beecher. All voted in favor. Jacquie Rognli motioned that consideration be given to the Wright County Park Commission"s feelings on access and what their trail plan is. Seconded by Darlene Solberg. All voted in favor. Park dedication fees vs. land acquisition was discussed. The possible profit from a lot vs. the up keep of the lot. Mark Wallace motioned that the City of Otsego accept park dedication fees rather than land from the Antelope Park developer. Seconded by Darlene Solberg. All voted in favor. Tom Constant motioned that the City of Otsego accept trail dedication fees from the Antelope Park developer. Seconded by Rick Savitski. All voted in favor. Darlene Solberg motioned to adjourn. Seconded by Tom Constant. All voted in favor.
