ITEM 1 Pavement Management policy0 Ot�ITY qgo F MINNESOT MEMORANDUM TO: Mayor and City Council FROM: Lori Johnson, City Administrator DATE: March 4, 2014 SUBJECT: Pavement Management Policy ITEM 7 At the February 24 Council meeting, we began discussion on the draft Pavement Management Policy by going through detailed engineering data, analysis, and recommendations. City Engineer Ron Wagner reviewed with the Council how various types and schedules of pavement maintenance affect the life span of the streets. We briefly explored various facets of street design and classification and the numerous items that need to be addressed before a street is reconstructed. The next step in the process of adopting the Policy is for the Council to discuss and come to agreement on the maintenance and reconstruction related items in the Policy. A list of the main engineering/technical decision points the Council needs to review and decide upon has been compiled by staff and is attached. For ease of discussion, the list follows the order of the sections in the Policy. At Monday's meeting staff will explain the rationale for and implications of each of these items including staff's recommendations. Some of these items are straight forward and will require little discussion. On the other hand, there are some that have far reaching consequences that the Council needs to know and thoroughly understand before agreeing to include in the City's Pavement Management Policy. Finally, as previously mentioned, the finance section will be drafted following Monday's Council decisions on and modifications to the maintenance and reconstruction sections of draft Policy. In order for the Policy to be effective, both the finance and the maintenance and reconstruction policies need to mesh together; without financial resources to fund maintenance and reconstruction, implementation of the Policy will not be successful. Pavement Management Policy March 10, 2014 Engineering Policy Decisions 1. Use of Pavement Condition Index (PCI) as pavement inventory system. 2. Review of 1/3 of streets annually; every street is visually viewed and rated every three years. 3. Streets may be placed on Preservation Maintenance when the PCI reaches 70, shall be when the PCI reaches 60, or when determined by the City Engineer. 4. Table 1: Pavement Maintenance Schedule shall be used for all new pavement unless the Council approves a deviation from the Schedule upon recommendation from the City Engineer. 5. All reconstruction will be done to Otsego's current Engineering Manual guidelines and development standards. 6. Average Daily Traffic (ADT) counts will one factor used determining a street's classification and will be used to prioritize and schedule reconstruction projects. 7. Bituminous curb will be replaced with surmountable concrete curb. 8. Reconstructed street widths may change and will be in accordance with the Reconstructed Width section of the Policy. 9. The need for infrastructure addition, expansion, and modification will be considered with each project. 10. Private water and sewer systems that are failing and are considered a health or environmental hazard will be replaced with municipal services unless doing so is not financially feasible as determined by the City.
