ITEM 6.1 Jalger Ave4P Ot§YOFc`y MINNESOTA V DEPARTMENT INFORMATION Request for City Council Action ORIGINATING DEPARTMENT: REQUESTOR: MEETING DATE: Public Works Ron Wagner, City Engineer August 28, 2014 PRESENTER(s): REVIEWED BY: ITEM #: Ron Wagner, City Engineer Lori Johnson, City Administrator 6.1 Daniel Licht, City Planner AGENDA ITEM DETAILS IC RECOMMENDATION: City staff recommends approval plans and specifications for the Jalger Avenue improvement project and ordering advertisement for bids. ARE YOU SEEKING APPROVAL OF A CONTRACT? I ISA PUBLIC HEARING REQUIRED? No. I No. BACKG ROU ND/J USTI FICATION: The City Council accepted a Feasibility Report at their meeting on June 24, 2013 for improvement of Jagler Avenue and 100`h Street. The City Council also ordered the City Engineer to prepare plans and specifications and has called for a public hearing for residents to be presented project scope and possible assessment costs. The City Engineer has prepared the plans and specifications for the project. The project includes shaping and paving of Jagler Avenue and 100th Street. Due to significant encroachment issues within existing ROW, we have had to modify the street to best provide access while still providing room for maintenance. City staff has obtained waivers for individual assessments up to $14,259 from each property owner proposed to be assessed as part of the improvement project, which eliminates the need for an improvement hearing. An additional waiver was received from Bradley J. Rosnow and Cindy J. Kraus-Rosnow for their vacant lot that was originally not proposed to be assessed, but the property owners have installed a driveway access to Jalger Avenue and posted a real estate sign. The additional waiver means that 10 properties will be assessed and will reduce the amount of the individual assessment for each unit. A conditional use permit will need to be initiated by the City after the contract for the project is awarded to allow vacation of a portion of existing right-of-way for the east 100th Street cul-de- sac. The vacation of the existing right-of-way as proposed will result in an existing lot of record having less than the minimum 150 feet of frontage to a public right-of-way, although the lot will maintain direct access to a public street. The cost of processing the conditional use permit and right-of-way vacation will be included as part of the overall project. The estimated construction cost of the project is $110,000. Administration and engineering costs for the project bring the total to $128,331 and the conditional use permit and vacation process will add up to $1,500 to the project. The total project cost will be $129,831. SUPPORTING DOCUMENTS: x ATTACHED ❑ NONE List A. Resolution 2014-26 B. Engineers Estimate C.
