April 7, 2014
Call to Order.
Mayor Jessica Stockamp called the meeting to order at 5:37 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Doug
Schroeder. CM Tom Darkenwald arrived at 6:20PM. Staff: Lori Johnson, City Administrator;
Daniel Licht, City Planner; Dan Jordet, Administrative Services Director; and Ron Wagner, City
Engineer.
1. Project Status Update for 70th Street.
City Engineer Ron Wagner reviewed the presentation handout. He began with reviewing the
schedule. CM Heidner asked if the project could start earlier if all property owners agreed on a
sale price. The City Attorney said yes, but that doesn't appear likely at this time because at
least one property owner seems to want to go through the process. Based on the current land
acquisition information, bid opening is scheduled for September 17, 2014, with limited
construction beginning mid-October.
Design was reviewed. City Engineer Wagner stated the road is a 55 mile per hour road and is
designed per 55 mile per hour standards. He stated the road was shifted to reduce the impact
of adjacent property owners. The typical road sections were reviewed. Phasing of construction
was reviewed. A question was raised about the detour route. City Engineer Wagner stated it
was developed with Wright County's input.
There was discussion about the alignment through the John Kolles property. City Engineer
Wagner stated he had marked the preliminary location of the road at the request of Mr. Kolles
in the fall of 2012. He was told at that time that the stakes were not exact; they were at the
approximate location. The preliminary design changed due to the 55 mile per hour
requirements and is now slightly closer to Mr. Kolles' outbuildings. The buildings still meet all
setback requirements. The engineers drafted several design options to stay as far away from
the buildings as possible.
The Intersection Control Evaluation was reviewed.
CM Darkenwald arrived at this time.
There was discussion about future street projects. City Engineer Wagner reviewed the
engineer's estimated project cost. He indicated it will change based on land acquisition and
construction costs.
2. Consider Ordering Vacation Hearing for Portions of Utility and Drainage Easements -
Gateway North.
City Administrator Johnson distributed an updated resolution with the correct legal description.
City Attorney MacArthur presented the staff report.
CM Heidner motioned to approve Resolution 2014-1.9 a Resolution Ordering Public
Hearing for Vacation of Portions of Utility and Drainage Easements — Gateway North
Second Addition. CM Schroeder seconded. Motion carried 5-0.
3 Consider Ordering Assessment Hearing for Jalger Avenue Improvement Project.
City Engineer Wagner presented the staff report. The Council asked who had not signed the
waiver. Staff stated that information would be forwarded to the Council.
CM Schroeder motioned to approve Resolution 2014-20 A Resolution Ordering a
Public Hearing for the Improvement of Jalger Avenue and 100th Street, North of 95th
Street. CM Warehime seconded. Motion carried 5-0.
CM Heidner questioned the City Engineer regarding the July 22, 2013, hearing that his memo
states was held. City Engineer Wagner stated that after researching the issue, he does not
believe the hearing was held and his memo is in error.
4. Adjourn.
CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor.
Motion carried. Adjourned at 6:53 PM.
