Within the Plan, a specific action item to conduct a community survey was included. To support this action, the City Council included funding within the 2021 General fund budget. In the spring of 2021, City staff contacted other communities and researched firms who provide professional services conducting community surveys, resulting in the City receiving two proposals, and in April 2021, the City Council accepted a proposal from BakerTilly. From that point on, City staff worked with BakerTilly to generate a questionnaire, which went through four draft versions before being presented to the City Council for approval in August 2021. On Monday, Council will be joined by Matt Stark from BakerTilly, who will present the results of the 2021 Community Survey. It includes a review of the comments given by participants in response to the survey’s open-ended question. Our survey included a random sample of 309 registered voters in the community, who were contacted between August 18th and August 24th. Three open-ended probes were included in our interviews. Early in the survey, participants were asked whether they had communicated with the City in the past 12 months. The 119 respondents who said they had interacted with the City were asked to rate their experience communicating with City staff. After providing a rating, respondents were asked “What was the primary factor for rating your experience that way?” Of the 119 people who had interacted with the City, 117 had opinions on the matter, and 2 responded with “I don’t know.” At the end of the interviews, respondents were asked “In your opinion, what is the most important thing the City should focus on in the coming years?” For this question, we received specific responses from 278 people. There was an additional limited-scope open-ended question included midway through the survey. Participants who gave the City’s snow plowing a rating of “Poor” were asked for their input on how the City could improve this service. We received 17 responses to this follow-up question. While the overall results in our other reports used weighting factors to adjust responses to arrive at a representative sample, such weighting is not practical for the limited number of responses given to the open-ended question in this analysis. As a result, it would be appropriate to approach this report as a qualitative look at the most common issues on people’s minds. The pages which follow include a summary of the responses offered for the open-ended questions and a brief discussion of the most-mentioned topics. City of Otsego Community Survey – Open-Ended Responses September 2021 2 Communications with City Staff When asked about recent interactions with City staff, the most common topics cited by participants were related to the speed of the City’s responses, the quality of the answers people received, and the attitude of the staff members people spoke with. These topics were followed by references to the helpfulness and responsiveness of staff and the level of customer service provided. Looking specifically at responses from those who reported poor experiences communicating with the City, the primary reasons given were a lack of response or slow response to questions or complaints, difficulty finding the appropriate person at the City, and a lack of follow-up or resolution to complaints. The table at right shows how often the most common terms were used, while the chart below shows the response numbers visually. City of Otsego Community Survey – Open-Ended Responses September 2021 4 Areas of Focus When asked at the end of the interviews to identify the most important issue for the City to focus on in coming years, the most common responses were related to issues around growth. These included responses from people who felt growth was coming too quickly or who were just worried about managing growth in the community. The overall growth topic was followed by references to a need for restaurants and businesses in the community, along with concerns about roads, schools, and tax levels. Other popular topics referenced public safety (particularly in the context of having police and fire departments in the City), improvements in Internet performance and options, and making sure that parks and recreation facilities keep up with residential growth. The table at right shows all of the common terms and how often they were mentioned, while the chart below shows the information in visual form. Improvements to Snow Plowing The last open-ended question we will examine was limited in scope. The 17 people who rated snow plowing as “Poor” were asked what the City could do to improve the service. From this limited set of responses, the most common suggestion was for the City to work on clearing residential streets more quickly. Other common suggestions were that the City do better at clearing the entire width of streets, and that it avoid damaging residents’ front yards with the plows. Closing We hope that this review of the most common topics extracted from the survey’s open-ended question proves useful to the City as it reviews the overall survey responses and plans its next steps. This report is intended to supplement our initial presentation summarizing our overall findings and recommendations, by providing additional detail about support among different demographic groups. Our survey included a random sample of 309 registered voters living within the boundaries of the City, who were contacted between August 18th and August 24th. The random sample was designed to provide a representation of the City’s registered voters, with controls for age, gender and location, among other factors. For any demographic group that was significantly oversampled in our interviews, sample weights were adjusted to provide overall results that reflect the demographic composition of the community as a whole. Interviews consisted of 35 questions, with an average duration of approximately 12 minutes. Given the size of our survey sample, our demographic controls, and the number of registered voters in the City, the estimated margin of error for this survey is approximately ±5.5%. Demographic information was limited for some dimensions. As a result, the margin of error for responses based on educational attainment (N=215) is ±6.6%, and for homeownership (N=227), the margin of error is ±6.4%. Who Was Called Before interviews were begun, we analyzed the City’s registered voter list to determine a number of demographic targets to ensure that a representative sample of the City’s voters was surveyed. These characteristics included gender, age, geographic location, parent status and voting activity. Our completed interviews were reasonably close to targets across most demographic dimensions. The largest oversampling was among male voters, who were sampled at 5.8 points over the estimated proportion for the community. The table at right shows the effects of this oversampling on the demographic mix as a whole. For our analysis of overall results, we have re-weighted the responses to provide a representative sample of the community. While not included as demographic controls, our survey also tracked household income, educational attainment, and whether participants took the survey via cell phone or land line. For the mode of participation, approximately 71% of the interviews were completed with participants on cell phones, with the others reached by traditional land-line phone. These questions covered services provided across several areas and departments, including parks and recreation, public safety, water, streets, and economic development. In addition to the sections on city services, we asked respondents to respond to a number of more general questions relating to their reasons for living in Otsego, the aspects of the city they most identified with, and the sources and types of information they received about the city.
