ITEM 3.2C SCC 4.28.2014 Minutesiii EM :3.2C_1 SPECIAL CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER April 28, 2014 Call to Order. Mayor Jessica Stockamp called the meeting to order at 8:42 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Doug Schroeder. Absent: CM Tom Darkenwald. Staff: Lori Johnson, City Administrator; Dan Jordet, Administrative Services Director and Tami Loff, City Clerk. 1 Budget Personal Polite and Compensation Discussion. a Consider updated Uniform Policy. City Administrator Johnson said the policy has been revised to reference the utility staff and to authorize the purchase of City logo caps for seasonal and part-time employees and the requirement that only City logo caps be worn during working hours as per the Administrative Subcommittee. There was the discussion on safety boots allowance and changing the allowed amount to $200 every two years instead of $150 a year for steal toe safety boots. There was also discussion on if the seasonal employees should be required to wear steal toe boots instead of safety toe boots. The City Council recommended bringing the discussion to the safety committee and also to review with Parks and Recreation Manager Demant and Street Supervisor Belair. Mayor Stockamp questioned how the change would be implemented and who would be responsible for tracking. Administrative Services Director Jordet said the Human Resource Department. CM Schroeder motioned to adopt the revisions to the uniform policy as presented and bring back boot allowance and requirements. Seconded by CM Warehime. All in favor. Motion carried. b. Consider Position Evaluations. The seasonal and part-time pay schedule has been updated for City Council approval. These are the existing rates as already approved with no changes. The schedule allows for annual increases based on performance. CM Schroeder motioned to approve. Seconded by CM Warehime. All in favor. Motion carried. i. Recreation Administrative Assistant. The Recreation Administrative Assistant position was created last year, but the evaluation was delayed. The position has now been evaluated and is recommended at a pay grade 5, step 1. The Council recommended adding to the May 12 City Council consent agenda for approval to start May 13 after approved. There was discussion that the Recreation Assistant positions should be covering the rentals rather than the Recreation Administrative Assistant because they are at a lower pay. There was discussion on revaluating the Maintenance I position. City Administrator Johnson reviewed the City's evaluation system and the need to reevaluate positions. She stated it can be completed internally or by an outside service. The City Council directed City Administrator Johnson to proceed with position descriptions and evaluations and bring back for a worksession. City Administrator Johnson asked for approval to authorize advertising for the open Finance II position at 32 hours per week. The City Council agreed. Mayor Stockamp motioned to approve advertising for the Finance II position at 32 hours per week. Seconded by CM Heidner. All in favor. Motion carried. C. Compensation Plan. City Administrator Johnson said during the 2014 budget discussion, the Council delayed making a decision on 2014 pay and requested it be brought back in April. City Administrator Johnson distributed additional data collected which included a surrounding city comparison. There was discussion on merit pay. CM Schroeder motioned to approve 1.5% market rate adjustment to the City's Pay Plan effective April 27, 2014. Seconded by CM Warehime. All in favor. Motion carried.
