09-27-21 City Council MinutesOTSEGO CITY COUNCIL MEETING MONDAY, SEPTEMBER 27, 2021 7:00 PM OTSEGO PRAIRIE CENTER Call to Order. Mayor Stockamp called the meeting to order at 7:08 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Jeff Dahl, Tina Goede, and Tom Darkenwald. Absent; Councilmember Brittany Moores. Present City Staff: City Administrator/Finance Director Adam Flaherty; City Attorney Dave Kendall; City Planner Daniel Licht; City Engineer Ron Wagner; and Deputy City Clerk Bethany Benting. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7:09 PM. No Public comments. Mayor Stockamp closed the Open Forum at 7:10 PM 2. Consider Agenda Approval. CM Dahl motioned to approve as presented, seconded by CM Darkenwald. All in favor. Motion carried 4-0. 3. CM Darkenwald motioned to approve the consent agenda as written, seconded by CM Dahl. All in favor. Motion carried 4-0. 4. Planning• 4.1 Ashwood Third Addition. A. Presentation by City Planner Licht. City Planner Licht presented the staff report. Applicant, Jeff Benzinger with Ashwood Development LLC., was present via zoom and agreed with the staff report. CM Darkenwald asked Mr. Benzinger to state his name and address for the record. Mayor Stockamp wanted clarification on the type of houses that will be built and what the price range will be. Mr. Benzinger explained the price will be a little higher ranging from $450,000-550,000. CM Darkenwald asked Mr. Licht to show the map again showing the development on the big screen for all to see. City Engineer Wagner commented that at the end of 75th street the City Street department will place in a type 3 barricade instead of a cul-de-sac. This will keep traffic from driving down there. CM Goede asked for clarification on where Outlot B was and asked if that's where 75th Street was located. City Planner Licht reviewed the final plat showing the location of Outlot B. CM Dahl praised the developer for thinking ahead with the roads. CM Darkenwald asked Mr. Benzinger how it has gone working with City staff. Mr. Benzinger commented that everyone is putting in extra efforts knowing that there is a lot going on and is very busy. He is pleased to work with the City of Otsego. Mr. Benzinger said he plans to put shovels in the ground within 2-3 weeks, and pipes in the ground next spring. CM Darkenwald motioned to approve the final plat of Ashwood 3rd Addition subject to the conditions as outlined in the Findings of Fact and Decision as presented and adopt Resolution 2021-75 approving a Development Contract, seconded by CM Goede. All in favor. Motion carried 4-0. 4.2 Northwater. A. Presentation by City Planner Licht. B. Consider Approval of a Final Plat. C. Consider Resolution 2021-76 Approving a Development Contract. D. Consider Resolution 2021-77 Approving a Construction & Maintenance Agreement. City Planner Licht presented the staff report. Applicant Dan Willenbring with Tamarack Land Development LLC, was present and agreed with staff report. He hopes they will be installing pipe by next Monday. CM Darkenwald asked if the intersection of 70th street and Marlowe is covered in the agreement. Mr. Willenbring confirmed yes. CM Goede asked about if there would be any signage on CSAH 38 and Maciver. Mr. Willenbring said just temporary construction signage, but no monuments for there will not be a HOA. Page 2 of 4 Minutes of the Otsego City Council September 27, 2021 Page 3 Mayor Stockamp commented she appreciated that Tamarack Land Development LLC worked well with the County knowing it was important to Otsego residents in adding a turn lane. CM Dahl also commented a lot of residents had concerns about a cross walk and if that would be added. City Planner Licht said the crosswalk is already located in the roundabout by Maciver and 70th Street. CM Darkenwald asked about the drainage to the north. Mr. Wagner explained it's always been in the plans. It will go through the storm water drainage and actually help with the drainage. In addition, CM Darkenwald asked Mr. Willenbring how it has been working with City staff. Mr. Willenbring said he has been approved for four projects through the City of Otsego which has been a lot of work but couldn't ask for better turnaround. CM Darkenwald motioned to approve the final plat for Northwater subject to the conditions stated by the Findings of Fact and Decision as presented; adopt Resolution 2021-76 approving a Development Contract; and adopt Resolution 2021-77 approving an agreement with Wright County related to CSAH 38, seconded by CM Goede. All in favor. Motion carried 4-0. S. Public Hearing: 5.1 Liauor License Application for JCGH LLC (dba: Napa Valley Liquors). A. Presentation by City Administrator/ Finance Director Adam Flaherty. B. Public Hearing, C. Consider Approval of an Off -Sale Intoxicatinq Liquor License. City Administrator/Finance Director Flaherty presented the staff report. Mayor Stockamp opened the Public Hearing at 7:35 PM. No comments were made. Mayor Stockamp closed the Public Hearing at 7:35 PM CM Dahl wanted clarification on why it was sent to the gambling enforcement. Mr. Flaherty stated this is that State's entity that covers multiple topics including liquor licensing. CM Darkenwald was confused if Napa Valley didn't have a current license. Mr. Flaherty said they do have a current one, but it was an ownership change therefore needing to apply for a license with a new owner. CM Darkenwald motioned to approve an off -sale intoxicating liquor license for JCGH LLC (dba: Napa Valley Liquors at 15850 87th Street NE, Suite 111), for the license period September 27, 2021 to June 30, 2022, seconded by Mayor Stockamp. All in favor. Motion caried 4-0. 6. City Council Reports and Updates. 6.1 Commission Liaison Updates: Page 3 of 4 Minutes of the Otsego City Council September 27, 2021 Page 4 A. Heritage Preservation Commission Liaison CM Moores. CM Moores was not present at tonight's meeting but Mayor Stockamp noted that Commissioners participated in the Prairie Festival booth. B. Parks and Recreation Commission Liaison Mayor Stockamp noted they have been talking about the Ballfield Improvement Plan. Commissioners have been getting ready for the festival and preparing for the upcoming Pumpkin Patch event. C. Planning Commission Liaison CM Darkenwald said he had no updates. D. Public Safety Commission Liaison CM Goede was not present at the meeting so Mayor Stockamp updated that the commission mainly prepared for the Prairie Festival Public Safety booth. 7. Staff Reports and Updates. City Administrator/Finance Director Adam Flaherty was not in attendance for the Prairie Festival but heard it was the biggest one yet. Mayor Stockamp said the estimated attendance was 8,000 people and things went well. The fireworks were great and there was a lot of positive feedback from the vendors, volunteers and residents. City Administrator/Finance Director Adam Flaherty also reported that new City staff Max who will be the Mechanic started today. Mr. Flaherty also updated the Council that he will be attending a government finance conference in Alexandria for the next couple days. City Engineer Ron Wagner updated the Council on how the grass seed is starting to grow in Heritage Hills and that the trails on 70th Street are nearing completion. City Planner Licht said no Planning commission next Monday October 4th, but 2 applications came in for the next meeting set for October 18. Sergeant Oltmanns commented about Prairie Festival going well with no major issues. They had a Sheriff stationed on site starting at 5 PM. He also commented next year they will have someone on site through that 12 -hour span. On a different note, with the beginning of schools, they have been slammed with a lot more threats. It has been very busy and a lot of follow up. It is County wide, but it has been busy for the Sheriff department in putting in a lot of hours into the schools. 8. Adjourn.
