04-28-14 BRCITY OF OTSEGO BOARD OF REVIEW MONDAY, APRIL 28, 2014 5:30 PM OTSEGO PRAIRIE CENTER 1. Mayor Jessica Stockamp will call the 2014 Board of Review to order. Mayor Stockamp called the Board of Review to order at 5:30 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug Schroeder and Jason Warehime. Absent: Councilmember Tom Darkenwald. Staff: Lori Johnson, City Administrator; and Tami Loff, City Clerk. Attending from the Wright County Assessor's Office were Keith Triplett and Tony Rasmussen. 2. Comments by the Assessor. Mr. Triplett said that the purpose of the Local Board of Appeal and Equalization is to review property valuation and classification for 2014 that will be used to calculate taxes due for the year 2015. There was approximately a 10.43% increase on residential land and buildings throughout Otsego, a 5.8% decrease in commercial and industrial land and a 5.38% increase in agricultural land. 3. Review valuations of property owners. Darryl Jorgenson 118-010-084040; 13480 96th Street NE; stated he doesn't agree with the market value of his property. It has gone up $30,000 in three years. The estimated market value is $332,000. Mr. Triplett said he has not been allowed by the property owner to inspect the building. Following discussion, Mr. Jorgenson agreed to allow Mr. Triplett to inspect his property. A meeting has been scheduled to view the building on Wednesday, April 29 at 10 am. Earl Lieske 118-048-001080; 15216 851h Street NE; questioned the homestead exclusion. Mr. Triplett explained the tax credit was replaced with value exclusion; as value goes up the exclusion goes down. Mr. Lieske said his value went up $40,000 from $150,000. Mr. Triplett said it was also due to the basement finish and deck addition. Kevin Rudek 118-048-001060; 15160 85th Street NE; Mr. Triplett inspected this property today and changed the basement from good to average and lowered the effective age. $197,700 Value $187,200 Recommend value Benjamin Martin 118-197-012130; 12083 73rd Street NE; said he would like to have his property inspected. A meeting has been scheduled to view the building on Wednesday, April 29 at 11 am. Mr. Triplett is requesting the consideration of the following three properties: Douglas Boleen & Christine Wollen 118-127-001030; 9816 Kalenda Avenue NE; Mr. Triplett stated there was a clerical error on this property causing it to be higher than it should be. $273,900 Value $260,000 Recommended value Michael Grimsby 118-197-010170; 12140 73rd Street NE; Mr. Triplett is recommending lowering the grade from 8 to 7 1/2. $282,500 Value $271,000 Recommended value Alexander Zuniga 118-197-010060, 7326 Marlowe Ave NE; Mr. Triplett is recommending keeping the value at $295,900. CM Heidner motioned to reduce value on PID 118-048-001060 from $197,700 to $184,200. Seconded by CM Schroeder. All in favor. Motion carried. CM Heidner motioned to reduce value on PID 118-127-001030 from $273,900 to $260,000. Seconded by CM Warehime. All in favor. Motion carried. CM Heidner motioned to reduce value on PID 118-197-010170 from $282,500 to $271,800. Seconded by CM Schroeder. All in favor. Motion carried. CM Heidner motioned no change on PID 118-197-010060. Seconded by CM Schroeder. All in favor. Motion carried. Board of review will continue on May 12, 2014 at 7 PM at Otsego Prairie Center. 4. Adjourn.
