No No BACKGROUND/JUSTIFICATION: The existing streets of Walesch Estates & O'Day Acres have PCI (Pavement Condition Index) Ratings of 39 and 60, respectively, which is significantly below the average and some of the lowest current ratings in the City. Typically, pavements within PCI Ratings of 50 or less are in their final stages of useful life and will need to be reconstructed in the very near future. The City’s 2022 Capital Improvement Plan has Walesch Estates & O'Day Acres identified as a Street Renewal Project. The streets within Walesch Estates & O'Day Acres are all paved with asphalt curbing. Walesch Estates was overlaid in 1999 and O’Day Acres was originally paved in 1994. The existing roadway consists of a 3 ½” of bituminous surface approximately 22’ wide. The pavements are experiencing block, alligator, and thermal cracking due to its age. The streets received a sealcoat in 2005 and have had crack filling and patches completed over the years. Staff is requesting a feasibility report be completed to determine the best method of street renewal. The report is required per Minnesota Statute 429 in order to assess benefiting property owners. The report will provide estimated project costs, identify benefiting properties and funding options, and estimate assessment amounts. BUDGET INFORMATION FUNDING: BUDGETED: Fund 201 – Pavement Management Yes (2022 Capital Improvement Plan) 1 CITY OF OTSEGO COUNTY OF WRIGHT STATE OF MINNESOTA RESOLUTION NO: 2021-82 ORDERING PREPARATION OF REPORT ON IMPROVEMENT OF STREETS WITHIN WALESCH ESTATES & O'DAY ACRES WHEREAS, it is proposed to improve streets within Walesch Estates & O'Day Acres, and to assess the benefited properties for all or a portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA: 1. That the proposed improvement, called the 2022 Street Renewal Project be referred to Hakanson Anderson for study and that they are instructed to report to the City Council with all convenient speed advising the City Council in a preliminary way as to whether the proposed improvement is necessary, cost-effective, and feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvement as recommended; and a description of the methodology used to calculate individual assessments for affected parcels.
