ITEM 3.2A 6.9.2014 MinutesITEM 3_2A OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER June 9, 2014 7:00 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime, Doug Schroeder and Tom Darkenwald. Staff: Lori Johnson, City Administrator; Daniel Licht, City Planner; Andy MacArthur, City Attorney; Dan Jordet, Administrative Services Director and Tami Loff, City Clerk. Ron Wagner, City Engineer arrived at 7:41 PM. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Special Presentations: • I-94 West Chamber of Commerce; First Responder Award Recipient; Wright County Sheriff Officer Melissa Meemken. City Council recognized Officer Melissa Meemken for her life saving response to an Otsego resident experiencing a heart attack and thanked her for her service. • GFOA State Representative; GFOA Certificate of Achievement for Excellence in Financial Reporting. Administrative Services Director Dan Jordet introduced Brenda Davit presenting on behalf of the GFOA. Ms. Davit presented to the City Council a Certificate of Achievement for Excellence in Financial Reporting. • Kevin Kasel, House of Representative Candidate. Mr. Kasel introduced himself to the City Council. 2. Consider agenda approval. CM Heidner motioned to approve as written. Seconded by CM Schroeder. All in favor. Motion carried. 3. Consent Agenda. (Non -controversial items 3.1 Approve Claims List. A. 70th Street Easements. 3.2 Approve City Council Meeting Minutes. A. May 27, 2014 Meeting. B. May 28, 2014 Special Meeting. 3.3 Approve 2014 Liquor License Renewals. 3.4 Approve new Off -Sale Liquor License for Target Corporation. 3.5 Approve Curbside Waste, Inc. Garbage Hauling License. 3.6 Approve Resolution 2014-38 approving vacation of existing drainage and utility easements within Heritage Pointe 1st Addition. 3.7 Approve hire of part-time temporary Document Imaging Assistant. CM Heidner motioned to approve. Seconded by CM Schroeder. All in favor. Motion carried. 4. Community Development. 4.1 Crimson Ponds West 2nd Addition Final Plat. City Planner Licht presented the staff report. Applicant Jeff Benzinger, Benzinger Properties was present. CM Heidner asked Mr. Benzinger if he has options on all the lots. Mr. Benzinger replied yes, he would be buying the entire Outlot. CM Heidner questioned the phasing of the project. Mr. Benzinger said after the initial 25 lots his intention is to move west and then work north. CM Heidner motioned to approve the Crimson Ponds West 2"d Addition final plat subject to the conditions as outlined in the Findings of Fact and Decision and adopt Resolution 2014-39 approving a Development Agreement. Seconded by CM Warehime. All in favor. Motion carried. 4.2 Boondox Special Event Permit. City Planner Licht presented the staff report. Boondox Bar and Grille has applied for a special event permit on July 26, 2014 from 8:00 PM to 12:00 AM. The applicants were present. City Planner Licht said that Boondox is required to notify surrounding properties within 350 feet of the subject site. CM Warehime questioned what time Rockwoods Saturday events end. City Planner Licht said midnight. CM Darkenwald motioned to approve a special event permit for Boondox Bar & Grille on July 26, 2014 as presented. Seconded by CM Warehime. All in favor. Motion carried. 5. City Council Reports and Updates. 5.1 Approve claim list for Metro Appliance Recycling. CM Darkenwald motioned to approve. Seconded by CM Schroeder. Motion carried 4-0. CM Warehime abstained. City Council Reports and Updates: CM Heidner discussed the $10 wheelage tax on all vehicle renewal notices that have the zip code 55330; Sherburne County approved the tax but Wright County did not so Otsego residents should not have to pay the $10 wheelage tax. There was discussion on adding zip code information to the Otsego View again. CM Heidner said there was an accident Sunday on County Road 39 that took out the power for over seven hours. CM Heidner said in the past there was discussion that Elk River Utilities needed to move the utilities underground. City Planner Licht said it's a County right-of-way and we can't require Elk River Utilities to bury. City Administrator Johnson said City staff will look into this and follow up. CM Heidner asked if the City AED's are inspected regularly. Street Maintenance Supervisor Brad Belair said yes. Mayor Stockamp said she likes the idea of having an AED in the prairie park and recommended looking into a grant. Mayor Stockamp said she wants to make sure that prior Finance Director Gary Groen is recognized in the record on the achievement of GFOA certificate. Mayor Stockamp said regarding the school bus accident last week she understands the father is the person that saved the child. She would like to see the City recognize him formally. City Engineer Ron Wagner arrived at 7:41 PM. 6. Staff Reports and Updates. City Engineer Wagner gave an update on the splash pad; it is currently not totally functional and parts that are being replaced under warranty. City Administrator Johnson stated a permanent solution needs to be identified because the equipment can't be replaced every year and staff is working to resolve this permanently. An interim fix has been implemented to keep the splash pad operational until the parts are installed. Mayor Stockamp called a short recess at 7:45 PM. Mayor Stockamp reopened the meeting at 7:59 PM. 7. Discussion on appraisals for 70th Street Project; this portion of the meeting to discuss appraisals will be closed under Minn. Stat. 13D.05_, Subdivision 3, C. CM Darkenwald motioned to close the meeting at 7:59 PM. Seconded by CM Warehime. All in favor. Motion carried. City Attorney MacArthur stated this portion of the meeting will be closed for discussion on properties: 118-500-304300, 118-500-31120 and 118-500-322200. CM Darkenwald motioned to close this portion of the meeting at 8:09 PM. Seconded by CM Schroeder. All in favor. Motion carried. CM Darkenwald motioned to reopen the regular meeting at 8:09 PM. Seconded by CM Warehime. All in favor. Motion carried. 8. Public Works. 8.1 70th Street Plan Approval. City Engineer Wagner presented. CM Heidner motioned to approve plans for City of Otsego Project #14-01 70th Street Improvement Project for Wright County and MNDOT review. Seconded by CM Warehime. All in favor. Motion carried. 9.
