10-11-21 City Council Meeting MinutesOTSEGO CITY COUNCIL MEETING MONDAY, OCTOBER 11, 2021 7:00 PM OTSEGO PRAIRIE CENTER Call to Order. Mayor Stockamp called the meeting to order at 7:05 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, Jeff Dahl, and Brittany Moores. City Staff: City Administrator/Finance Director Adam Flaherty, Human Resources/Assistant City Administrator Sabrina Hille, City Attorney Dave Kendall; City Engineer Ron Wagner; City Planner Daniel Licht; and City Clerk Audra Etzel. Absent Councilmember: Tina Goede. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7:07 PM. Wright County Commissioner Mark Daleiden was present to give an update on the Local Option Sales Tax for Transportation (LOST) survey and open houses (virtual, Buffalo, and Howard Lake). Mr. Daleiden stressed the importance and where the money comes from (non-essential items). Based on the data, 25% of the sales tax comes from outside of Wright County or non-residents. The funds have been used to improve the roads in Wright County. Mr. Daleiden encouraged residents to complete the survey. Mr. Daleiden congratulated Otsego for being the largest City in Wright County according to the 2020 Census. There will be no County redistricting following the 2020 census, but most likely in 2030. CM Darkenwald asked how many years the LOST program will be extended? Mr. Daleiden is not positive at this time. CM Darkenwald thanked Mr. Daleiden for his many years of service. Commissioner Daleiden reviewed the Otsego community survey in the packet tonight. He noted a request for more river access. Wright County is improving the river access within the County park and will include a trail and better access. Corey Tanner, 7952 Palmgren Avenue NE asked Commissioner Daleiden if Maciver and County Road 137 will have a permanent light for traffic control? Commissioner Daleiden said the light will go away this fall after road construction on I-94 and it will most likely be a roundabout in the future. Mayor Stockamp closed the Open Forum at 7:23 PM. 2. Consider Agenda Approval. City Planner Licht requested to add item 6.1. CM Moores motioned to approve the agenda as amended to adding 6.1 Villas at Kittredge Crossings, seconded by CM Darkenwald. Roll Call: Voted in favor; Darkenwald, Stockamp, Moores and Dahl. Voted against; none. Motion carried 4-0. 3. Consent Agenda. 3.1 ADDrove Claims List. 3.2 Approve City Council Meeting Minutes. A. September 27, 2021 Meeting. B. September 27, 2021 Special Meeting 3.3 Approve City Council Special Compensation for September 2021. CM Moores motioned to approve the consent agenda as written, seconded by CM Darkenwald. Roll Call: Voted in favor; Darkenwald, Stockamp, Moores, and Dahl. Voted against; none. Motion carried 4-0. 4. Public Hearing: 4.1 Proposed Assessment Roll — Unpaid Special Charges. A. City Clerk Etzel Attests to Legal Notices. B. Presentation of Proposed Assessment Roll by City Administrator/Finance Director Flaherty C. Public Hearing D. Consider Resolution 2021-80 Adopting Assessment Roll for Unpaid Special Charges. City Clerk Etzel testified notice was published and mailed as required. Also, that no letters, emails or phone calls were received regarding the unpaid special charges. City Administrator/Finance Director Flaherty explained the unpaid special charges. Residents were given the required time to dispute the charges. An assessment roll exhibit along with a resolution have been prepared for consideration. Staff recommends the City Council approve a resolution adopting the assessment roll. Mayor Stockamp opened the Public Hearing at 7:26 PM. No one from the public spoke. Mayor Stockamp closed the Public Hearing at 7:26 PM. CM Darkenwald asked City Attorney Kendall if this has been reviewed the information. City Attorney Kendall confirmed that he had reviewed the information presented. CM Darkenwald motioned to approve Resolution 2021-80 adopting the assessment roll for unpaid special charges, seconded by CM Dahl. Roll Call: Voted in favor; Darkenwald, Stockamp, Moores, and Dahl. Voted against; none. Motion carried 4-0 S. City Council Reports and Updates. CM Darkenwald thanked Mayor Stockamp, Park and Recreation Director Demant and staff that helped with the Pumpkin Patch event. Staff Reports and Updates. 6.1. Villas at Kittredge Crossings: A. Presentation by City Planner Licht. B Consider Extension to Record the Final Plat of Villas at Kittredge to October 31, 2021. City Planner Licht presented the staff report. The final plat and development agreement was approved on March 22, 2021. Extensions were requested to August 30, 2021 and September 30, 2021. Financing and Construction has caused delays. The developer, Otsego's Finest Homes, LLC, requested an extension to October 31, 2021 related to finalizing the project. CM Darkenwald asked City Planner Licht if he foresaw any need for additional extension? City Planner Licht said they plan to file the Plat this week. CM Darkenwald motioned to approve an extension to record the final plat of Villas of Kittredge Crossings to the 31s' of October, 2021, seconded by CM Moores. Roll Call: Voted in favor; Stockamp, Darkenwald, Moores, and Dahl. Voted against; none. Motion carried 4-0. City Administrator/Finance Director Flaherty said the bowl for Water Tower #4 will be hoisted this coming Sunday. City Administrator/Finance Director Flaherty asked if the City Council was in favor of supporting a resolution for LOST? CM Darkenwald stated he was in favor of supporting LOST, the funding has allowed for opportunities to improve the roads. CM Dahl asked if any cities have not supported LOST? City Administrator/Finance Director Flaherty is unaware of any cities that are not supporting LOST. Mayor Stockamp said the Mayor's meeting had positive feedback from the other communities for LOST. The City Council directed staff to include on a future agenda for consideration. City Clerk Etzel said the photo contest voting closes on Wednesday, October 131h. The winners will be invited to an upcoming meeting. Engineer Wagner said the 701h Street trail is 75% paved, the contractor ran into an issue with a soft spot and that area is scheduled for paving tomorrow. Mayor Stockamp noted there were still some punch list items to be completed on Odean and Page for the trail project. Planner Licht said next Monday the Planning Commission has one item on the agenda, the Preliminary Plat for Prairie Point, the plat includes 176 homes; with 50 acres being deeded to the pity. 8.
