10-11-21 Special City Council Meeting MinutesSPECIAL OTSEGO CITY COUNCIL MEETING MONDAY, OCTOBER 11, 2021 5:30 PM OTSEGO PRAIRIE CENTER Call to Order. Mayor Jessica Stockamp called the meeting to order at 5:32 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Tom Darkenwald, and Brittany Moores. Absent Councilmember: Tina Goede and Jeff Dahl. Present City Staff: City Administrator/Finance Director Adam Flaherty, Human Resources/Assistant City Administrator Sabrina Hille, Streets Department Manager Kevin Lamson, Parks and Recreation Director Ross Demant, Utility Manager Kurt Neidermeier, City Planner Daniel Licht, and City Clerk Audra Etzel. 1. Presentation of Community Survey Results. City Administrator/Finance Director Flaherty outlined the materials in the packet. Matthew Stark from BakerTilly reviewed the responses from the 309 registered voters that participated in the survey. The interviews included demographic targets intend to provide a representative sample of voters in the City. Demographic targets included: age, gender, voting history and geographic area. Cell phones and homeownership were tracked but were not demographic targets. Mr. Stark proceeded to review the survey results material as included in the packet. Utility Manager Neidermeier asked how often they (Baker Tilly) would recommend doing the survey. Mr. Stark said he would recommend every 2-3 years, unless the City wants more feedback. CM Moores asked about open-ended questions. Mr. Stark said open-ended questions stretch out the phone call and limits the quality of the data received. A focus group could be created based on gathering further information if warranted. CM Darkenwald asked if those rating the quality of water poor could be reached. Mr. Stark said the survey is confidential and their staff could try reaching out to those surveyed and ask. Utility Manger Neidermeier said most of their calls are for rust and some smell. The quality of water could have different meanings to each resident: cost, color, smell, radon mitigation, etc. The City Council discussed their take-aways from the survey. Mayor Stockamp was surprised by the fire protection results, drive-through restaurant results and the water quality. Utility Manager Neidermeier was happy to see 14% excellent rating; would like to know the reason why those that rated the water quality low. CM Darkenwald was also interested in the fire protection survey results. CM Moores questioned the percentage of residents' willingness to volunteer for fire protection. City Planner Licht said the public safety results were good overall. The City Council and staff were happy with the results and have a baseline to move forward. Human Resources/Assistant City Administrator Hille felt the survey was very positive and a good baseline. The ATV and golf carts results were discussed. Mayor Stockamp asked how to address the 61% positive results. City Planner Licht said the 39% are not in favor or undecided. Mayor Stockamp would like a staff member to present to public safety. City Administrator/Finance Director Flaherty suggested having a future workshop. Mayor Stockamp would like to share, but would the pie chart colors change for better clarification. City Administrator/Finance Director Flaherty noted that City staff will work on improving the visual aspects of the charts and will proceed with sharing upon completion. CM Darkenwald at 6:55 PM motioned to reconvene this special meeting following the 7 PM City Council meeting, seconded by CM Moores. Roll Call: In favor; Stockamp, Darkenwald, and Moores. Against: none. Motion carried 3-0. Mayor Stockamp motioned to reopen this special meeting at 7:47 PM, seconded by CM Darkenwald. All in favor. Motion carried 4-0. Roll Call: In favor; Stockamp, Darkenwald, Moores and Dahl. Against: none. Motion carried 4-0. Wright County Sergeant Jason Oltmanns; CM Jeff Dahl; City Engineers Ron Wagner and Brent Larson joined the special meeting; City Planner Licht did not return. 2. 2022 Budget, Tax Levy and Capital Improvement Plan Review. City Administrator/Finance Director Flaherty reviewed the Budget Meeting #8 items included in the packet. Fleet Vehicles and Equipment The recommended fleet and equipment purchases for 2022 were reviewed in detail as included in the packet materials. The City Council had questions on the size of the tanker truck, license needs for the tanker truck, mileage on pickups proposed for replacement and expected useful lives of proposed purchases. City Administrator/Finance Director Flaherty reviewed the schedule of future year fleet and equipment replacements and additions, noting that beyond 2022, all recommendations are subject to change based on multiple factors, but noted that this schedule provides a preview and is valuable in evaluating funding levels. There was discussion on the funding status of Fund 206, with City Administrator/Finance Director Flaherty noting that there are shortfalls projected in future years, which will prompt a more comprehensive review of funding levels for the next years Capital Improvement Plan. The City Council concurred as presented. Pavement Management Street Operations Manager Lamson and Engineers Wagner and Larson reviewed the summary of future year maintenance project budgets. Maps of the proposed work in 2022 and 2023 were reviewed in detail. Engineer Wagner and Larson discussed the proposed 2022 Street Renewal Project for Walesch Estates and O'Day Acres. After reviewing the different options they are recommending a reclaim project for a cost of $895,304.33. The streets in this development have the worst ratings within the City. A feasibility report will need to be ordered at an upcoming City Council Meeting. The 2022-2031 CIP Overall Capital Improvement Project Plan were reviewed. The City Council concurred as presented. City Administrator/Finance Director Flaherty noted the next Special Meeting at 5:30pm on October 25th to review Wold's building proposals and Parks and Trails CIP budget items. 3. Adjourn.
